During an election year campaign committees of candidates who file for office are required to file three Reports of Receipts and Expenditures: pre-primary-election, pre- general-election, and year-end reports. Campaign committees of candidates whose office is not up for election and candidates who chose not to file for office, file one year-end report. Offices open for election in 2008 were House of Representatives and certain Judicial seats. Political party units, political committees, and political funds that attempt to influence state elections also filed pre-primary-election, pre-general-election, and year-end reports. This summary is based on reports received by the Board for election cycle 2007/2008. Reports were filed by principal campaign committees of candidates for 134 state representative seats (304 candidates filed), by 40 candidates for elective judicial seats, and by special election candidates in House District 28B in 2007 and Senate Districts 16, 25 and 63 in 2008. Additionally, this summary includes data supplied by 345 political party units, 419 political committees and political funds, and 21 ballot question committees and funds. Comparison of total data from election year 2008 by principal campaign committees, political committees, or political funds with similar data from election years 2006 and 2004 is also included. The data has not been verified or audited. This summary includes, for each candidate committee, political party unit, political committee or political fund, total contributions received; total transfers to candidates, committees, or funds; total expenditures; beginning and ending cash balances; and the total amount of public subsidy received by qualifying candidates. Outstanding loans payable, unpaid bills, or disbursements other than campaign expenditures or transfers to candidates are not itemized in the summary but are reflected in the totals reported in the summary. Over the election cycle 2007/2008, contributions totaling $6,751,288 were reported received by candidates who filed for House of Representatives; and a total of $743,344 in contributions were reported received by 40 judicial candidates who filed for office. Contributions totaling $2,322,145 were reported received by Constitutional Office candidate committees (see page 2). A listing of the names of individuals, committees, or funds contributing in aggregate of $500 or more to House of Representatives, Judicial and Constitutional Office candidates begins on page 62. Included in the total contributions received by House of Representatives candidates who filed for office in 2008 were contributions from 1,724 donations of $500 or more, totaling $1,404,458 (21% of total contributions received). Constitutional Office candidate committees received 812 donations of $500 or more, totaling $512,950 (22% of total contributions received). Constitutional ballot question committees and ballot question funds received contributions totaling $4,965,613 and made expenditures of $4,797,811 during the 2007/2008 election cycle. Most candidates voluntarily agree to limit expenditures in order to receive public subsidies. These subsidies include direct payments to eligible candidates during election years and the right to participate in the Political Contribution Refund (PCR) program. Agreements to abide by spending limits in order to receive money from the State Elections Campaign Fund were signed by 95% of registered House of Representative candidates filing for office. A total of $1,608,165 in public subsidy was distributed to House of Representatives candidates for the 2008 election. Campaign expenditures are made for the purpose of influencing the nomination or election of a candidate and apply toward the expenditure limit applicable to partisan candidates who signed a Public Subsidy Agreement. In 2008, House of Representatives candidate campaign expenditures for 304 candidates totaled $6,158,038. This is a 14.5% increase in spending compared to total expenditures of $5,376,863 in 2006. During the 2007/2008 election cycle, House of Representatives candidate committees received a total of $6,032,008 in contributions from individuals, lobbyists, political committees and political funds, $1,608,165 from public subsidy and $719,280 from political parties. A total of $743,344 in contributions were reported received by 40 judicial candidates. Constitutional Office candidate committees reported receiving $2,308,322 in contributions from individuals, lobbyists, political committees and political funds, and a total of $13,824 from political parties. This summary includes selected data from reports filed by political party units, political committees and political funds. Reports filed by 345 political party committees and 440 political committees and political funds during the 2007/2008 election cycle disclosed receipt of contributions totaling $51,667,796 from which they made total contributions of $13,452,896 to state candidate committees and political committees and political funds. Included in the $51,667,796: • $11,670,970 was contributed to Democratic Farmer Labor party units which made $3,800,266 in contributions to state candidate committees and other committees and $2,241,708 in independent expenditures; • $6,281,576 was contributed to Republican Party of Minnesota party units which made $1,342,096 in contributions to state candidate committees and other committees and $1,109,096 in independent expenditures; • $87,094 was contributed to Independence Party of Minnesota party units which made no contributions to state candidate committees and other committees; • $72,975 was contributed to Green Party of Minnesota party units which made $3,241 in contributions to state candidate committees and other committees; The summary includes a list of political committees and political funds that made independent expenditures expressly advocating the election or defeat of a clearly identified candidate (starting on page 155). The summary also includes names of donors who contributed $500 or more to candidate committees, political committees, political funds or political party units during 2007 and 2008 (starting on page 220). MPTA advocates for high-quality transit service that is accessible and available to everyone. Our mission is to support transportation alternatives that improve the quality of life for people in communities large and small, urban, suburban and rural. MPTA is the only statewide coalition of transit systems, and transit advocates and we appreciate this opportunity to comment on HF1684, the Omnibus Transportation Budget bill. As the state recovers from the COVID pandemic, demand for transit service is coming back. In addition to providing transportation to important destinations including medical appointments, jobs, school and other needed trips, transit systems have been instrumental in delivering food in their communities and helping people get to vaccination sites. Minnesotans value their transit systems and their role in keeping people living independently in their own homes and communities. While federal funding, provided through the passage of COVID relief bills, has allowed transit systems to keep operating and to maintain thousands of jobs in the transit industry, state funding is a critical piece of the funding transit systems need to survive and thrive. Metropolitan Area transit faces a significant funding gap in meeting service demands as well as building out the Bus Rapid Transit network. In Greater Minnesota, transit systems have identified over $40 million in needs over the next five years to replace buses, build bus garages and increase service hours to adequately serve their communities.

    CAMPAIGN FINANCE AND PUBLIC DISCLOSURE BOARD RELEASES FINAL PUBLIC SUBSIDY PAYMENT AMOUNTS FOR 2020 ELECTION During 2020 the Campaign Finance and Public Disclosure Board distributed $2,131,887 in public subsidy payments to 349 candidates running for state senate or state representative. The 349 candidates who received a public subsidy payment represent 78% of the 449 legislative candidates who were on the general election ballot. A list of qualifying candidates and the payments they received is attached. Of the 504 candidates who filed for state legislative office this year, 401 (79.3%) signed voluntary agreements to abide by spending limits and other conditions required to be eligible for public subsidy payments for their campaigns. To qualify for public subsidy a candidate must: • be opposed at either the primary or general election, • appear on the general election ballot, • sign and file a public subsidy agreement with the Board to abide by applicable campaign expenditure limits, and • raise a specified amount in contributions from individuals eligible to vote in Minnesota counting only the first $50 from each donor. Money for the public subsidy program comes from the state general fund. A portion of public subsidy money is allocated to specific parties and districts based on taxpayer checkoffs on income and property tax returns. By office and party, the total public subsidy payments totaled: DFL RPM State Senate $670,054 $393,772 House of Representatives $663,589 $404,471 Total $1,333,643 $798,243 DFL = Democratic Farmer Labor RPM = Republican Party of Minnesota Note: No other major or minor party candidates qualified for a public subsidy payment in 2020.

PAUL, MINNESOTA 55155-1298 (651) 296-2146 Highlights Introduction The 1998 Minnesota Legislature convened on Jan. 20, 1998, and lawmakers adjourned sine die late in the evening April 9, 1998. Lawmakers were in session for 46 legislative days, accumulating a total of 109 legislative days during the biennium. As specified by the Minnesota Constitution, the Legislature may meet for up to 120 legislative days during a two-year period. (A legislative day is counted when a quorum of either the House or Senate is present to conduct business as a body.) During the regular 1998 session, 1,629 bills were introduced in the House and 1,422 in the Senate. Of the 157 bills and four resolutions sent to the governor, a total of 15 were vetoed (11 full vetoes and four line-item vetoes). One bill was recalled by the Senate. The list of accomplishments from the 1998 session includes: a $1 billion capital projects law that will finance construction of public facilities around the state; a new tax law that provides more than $1 billion in tax rebates and reductions; an education initiative that will provide $70 million to help implement the state’s Graduation Standards; a measure that will provide a 3 percent raise for health care workers at nursing homes; and a proposed constitutional amendment that would eliminate the Office of the State Treasurer. Gov. Arne Carlson called legislators back April 20, 1998, for a special session to clarify a public policy question affecting Marvin Windows and Doors in Warroad, Minn.

    LEGISLATIVE UPDATE Welcome to the first Child Care Aware Legislative Update of the 2021 legislative session. This narrative update, along with our Bill Tracker, will be posted each Tuesday (reflecting activity through the previous Friday) on the Child Care Aware of Minnesota website. Each week we will provide a brief overview of bills that have been introduced, action that has been taken at the committee level or on the floor, and any other pertinent news related to early care and education and school-age care issues. If you have additions to recommend to the bill tracker, please contact Ann McCully. OVERVIEW The Legislature convened on Tuesday, January 5 and is off to a quick start. There is no question that the state’s response to the impact of the COVID-19 Pandemic is the primary issue facing legislators as they begin this session. This also a budget year to set the state’s budget for July 1, 2021 through June 30, 2023, and while the economic picture has improved since the initial budget forecast last spring, there is still a projected budget deficit in the coming years, leading to some tough decisions ahead. More information about the budget projections can be found on the State Office of Management and Budget website. COMMITTEE STRUCTURE A new, two-year legislative session brings new members, new committees, and new committee assignments. While early care and education issues may show up in many places during the process, below are a few of the key committees that we will be watching. We encourage you to follow them as well! NAMI knows that the stigma surrounding mental illness isolates children and adults whose lives have been touched by mental illness, often leaving them alone, with little hope. Touching hearts. When people call the NAMI office for information, attend an education class or join a support group their hearts are touched by the comforting words of understanding, hope and encouragement. Through learning about mental illness, what services are available, and about how to cope – people are given hope. Hope fuels our spirit. Deb, one of the thousands of people who contact the NAMI office every year wrote to say “thank you so much for responding to our call for help…you have touched my heart.” Healing minds. Recovery is possible, but treatment and supportive services must be available and affordable. NAMI brings information to people about the service system and where to go for help. NAMI informs people of evidence based practices and new research. Advocating at the legislature, through the Mental Health Action Group and to the various state depart- ments, NAMI seeks increased funding for effective services and works to create a seamless and understandable system for both children and adults. Connecting people. After attending NAMI’s new one-day education class for family members held in northern Minnesota, a woman approached the teacher and said “thank you - I thought I was the only one.” Breaking the isolation by bringing people together is powerful.

    Hill & Lake Press Serving the East Isles, Lowry Hill, Kenwood Isles, and Cedar Isles Dean Neighborhoods VOLUME 29 NUMBER 10 OCTOBER 22, 2005 ISLES BIKE TRAIL REPLACED West Bay and North Arm Greening Up Chris Wiencke MPRB Planning The unseasonably warm weather this fall extended the growing season, offering a grace period in which the newly planted grass around Lake of the Isles’ west bay could take hold. Parkland disguised as an unsightly con- struction zone for the past two summers is beginning to look like a park once again. Extremely wet weather has subjected the recently completed improvements to a rigorous test, a test they have passed with flying colors. Recent torrential rains would have completely flooded the parkland surrounding the west bay and north arm; today it remains high and dry. Though the Minneapolis Park and Recreation Board’s efforts to renovate Lake of the Isles Regional Park—a project spanning several years—in 2005 were limited by inadequate funding, much has been accom- plished this construction season. The parkland around the west bay and north arm, so prone to flooding in recent years, has been filled in above the 100-year flood level, then graded and seeded. The north arm, not yet green at this writing, was seeded later than the west bay. Depending on weather conditions, that area may not look like parkland until spring.
