Resolution Resolution 2019-21: Little Donation for Avon Town Hall Park Local resident desires to donate a “little library” for the Park which is a container with that can be removed and replaced. The Parks Council and Parks Operations Director are recommending acceptance of the donation.

Ordinance Final : Ordinance 2019-15: Amending the 2019 Salary Ordinance for SRO Pay Proposes to add School Resource Officer duty pay to the Salary Ordinance at $1.25/hour.

Re: Little Library

The Parks Department was approached by Melissa Hall, a frequent Avon parks user, about donating an outdoor public to the Town of Avon. The bookcase stands about 5 feet tall and is called the Little Library. There is no cost to the Town of Avon for the Little Library (approximate value: $200). The intention is to install the Little Library near the patio on the north side of Avon Town Hall Park to promote neighborhood exchanges.

The Parks Recreation & Beautification Council and the Parks Operations Director support the installation of the Little Library.

Staff recommends that Town Council approve a resolution to accept the donation of a Little Library to the Town of Avon for use in Town Hall Park.

DONATION

Individual: Melissa Hall Donation: Little Library Bookcase Purpose: To be installed at Town Hall Park

Introduction: Melissa Hall has offered to donate an outdoor bookcase valued at $200 for installation at the Town Hall Park to serve as a “Little Library”. It will have books that can be borrowed by the public.

Per Ordinance 2004-05, the Town Manager is required to investigate the donation request to “form an opinion regarding,…the conditions placed upon the offer, the donor’s wishes or requirements concerning publicity of the donation, the nature and extent of any business or applications the donor has pending or is likely to have pending before the Town,…the donor’s reasons for making the donation…” (Town Code, Chapter 2, Article 18, Division III, Section 2-301.

The Town Manager shall report his findings to the Town Council and issue a recommendation to accept or reject the donation.

The Town Council shall consider the report and recommendation of the Town Manager and decide whether or not to accept or reject the offer. The Town Council may consider whether the acceptance of the donation is in the best interests of the Town and its citizens.

Recommendation:

The donation will benefit the Town, the Town Hall Park, and their citizens by providing a Little Library at the Town Hall Park. The Town Manager recommends acceptance of the donation of the outdoor bookcase, valued at $200, to be installed at Town Hall Park.

ORDINANCE 2019-15 Amending the 2019 Salary Ordinance for SRO Pay

WHEREAS, the Police Department has officers that perform the duties of School Resource Officer,

WHEREAS, the Police Department desires to add duty pay for an officer serving in the role of School Resource Officer (SRO),

NOW THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF AVON, INDIANA AS FOLLOWS: The following amendment is made to the 2019 Salary Ordinance:

Section One: Add SRO duty pay to the Specialty Pay subsection at an hourly rate of $1.25.

Section 2. This ordinance shall be effective on the date of adoption.
