The term ‘Jetty’ will be renamed as internationally accepted term for boat station, ‘Pier’. Ponnarimangalam boat jetty is a minor jetty and will be implemented as Phase I development. The jetty is proposed to be developed as floating pontoon. Automated docking mechanism with smart jetty architecture is proposed for the jetty. The pontoon will have covered roof to create a passenger comfort ambiance. As per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 Section 2-(1)-(b)-(vi), the project can be considered as a public purpose. 1.2 Location The land to be acquired for the proposed project is located in Block No.3 of Mulavukad Village of Ernakulam District. 1.3. Size and attributes of land acquisition An extent of 16.84 Ares of land under survey numbers 254/7pt (1.24 ares), 254/20pt (5.80 ares), and 254/21 (9.80 ares) from Block No.3 of Mulavukad Village of Ernakulam District is required for implementation of the proposed project. 1.4 Alternatives considered No alternatives are identified for the implementation of the project. 1.5 Social impacts Total Area of 16.84 ares of land from Block No.3 of Mulavukad Village is required for the implementation of the propose project. The proposed project site have a two storeyed RCC structure owned by Rajiv Gandhi Cultural Forum. Local Area Committee Office of Congress Party id functioning on the first floor of the building and a provisional store named “Ann Mary Stores” is functioning on the ground Centre for Management Development, Thiruvananthapuram 1 SIA of Land Acquisition for Ponnarimangalam Boat Jetty floor. The store is functioning on the building since 4 years. Loss of the building on acquisition will result in the loss of income of the family running the store and loss of office building of the political party. Land owned by two siblings is also present in the proposed project site. No structures are identified in this plot other than a few coconut trees. Project affected people are willing to give the land and demand fair compensation for the loss of assets. 1.6 Mitigation measures Though, by considering the following measures the authorities can mitigate and compensate the possible negative impacts of the land acquisition. Compensation for the land owners as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013. Resettlement and Rehabilitation procedure as per the Policy issued by Revenue(B) Department, Government of Kerala vide G.O.(Ms)No.448/2017/RD dated 29/12/2017 for the rehabilitation and resettlement package for land acquisition in the state in lieu of RFCTLAR&R Act 2013. Centre for Management Development, Thiruvananthapuram 2 SIA of Land Acquisition for Ponnarimangalam Boat Jetty CHAPTER 2 DETAILED PROJECT DESCRIPTION 2.1 Background of the Project including Developer’s Background and Governance/Management structure Often quoted as the Queen of Arabian Sea, Kochi is a major port city located on the south-western cost of India. It is a part of Ernakulam District in the State of Kerala. The city have a total urban population of more than 2.1 million within an area of 440 sq. km. as of 2011. Population growth rate of the surrounding municipalities and villages is more as compared to the urban area which in turn constitutes to increased traffic in commute between the mainland, nearby municipalities, adjoining islands and panchayats. Recent traffic surveys and studies indicates the rapid growth of vehicles in the city premises. This in turn increase traffic jam during peak hours. Kochi Metro Rail System was introduced to reduce private transport and encourage public transit. Kochi Metro Rail Limited (KMRL), as part of setting up of Metropolitan Transportation Authority (MTA-KOCHI), have initiated steps to implement a model transportation system for Kochi city region. Integrated Water Transport System for Kochi is been initiated to integrate the water transport system with other modes of transport 2.2 Rationale for Project, including how the project fits the public purpose criteria listed in the Act. At present several State Water Transport Development mainly operates water transport system in Kochi. In addition to this various private operators and localised jangar services operates service. Over the last decades the system have been deteriorated due to depleting number of boats, low quality of boats, lack of safety measures, poor assess of infrastructure to the jetties, etc. More than 20,000 passengers uses the services of present system on a daily basis of which more than 50% access water transport. It was also found through various surveys that more than 70% of passengers are willing to shift to water transport system for transit as it saves about 15 minutes in comparison with other mode of transport. Centre for Management Development, Thiruvananthapuram 3 SIA of Land Acquisition for Ponnarimangalam Boat Jetty As per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 Section 2-(1)-(b)-(vi), the project can be considered as a public purpose. 2.3 Details of Project size, location, capacity outputs, production targets, costs and risks The implementation of the proposed project requires an area of 16.84 ares of land. The land to be acquired for the proposed project is located in Block no. 3 of Mulavukad Village of Ernakulam District. An estimated cost of INR 819.28 crores is expected to be the total cost of the project including land acquisition for all proposed boat jetties. Fig. 2.1: Photographs of Proposed Project Area Centre for Management Development, Thiruvananthapuram 4 SIA of Land Acquisition for Ponnarimangalam Boat Jetty 2.4 Examination of alternatives No alternatives is considered. 2.5 Phases of the Project Construction The construction of the project will be completed based on the approved plans. 2.6 Core design Features, size and Type of Facilities The existing jetty is built of cement and is in a decrepit condition. The pontoon will have covered roof to create a passenger comfort ambiance. 2.7 Need for Ancillary Infrastructural Facilities Road access of the existing jetty is in a dilapidated condition. This will be rectified by providing adequate access roads with a minimum of 5 m width.
