The applicant noted that they have carried out a comprehensive traffic survey on Hurst Lane, they fell that there will not be an increase in traffic. They would like to put pressure on Hampshire Highways to sort out the road. A Councillor asked if they were going to make the signage better for the Entrance and the applicant responded that they would like to work with Hampshire Highways on this.

Executive Summary This application seeks planning permission for the change of use of the site from scrap yard (sui generis class use) to general industry class B2 for waste management purposes, consisting of soil cleaning and concrete crushing. The proposed development is considered to accord with the broad strategy on locating waste management sites in the Hampshire Minerals and Waste Plan, in that it is adjacent to a strategic road corridor. However the proposed development fails to meet the first purpose of designation of the National Park, as it would not enhance landscape character and relative tranquillity as required in the Local Plan. The site is in a sensitive area, adjoining a racecourse horses training facility and in proximity to a number of dwellings. Having examined the submitted information, officers are concerned that the proposed activities could lead to dust pollution impacts on nearby uses and amenities, and that mitigation measures proposed are not practically implementable. The application has not demonstrated that no undue detrimental harm would be caused to neighbours.
