INTEGRATED MEDITERRANEAN PROGRAMMES (1)
The Commission has now approved the main etements of the'integrated Mediterranean programmes: a total. of 6 628 nil[ion ECU wiLI be spent over a six-year period to promote economic devetopment in the Communityrs Mediterranean reEions. A distinctive feature of these programmes, which wi[[ be estabLished by the Commission in the weeks ahead and sent to the CounciL and to Par[iament, is that they represent a coherent and 'integrated approach to improving the situation in a variety of sectors ranging from agricuLture to smatI scaleand medium scaLe industry, .,f ron the crafts to infrastructure, from tounism to reafforestation and from fishenies to renewabLe sourcei of energy. In Line with the Mandate of 30 l[ay 1980, the programmes are des'igned to narrow the deveLopment gap between the sout'hern regions and the rest of the Community with'in the vast and compLex framework or t4editerranean reaLities. So far, these regions have not benefited as much from the integration process and from Community poLicies as other regions and they have been particuLarty hard-h'it by the present economic crisis. The foLlowing regions witL be covered by the programmes in question:
France: Laguedoc-Roussi t ton, Province-C6te dt Azur, M'id'i-Pyr6n6es, Aquitaine, Corsi ca;
Greece: a[ [ regions;
ItaIy: the Mezzogiorno, Lazio, Manche, Umbnia, Tuscany, Liguria.
Urban areas and coastat areas in the Centre-North of ItaLy and in France witI not be incLuded.
,The LeveL of assistance witI be tower where parameters such as unemployment, per cap'ita'income, the degree of concentration of Mediterranean-type products and the unemployment rate in agriculture point to a retat'iveLy Less serious situation. Aid intensity wiLL, therefore, be highest in Greece, the llezzogiorno and the depressed areas of Corsica, Provence-C6te drAzur and Languedoc-RoussiLLon. In the case of Greece, the programmes wi[[ be geared to resotving a number of probLems identified in the memorandum presented by the Greek Govennment.
The totaL amount of assistance wiLI be broken down as foLLows:
Greece: 38.4% (2 542 miLLion ECU); ItaLy: 44.5% (2 951 ni LLion ECU);
France 17.1% ( 155 miILion ECU)-

The recipient countries wiLI be required to contribute to Community investments undertaken in the different sectors to an extent commensurate with. their LeveL of prosperity. For exampLe, the Communityrs share in respect of infrastructure projects and projects to boost empLoyment wiLL be 75% in Greece, 652 in ItaLy and 50% in France. Les r6gions ci-aprds ben6ficieront des programnres en question: France : Languedoc-RoussiLLon, Provence-C6te dtAzur, Midi-Pyr6n6es, Aquitaine, Corse; Grdce : toutes Les r6gions; Itatie : Mezzogiorno, Latium, Marches, Ornbri e, Toscane, Li guri e. En sont excLues Les zones urbaines, tes zones c6tidres de ['ItaLie du Centre Nord et [es zones c6ti6res frangaises. Dans ce cadre, trintervention sera moins intense Lorsque Ies param6tres tets que Le ch6mage, Le revenu par habitant, [a concentration des productions m6diterra- n6ennes et Le taux dtemploi dans Ltagriculture font appara?tre une situation reLa- tivement moins d6favoris6e.
