I would be remiss if I did not acknowledge the significance of our doc- toral program- project in Latin American (Inter)Cultural Studies at the Uni- versidad Andina Simón Bolívar in Quito. Since its beginnings in 2001, this program- project has deepened collective reflections on the modern-co lonial matrix of power, and served as a sort of seedbed of and for decolonial praxis, now reflected in collectives, programs- projects, and knowledge production throughout South and Central Amer i ca. Fi nally, I wish to express my gratitude to the collectives, movements, communities, and activist- intellectuals who, from the dif er ent territories, sub- jectivities, and strug gles of Abya Yala, and from the borders, margins, and cracks of the modern/colonial/capitalist/heteropatriarchal order, are plant- ing seeds of life that counter the proj ect of vio lence, dispossession, war, and death that characterizes the pres ent times. Thank you as well for the possibil- ity, in some cases, of being part of the strug gles, conversations, and reflexive praxis, and, in others, of being able to dialogue and/or think “with.” Walter expresses his gratitude to all t hose who have made pos si ble the structure and arguments of part II. Just after The Darker Side of Western Mo- dernity: Global Futures, Decolonial Options was released (December 2011), I faced the task of communicating the works of the collective modernity/ coloniality/decoloniality, and my own version of it, to several audiences in Hong Kong and vari ous places in South Africa. Part II has therefore a long story and substantial debts. Chronologically, my first debt is to Gregory Lee, former director of the Hong Kong Advanced Institute for Cross- Disciplinary Studies (hkaics) at the City University of Hong Kong. The four public lectures delivered there and titled “Spirit Returns to the East” w ere a key experience in conveying the meaning of coloniality to an audience dwelling in dif er ent temporalities. My second debt is to Dilip Menon, director of the Center for Indian Studies in South Africa (cisa), at Wits University, Johannesburg. It was a second op- portunity to address, during one month (August 2013) and in four lectures titled “Decolonial Thought,” an audience familiar with colonialism no doubt but less familiar with the conceptual specificities ofcoloniality and coloniality of power unfolded after Aníbal Quijano introduced the concept in the 1990s. I owe an even larger debt to Professor H. B. Geyer, director of Stellen- bosch Institute for Advanced Study (stias). His invitation to enjoy and take advantage of stias’s wonderful research atmosphere, during two periods of x / Acknowl edgments six weeks in July– August of 2014 and 2015, allowed me to write the first and last draft of the second part as it appears here, and that were based on the pre- vious lectures delivered at hkaics and cisa. During that period I rehearsed the main ideas of my part, presenting them to the stias fellows and in a conversation with faculty and gradu ate studies or ga nized by Nick Shepherd, director of the Centre for African Studies, at the University of Cape Town. Nick announced the workshop as a conversation “On Decoloniality.” At Cape Town, I met Daniela Franca Jofe, whose editorial skill and familiarity with understanding of decolonial sentiments in Southern Africa were extremely helpful in streamlining the argument. Thanks to Rolando Vázquez for his camaraderie and constant conversa- tions to or ga nize and run the Middelburg Decolonial Summer School since summer 2010; and to the crew of the summer school, with whom in the classroom and outside of it, conversations on modernity, coloniality, and deco- loniality never stop. They are Jean Casimir, Maria Lugones, Madina Tlostanova, Rosalba Icaza, Ovidiu Tichindeleanu, Jeannette Ehlers, Patricia Kaersenhout, and Fabian Barba. I did not mention Alanna Lockward, who is part of the team, b ecause my thanks to her are also, and perhaps mainly, for inviting me to be an advisor for her splendid proj ect Black Eur ope Body Politics (Be.Bop), r unning since 2012. Decolonial and African diasporic aesthetics, and coloniality in all its forms, have been and continue to be discussed among artists, curators, activ- ists, and journalists. While writing part II, I have both shared and benefited from all those encounters and activities in Eu rope (the Netherlands, Ger- many, and Denmark). Before the work that led to my part of this book began, there were twenty years of experiences with the collective modernity/coloniality/decoloniality that Catherine Walsh mentioned above and that I have already detailed in my latest books.

As a result of these entangled histories, Latin American science does not fit easily into the standard periodization of Western histories of science, nor into traditional Latin American historical periodization. Drawing on the latest scholarship regarding undocumentedness, I argue that this population, due to the economic and social realities it faces, constitutes an internal colony of the US. In this regard, I frame the various processes related to these performances as “decolonial epistemologies,” à la scholars of decolonial thought such as Walter Mignolo, Madina Tlostanova, and others. Drawing upon first- person interviews with participants and spectators, as well as my own presence at several live performances, I argue that these artistic efforts (which manifest in the diverse media of theater, experimental video, and public ceremony) are designed not only to counter the mainstream discourse that regularly criminalizes and dehumanizes undocumented immigrants, but also to provide meaningful, inter-subjective learning experiences for those involved. Closely examining the social and economic contexts (as well as the aesthetics) of these unrecognized practices, this study offers a unique lens which shows how performance both garners a greater visibility for undocumented immigrants, and also effects positive change to their state of precarity in the US.

    An Overview onto the Decolonisation of Political Science in the 21st Century Silethemba Medelline Guta 2nd Year PhD Student, Marie Curie Sklodowska University, Lublin, Poland. Abstract The paper reviews the ongoing discussion and debate on decolonizing political science and to establish how political science can be decolonized. The hegemony within the practice is argued to produce a society rigged with inequalities at different levels. It is highlighted that the impact of historical writers of political thought and theory on present day society cannot be underestimated. Education informs thought and behavior thus, the curricula is of significance in the decolonial debate so that many voices are heard and that ethnic diversity is embraced in the production of knowledge. Decolonising political science is not a once off project that can be done in a hurry but it is of significant importance for the epistemologies and ontologies that inform political science to be examined carefully. Decoloniality is the equalizer in the social justice theories however it is not openly discussed and very well understood. The paper also highlights the writers and scholars against the decolonial project and how their voices are important in the development of the political science decolonial agenda. Decolonising political science will give the balance and equilibrium needed to embrace other voices that have not been heard in the construction of political thought and practice in contemporary times. Nina Pacari (2011) As a historical indigenous woman leader, attorney, and now Magistrate in Ecuador’s Constitutional Court, Nina Pacari speaks to the lessons learned, and to both the limitations and possibilities of constitutional transformation. In this sense, Breny Mendoza is correct in arguing: “social justice cannot de decreed.” Yet for those of us involved in Latin America in the present processes of sociopolitical transformation, the role of State, constitutions and law in helping to push social justice and build a radically distinct society cannot be denied. Still, they are certainly not enough. Moreover, as monocultural and westernized institutions historically conceived with relation to dominant interests, states, constitutions, and laws are always riddled with limitations and contradictions, even when reconceived in the realm of the “Left turn”, decolonial struggles, and progressive politics. The problem then, as we are learning in Ecuador and Bolivia, is mid-way between Breny’s cautions of not expecting too much from constitutions, law, and State, including their capacity for structural change and for “decouple(ing) from the logic of neoliberal capitalism,”, and the hope, installed in the Constituent Assemblies and the Constitutions themselves. Such hope alludes to the possibility of transgressing and dismantling the coloniality of power and initiating an intercultural and plurinational social project.

Stirring intense controversy within Korea, since 2013, the organization started expressing solidarity with survivors of massacres and gender-based violence perpetrated by Korean soldiers during the VietNam War. This project pays attention to this rather bold development in the Korean Council’s work. It focuses on a particularly striking component called the ‘VietNam Butterfly Peace Trips.’ Every year, the Korean Council gathers its allies to visit sites of memorialization and meet Vietnamese survivors. These trips are intended to invoke learning and alternative future imaginings through characteristically emotional experiences. Drawing on the modernity/coloniality/decoloniality (MCD) framework, I first argue that modernity/coloniality is central to discourses that thwart the VietNam War redress movement and its solidarity work with the Korean Council. This provides a stepping stone for my second argument that emotions arising from the Peace Trips behold decolonial potential. By bringing in emotional scholarship rooted in feminist struggles, this thesis demonstrates how emotion as an analytical device can sharpen the critique of modernity/coloniality.

    Nelson Maldonado-Torres ON THE COLONIALITY OF BEING Contributions to the development of a concept1 The concept of coloniality of Being emerged in discussions of a diverse group of scholars doing work on coloniality and decolonization.2 More particularly, we owe the idea to Walter D. Mignolo, who reflected on it in writing as early as 1995.3 I do not remember exactly when it was that I heard or read the term for the first time Á I believe that it was in 2000 in a talk given by Mignolo at Boston College Á but I do know that since I heard it, it caught my attention in an unusual way.4 The reason was that when I heard it I had already spent some time working on the thought of Martin Heidegger and some of his critics who engaged his work from the perspective of questions related to race and the colonial experience. Heidegger, who is considered by many one of the two most original European philosophers of the twentieth century (the other being Ludwig Wittgenstein), left an indelible mark in European philosophy by continuing Nietzsche’s frontal attack of modernity and epistemologically- centered philosophy with an elaboration of what he referred to as fundamental ontology. Heidegger’s formulation of a new starting point for philosophy consisted in a rearticulation of the question of Being, which influenced many other intellectuals thereafter, the most notable perhaps being the French- Algerian philosopher Jacques Derrida. I was introduced to Heidegger by Joan Stambaugh who spent some time working with him in Germany.
