This is their way of finding a legal and constitutional way of organizing to fight crime.

The Guardian Angels started as a small safety patrol in February of 1979 in New York City. They were founded by Curtis Sliwa, who now oversees the entire spread of the Angels across the country. In 1979, Sliwa decided to do something about crime in general, and crime on the New York City subway system in particular.

Sliwa organized a group that called itself the "Magnificent 13," a group of 13 volunteers, trained in the martial arts, and sharing a similar feeling toward the involvement of the citizen in crime prevention.
