Calgary Military Family Resource Centre 2018-2019 Annual Report Building Momentum About the Military Family Resource Centre (MFRC) Our Canadian Armed Forces (CAF) soldiers , veterans and their family members face unique challenges that make being in the military an occupation different from any other. At the Calgary Military Family Resource Centre (MFRC) we aim to help lessen the impact of these unique challenges, which include frequent separations, extended deployments and high risk situations.

We support families of CAF members within our service area of Southern , including north to Red Deer and south to Lethbridge. Our programs and services fall into areas such as personal development workshops, deployment services, personal or family counselling, health and mental wellness, and child and youth programs.

The Calgary MFRC is a registered charity governed by a volunteer Board of Directors that was started in 1991 by the Department of National Defence in conjunction with the Military Family Support Program.

When I joined the MFRC in October 2016, the Afghanistan war was over, but the internal battles and ongoing challenges for some military members and their families continued. For others, some new challenges were just beginning. This past year was a time for me to not only learn how the military works, but also to find out what these military families have had to deal with. I now realize the full extent of how difficult this lifestyle can be compared to that of most civilian families. The threats of potential harm, the continued absences, finding proper educational supports for children and even trying to secure an employment position can be a major challenge, especially these days in Calgary. These situations have given our staff an opportunity to evaluate our priorities and practices this past year. We looked at where we are able to do the greatest good with our programs and supports while diligently stewarding our donors’ generous contributions to ensure these programs have the impact and achieve the objectives intended. We are now feeling a sense of collaboration and a surge of optimism headed into this next year. With a number of newly motivated and talented staff members, I feel we are ready to embrace this new growth and momentum that we have secured this past year. We are well on the path to support our military families while they maintain and rebuild their long-term capacity building. The unique value we offer as a small and focused organization is, I believe, unmatched in Calgary. Together with our local stakeholders and our generous supporters, we’ve laid the foundation for what is often missing in military family’s lives: support, encouragement and opportunities to develop long-lasting and significant friendships. I’m humbled to lead our team with the dedication and integrity to achieve the many positive outcomes you’ll read about in this year’s Annual Report. And I’m honoured to work for a dedicated board of directors and on behalf of our valued supporters who have the long-term vision to partner with us in our mutual goal to help all military families thrive in Southern Alberta.

Gordon Young M.Sc Executive Director, Calgary MFRC Message from the Board Chair As my first year as Board Chair wraps up, I am filled with gratitude for the people I have had the privilege to work with and serve. It has been a rewarding and fulfilling year as our organization continues to grow and evolve to best meet the needs of our military and veteran families. The Calgary MFRC members that I meet continue to inspire me through their service to our country, their support for our uniformed and veteran members, and their resilience during difficult times. This year has been one of reinforcing and building on our success, strengthening community partnerships, and creatively enhancing program outcomes. Reinforcing and Building On Our Success. This year, through a nationally- led review of the 32 MFRCs in Canada, we have seen the value that MFRCs create reinforced at all levels, from the Chief of Defence Staff right through to the users of our services. Our new Calgary MFRC Strategic Roadmap for 2019-2022 recognizes the great work our Centre provides and builds on the momentum of the past year. Strengthening Community Partnerships. One of our strategic objectives that I am personally most proud of, is that of building community. The Calgary MFRC places great importance and value on enhancing our partnerships at all levels – with community partners in service of our members, with our military units, and with stakeholders committed to the promotion of our mission and vision. Creatively Enhancing Program Outcomes. An example of how the Calgary MFRC is adapting to the needs of our members and being creative in the delivery of programs and services is our Health and Mental Wellness Program, which is unique to our Centre. In line with our commitment to developing and promoting resilience, and increased access to and use of physical mental health services, we held our hugely successful annual Health and Mental Wellness Retreat in Kananaskis in April. The focus is on the relationship between the member or veteran with a Mental Health injury, and their spouse supporting and journeying alongside them on the path to wellness. A number of participants spoke to me of their gratitude for the opportunity to attend the weekend and that the Retreat gave them hope for the future. One of the most powerful aspects of the weekend is the informal peer support that emerges. The participants take great 2 comfort in feeling safe to speak honestly amongst peers who understand what they are going through. I was told, “I don’t feel alone anymore”. The friendships that form, and the safety net built, are part of what makes this event one-of-a-kind. I would like to thank the co-Chairs of the Breakfast on the Bridge event - George Brookman and Brett Wilson, along with the hard-working and tireless team on the organizing committee. Without their support, this Retreat would simply not be possible. This community includes family, extended family, friends, and significant people in a member’s life. We responded to the high operational tempo this past year by providing services in support of our military family. Here are some highlights:

All of our programs and services are designed to build an engaged and resilient military community in Calgary, Red Deer and Lethbridge.

Our four organizational priorities have and will continue to guide our efforts in planning our programs and supporting the military family community into the future. We are deliberate in our efforts to stay on course and focused on our priority areas:

Demonstrate leadership in the community and practice strong governance. 4 Programs and Services At the Calgary MFRC, we know military families move frequently and that starting over in a new community is tough and stressful. We offer services and activities to help make that transition easier while enhancing their quality of life and promoting and supporting personal, family, and community development. Our programs and services fall into areas such as quality of life, deployment services, counselling, health and mental wellness, child and youth programs, adult recreational and educational programming, and veterans family programming.

Quality of Life The Calgary MFRC works to enhance the quality of life for new community members by promoting and supporting individual, family, and community integration. Families are connected with necessary services, resources, professionals and other military families, helping make the transition to Calgary a pleasant one. Services include welcome and relocation assistance, second language courses, community referrals, career assistance, discounted attraction tickets, day trips, monthly social events, a Stampede Breakfast, an annual Christmas party and community outreach. The MFRC also assists military family members who are looking for employment. The staff aid individuals with resume tips, post-secondary education resources and scholarships/bursuries.

Deployment Services Throughout this reporting period, the program continued to focus on supporting families throughout family separation and reunion via educational programs, social events, and one-on-one support. A military lifestyle is often a juggling act and a family can be separated for extended periods of time. The MFRC is here to help and support whoever is trying to do all that juggling, especially when your loved one has been deployed or is away for extended periods of time due to training. Our services included information about what to expect during deployment and support, Keep In Touch (KIT) phone calls, care package creation, social events, and free respite childcare. This year we completed 17 KIT calls and sent out 55 care packages as part of our deployment services. “I really appreciate the service that the Calgary MFRC has given to me while my daughter was away! Counselling Prevention, counselling, and support services are offered through the MFRC. We often act as the first point of contact for our military families or individuals who are seeking support. After their needs are assessed by our Family Liaison Officer (FLO), who is a certified social worker, they are referred to the appropriate resources. We help to strengthen the existing capacity of individuals and families through these primary preventative services. Services include short-term intervention and crisis support, assessment and referral to community agencies, workshops, counselling, bereavement support, self-help and peer support groups, assistance in accessing financial resources, and health and well-being workshops. Our Family Liaison Officer keeps all requests and contacts private and confidential while providing the necessary support and service referrals. This year over 80 families received counselling or support from our FLO. Health and Mental Wellness Health and Mental Wellness programming has been a priority for the Calgary MFRC this past year. It is our commitment to you that we will continue to pursue our goal of high quality, family-centered programs and services for our military members, families, and veterans. Within this area we have a growing information and referral service that goes beyond just handing out contact information. Our team also provides support on behalf of the family to get them access to services and helping them navigate various road blocks. The Calgary MFRC also presented a tailored Moving Forward Retreat for over 80 participants. The weekend event focused on recovery resources for Occupational Stress Injuries, such as Post-Traumatic Stress Disorder (PTSD) in the military community. It allowed those affected by mental health injuries to gather together to share experiences, learn, and find support to move forward. This conference was filled with information, speakers, and first- hand examples of how to cope with PTSD or help support a family member who is dealing with it. We also expanded the program this year by offering additional mental health and wellness follow-up workshops on mindfulness, stress, sleep, and other topics throughout the year. These workshops were all offered free of charge to our military members, veterans and their families. Child and Youth Our child and youth program provides both structured and non-structured programs, social opportunities and leisure activities for children of military members. We aim to create quality activities that work to foster emotional, social, cognitive and physical well-being of children. These programs allow children and youth to connect with others who are living with the same military lifestyle, challenges, and stressors. These similarities help create a solid peer network that can provide support and give a sense of stability, belonging and understanding. This program provides a number of activities, including: day and overnight camps, social and educational trips, tutor assistance and educational support We also offer a variety of child care services to military families. The range of child care provided allows parents and guardians to have some time to themselves if necessary, but also provides peace of mind should an emergency take place. This year, we found that gaps in community services compelled our staff to enhance services for children that support social participation, social thinking, foster mental and emotional well-being, and provide opportunities for social integration. “The kids programs are FANTASTIC! Everyone knows exactly how I’m feeling.“ - MFRC Youth Member Veteran Family Program This is the newest program at the Calgary MFRC. After its first year, we were successfully able to reach out and provide programs and services to family members of releasing members and released Veterans. This is a large area of growth in our community and will be an ongoing priority for us. Within this program we work alongside of members and families as they navigate new systems (medical, Veterans Affairs, education) and transition out of the military lifestyle. We had very positive responses to services that assisted with developing a financial plan for transition, provided mental health first aid training and helped with employment insight for veterans across southern Alberta. Our many special events also continue to provide opportunities for families and friends to gather and thrive in a dynamic and supportive community.

It was very positive to speak to others and know that feelings were mutual.” - Military family member Our Funding The MFRC is funded through two major areas, each separate but equally important. These funding sources include: Military Family Services (MFS) and Fund Development. Military Family Services Approximately 49% of the annual operating budget for the 2018/2019 fiscal year came from Military Family Services to provide the Military Family Services Program (MFSP) to Canadian Armed Forces (CAF) families This funding provides mandated services as set out in the annual funding application submitted to MFS for the provision of the MFSP. These funds ensure that all military families may access similar programs of consistent quality from any MFRC across Canada. Mandated services include: • Personal Development and Community Integration • Child and Youth Development and Parenting Support • Mental Health and Wellness • Family Separation and Reunion

Fund Development We are continually inspired by the dedication and generosity of the people and organizations in our community who support our military families. Approximately 30% of the annual budget for the 2018/19 fiscal year came from individuals, corporations, service clubs, cadet groups and third-party events. Gifts inkind provided many opportunities for families to attend events like concerts, hockey and football games, and other great entertainment venues throughout Southern Alberta. Community and family groups stepped up to help raise much needed funds and awareness through third party events. Some of our highlighted events included: Breakfast on the Bridge (more information on page 18), Royal Canadian Legion #10 (Strathmore)’s annual Shoot for the Troops dart tournament, Hearts of Courage, and the Blue Knights Honour Ride. We also saw tremendous support for our Red Deer satellite office with the Operation Tea Cup event. Every event has immeasurable value in the support raised and the public awareness garnered.

Our organization wouldn’t be half as successful without them. They are a critical part of our success here. Thank you to all the MFRC staff and volunteers who continue to stay on the cutting edge of program development and service delivery. Their expertise and professionalism is evident in the new initiatives implemented over the past year. This past year, 527 volunteers gave nearly 3,000 hours of their time. They spent many hours talking about their military family experience, lending a helping hand in our office and staffing Yellow Ribbon booths across southern Alberta. Without our volunteer base we wouldn’t be able to serve our families in the capacity we do. Thank you to all the volunteers who go above and beyond to support the MFRC and our families. We can never say thank you enough.

16 Breakfast on the Bridge Breakfast on the Bridge is an annual fundraising event put on in late June with the help of co-chairs George Brookman and W. Brett Wilson. All proceeds from this event go to the Calgary MFRC. These funds directly support members of the armed forces and their families in and near Calgary, especially those experiencing PTSD. We were met with a few challenges in June 2018—a need for a temporary venue due to construction surrounding the and torrential rain the morning of the event. In spite of these challenges, the outcome was fantastic. With a spectacular (indoor) venue, the Safari Lodge at The , and the help of sponsors, volunteers, cadets, attendees, and a few pandas, 2018 proved to be one of our most successful Breakfasts to date. Despite the early hour, donors, supporters, soldiers, veterans, and military families packed into the Safari Lodge for a breakfast to remember. As the sun was rising over the city, the guests and guests of honour were treated to a delicious meal, speeches, live music, and unequaled military pageantry. At 5:00 a.m., the crowd was welcomed to the occasion by George Brookman. Then the King’s Own Calgary Regiment Band played our national anthem while the flag was raised. Following O Canada was a First Nations Blessing, the Loyal Toast and the Toast to the Fallen. This event raised nearly 16% of our annual budget and allowed us to provide our mental health and wellness retreat, ongoing workshops and other PTSD support and counselling to our military community free of charge.
