Ma. Josefina G. Belmonte Vice Mayor Presiding Officer Mga kagalang-galang na mga panauhin, mga kasama ko sa konseho, isang magandang hapon sa ating lahat. Sisimulan ko ang aking ulat sa pamamagitan ng isang larawan. Sa ating LED screen mapagmamasdan ninyo ang Gawad na ibinigay ng Department of Interior and Local Government at ng Philippine Councilors League sa ating Sanggunian Panlungsod, bilang National Winner ng 2015 Local Legislative Award sa kategoryang Highly Urbanized Cities at Independent Component Cities. There are 40 such cities in our country, and for the first time since this award was institutionalized, we the 19th City Council, have won it for our City. Three years ago in 2012, the 18th City Council was among the 13 finalists for this award, having won it in the National Capital Region. Sa aking pangalawang pamilya, ang konseho ng Lungsod Quezon, malugod na pagbati sa ating napagtagumpayan. But to paraphrase a presidential candidate, hindi naman tungkol sa atin ang award na ito. Tungkol ito sa kanila, ang ating mga pinaglilingkuran. Walang drama, walang hugot. Trabaho lang. Nagkataon lamang, na sa pagsasagawa natin ng ating mandato, kinilala ang ating pinagsikapan. Bonus lang ito. The real reward is the opportunity given to us to change and improve the lives of our people. Trabaho lang ang nag-udyok sa ating magsunog ng kilay, minsa’y hanggang hatinggabi, upang matapos ang ating mga tungkulin. Walang nang-epal sa ating konseho. Walang drama queen. Ngunit minsan merong drama king - si konsehal Roger Juan. Pero ‘di naman matatawaran ang silakbo ng kanyang damdamin para sa sektor na kanyang kinakatawan, ang senior citizens. At dahil dito naisulong nila ni Konsehala Raquel Malañgen ang isang batas na magsisigurong isang porsiento ng ating total annual budget mula 2017 ay mapupunta sa mga programa at proyekto para sa ating mga senior citizens. This appropriation represents an almost 300% increase in the amount allocated for 2016, and will ensure that all the other measures for seniors passed by our colleagues such as free pneumococcal vaccines (by Councilor Jessica Castelo Daza) and the establishment of a home for indigent, abandoned and abused senior citizens (by Councilor Toto Medalla) shall finally be implemented. EFFICIENCY In the line of duty, we have approved 258 ordinances and 967 resolutions in the last three years. We have conducted 89 regular sessions and 3 special sessions. Every council session has an average of 90.64% attendance. 3 Batay sa assessment ng 2015 Local Legislative Award, nagpasa tayo ng 172 na ordinansa at resolusyon na naaayon sa mga pambansang adhikain. These five government guideposts include: poverty reduction and social inclusion; environmental sustainability, climate change and disaster risk management; accountable, responsive and participatory governance; a fair and stable order based on international rule of law; and peace and security. EXECUTIVE-LEGISLATIVE AGENDA Mahalaga sa isang administrasyon ang pagkakaisa at malapit na pakikipag-ugnayan ng dalawang sangay ng lokal na pamahalaan. At bunga ng maayos na samahan na ito ang pagbuo natin sa simula ng ating pamunuan ng isang Executive-Legislative Agenda na naging batayan ng ating mga pangunahing polisiya. The Mayor’s thrust this term centered on economic development and revenue generation, disaster risk reduction, preparations for the ASEAN Integration, and the continuation of his advocacy on shelter. Bilang suporta sa mga prayoridad ng ating mahal na Punong Lungsod, 63 ordinansa at 46 na resolusyon ang aming ipinasa. This represents 38% of all the legislation enacted by the City Council. In order to achieve economic development as envisioned by the Mayor, we passed a Public-Private Partnership Code through the leadership of our Majority Floor Leader, Councilor Bong Suntay. Sa ilalim ng PPP, kaakibat natin ang pribadong sektor sa pamumuhunan ng ilang piling proyekto upang tumaas ang antas ng serbisyo natin sa ating mga pinaglilingkuran. The PPP Code also sets the framework that will facilitate consistency, integrity, reliability, sustainability, accountability, transparency, and enforceability for major and big-ticket projects. We also authored the Economic Development Incentives Code through the initiative of Councilors Suntay and Allan Reyes, then the Committee Chair on Trade, Commerce and Industry. This ordinance aims to encourage more foreign and local investors to the City. Isinasaayos nito ang proseso ng pamumuhunan at pagbibigay ng insentibo upang higit pang makahikayat ng malalaking mga negosyo sa ating lungsod. Ang nabuong Local Economic Investment Promotions Office ang siyang mangangasiwa ng magandang relasyon natin sa mga mamumuhunan sa atin. Since the Comprehensive Land Use Plan and the Comprehensive Zoning Ordinance are the most important measures in laying the framework for the development of our City, Councilor RJ Belmonte as head of the Committee on City Planning, Building and Zoning ends his three terms by spearheading the updating of these measures to reflect current trends, incorporating into them provisions for climate change adaptation and disaster risk reduction, as well as tourism, through the introduction of Special Urban Development Zones (SUDZ). Veteran legislator Jun Ferrer, Chairman of the Committee on Ways and Means introduced three amendments to the Revenue Code that were instrumental in increasing the income of our City. This 2016, our City’s budget reached a whopping 4 16.1 billion pesos, representing an increase of 5.8 billion pesos or equivalent to 57% increase (as compared to the 2011 budget), since the 19th City Council took office. Samantalang ang mas beteranong konsehal naman na si Tito Godie Liban II, Chairman ng Committee on Appropriations ay palaging tinitiyak na naipapasa ang taunang budget ng lungsod sa tamang oras. Tumugon din ang ating konseho sa panawagan ng ating Punong Lungsod na paghandaan ang ASEAN Economic Community (AEC) na bahagi ng kabuuang ASEAN Economic Integration. Nagpasa tayo ng limang resolusyon upang matugunan ang layuning ito. Kabilang sa mga measures na ito ang paghikayat sa ating Punong Lungsod na bumuo ng isang Technical Working Group na magsisimula ng mga usaping Sister-City relations sa mga nangungunang mga lungsod sa Southeast Asian region upang maging daan sa ugnayan sa negosyo, trabaho, turismo at edukasyon, na higit pang magpapaunlad sa ating syudad. In relation to the predicted increase in the number of Overseas Filipino Workers as the planned ASEAN Economic Community progresses, Councilor Mayen Juico pushed for the creation of the Quezon City Migrants Resource Center to cater to the needs of OFWs and their families. This office will ensure that our residents planning to work abroad will receive assistance in terms of recruitment, employment, and pre and post departure needs. Support services for families left behind shall also be provided. In anticipation of the need to protect our micro and small entrepreneurs from the onslaught of better capitalized foreign companies that can threaten their businesses, we have also pushed for the conversion of Task Force Sikap Buhay into the Small Business Development and Promotions Office. Kabalikat nito, isinabatas din natin ang Magna Carta for Micro and Small Business Enterprises na bumubuo ng 80% ng mga negosyo sa ating lungsod. Ayon sa batas na ito, bibigyan ng ayuda ang mga maliliit na negosyo sa mga usaping product development, capacity building, technology enhancement, tax incentives, market expansion, at iba pa, kung magpa-rehistro sila sa BPLO natin. Maraming salamat kina Konsehal Bayani Hipol, Committee Chair on Human Rights, at Konsehal Bobby Castelo, Committee Chair on Micro, Small and Medium Business and Entrepreneurship Development, sa pagsulong nito. To continue the Mayor’s shelter program, which was first launched in our last term, we have enacted twelve measures to authorize several Bistekville Socialized Housing Projects to benefit one thousand eight hundred seventy-seven (1,877) families. We have also approved twenty-nine (29) subdivision plans as part of our Community Mortage Program. These were made through the efforts of Councilor Precious Hipolito Castelo, Chair of the Committee on Subdivisions and Councilor Marivic Co-Pilar, Chair of the Committee on Urban Poor and Human Settlement. Disaster Risk Reduction and Management has always been an issue close to the heart of our Mayor and our City has invested extensively in ensuring we will be among the most prepared cities in the country should disaster strike. Not only did the City Council institutionalize a DRRM office to guarantee concerted efforts from the City down to 5 the barangays, but we also passed a measure to make sure that should less fortunate LGUs be victims of disaster, mas tiyak at mabilis ang tulong na maibibigay natin sa kanila.     CHAPTER 1: The Envisioned City of Quezon 1.1 THE ENVISIONED CITY OF QUEZON Quezon City was conceived in a vision of a man incomparable - the late President Manuel Luis Quezon – who dreamt of a central place that will house the country’s highest governing body and will provide low-cost and decent housing for the less privileged sector of the society. He envisioned the growth and development of a city where the common man can live with dignity “I dream of a capital city that, politically shall be the seat of the national government; aesthetically the showplace of the nation--- a place that thousands of people will come and visit as the epitome of culture and spirit of the country; socially a dignified concentration of human life, aspirations and endeavors and achievements; and economically as a productive, self-contained community.” --- President Manuel L. Quezon Equally inspired by this noble quest for a new metropolis, the National Assembly moved for the creation of this new city. The first bill was filed by Assemblyman Ramon P. Mitra with the new city proposed to be named as “Balintawak City”. The proposed name was later amended on the motion of Assemblymen Narciso Ramos and Eugenio Perez, both of Pangasinan to “Quezon City”. 1.2 THE CREATION OF QUEZON CITY On September 28, 1939 the National Assembly approved Bill No. 1206 as Commonwealth Act No. 502, otherwise known as the Charter of Quezon City. Signed by President Quezon on October 12, 1939, the law defined the boundaries of the city and gave it an area of 7,000 hectares carved out of the towns of Caloocan, San Juan, Marikina, Pasig, and Mandaluyong, all in Rizal Province.
