Mga kagalang-galang na mga panauhin, mga kasama ko sa konseho, isang magandang hapon sa ating lahat. Sisimulan ko ang aking ulat sa pamamagitan ng isang larawan. Sa ating LED screen mapagmamasdan ninyo ang Gawad na ibinigay ng Department of Interior and Local Government at ng Philippine Councilors League sa ating Sanggunian Panlungsod, bilang National Winner ng 2015 Local Legislative Award sa kategoryang Highly Urbanized Cities at Independent Component Cities. There are 40 such cities in our country, and for the first time since this award was institutionalized, we the 19th City Council, have won it for our City. Three years ago in 2012, the 18th City Council was among the 13 finalists for this award, having won it in the National Capital Region. Sa aking pangalawang pamilya, ang konseho ng Lungsod Quezon, malugod na pagbati sa ating napagtagumpayan.

But to paraphrase a presidential candidate, hindi naman tungkol sa atin ang award na ito. Tungkol ito sa kanila, ang ating mga pinaglilingkuran. Walang drama, walang hugot. Trabaho lang. Nagkataon lamang, na sa pagsasagawa natin ng ating mandato, kinilala ang ating pinagsikapan. Bonus lang ito. The real reward is the opportunity given to us to change and improve the lives of our people.

Trabaho lang ang nag-udyok sa ating magsunog ng kilay, minsa’y hanggang hatinggabi, upang matapos ang ating mga tungkulin. Walang nang-epal sa ating konseho. Walang drama queen. Ngunit minsan merong drama king - si konsehal Roger Juan. Pero ‘di naman matatawaran ang silakbo ng kanyang damdamin para sa sektor na kanyang kinakatawan, ang senior citizens. At dahil dito naisulong nila ni Konsehala Raquel Malañgen ang isang batas na magsisigurong isang porsiento ng ating total annual budget mula 2017 ay mapupunta sa mga programa at proyekto para sa ating mga senior citizens. This appropriation represents an almost 300% increase in the amount allocated for 2016, and will ensure that all the other measures for seniors passed by our colleagues such as free pneumococcal vaccines (by Councilor Jessica Castelo Daza) and the establishment of a home for indigent, abandoned and abused senior citizens (by Councilor Toto Medalla) shall finally be implemented.

EFFICIENCY

In the line of duty, we have approved 258 ordinances and 967 resolutions in the last three years. We have conducted 89 regular sessions and 3 special sessions. Masaya akong ipamalita sa inyo, na kahit minsan, di kami nagkaproblema sa quorum. Every council session has an average of 90.64% attendance.

3 Batay sa assessment ng 2015 Local Legislative Award, nagpasa tayo ng 172 na ordinansa at resolusyon na naaayon sa mga pambansang adhikain. These five government guideposts include: poverty reduction and social inclusion; environmental sustainability, climate change and disaster risk management; accountable, responsive and participatory governance; a fair and stable order based on international rule of law; and peace and security.

EXECUTIVE-LEGISLATIVE AGENDA

Mahalaga sa isang administrasyon ang pagkakaisa at malapit na pakikipag-ugnayan ng dalawang sangay ng lokal na pamahalaan. At bunga ng maayos na samahan na ito ang pagbuo natin sa simula ng ating pamunuan ng isang Executive-Legislative Agenda na naging batayan ng ating mga pangunahing polisiya. The Mayor’s thrust this term centered on economic development and revenue generation, disaster risk reduction, preparations for the ASEAN Integration, and the continuation of his advocacy on shelter. Bilang suporta sa mga prayoridad ng ating mahal na Punong Lungsod, 63 ordinansa at 46 na resolusyon ang aming ipinasa. This represents 38% of all the legislation enacted by the City Council.

In order to achieve economic development as envisioned by the Mayor, we passed a Public-Private Partnership Code through the leadership of our Majority Floor Leader, Councilor Bong Suntay. Sa ilalim ng PPP, kaakibat natin ang pribadong sektor sa pamumuhunan ng ilang piling proyekto upang tumaas ang antas ng serbisyo natin sa ating mga pinaglilingkuran. The PPP Code also sets the framework that will facilitate consistency, integrity, reliability, sustainability, accountability, transparency, and enforceability for major and big-ticket projects.

We also authored the Economic Development Incentives Code through the initiative of Councilors Suntay and Allan Reyes, then the Committee Chair on Trade, Commerce and Industry. This ordinance aims to encourage more foreign and local investors to the City. Isinasaayos nito ang proseso ng pamumuhunan at pagbibigay ng insentibo upang higit pang makahikayat ng malalaking mga negosyo sa ating lungsod. Ang nabuong Local Economic Investment Promotions Office ang siyang mangangasiwa ng magandang relasyon natin sa mga mamumuhunan sa atin.

Since the Comprehensive Land Use Plan and the Comprehensive Zoning Ordinance are the most important measures in laying the framework for the development of our City, Councilor RJ Belmonte as head of the Committee on City Planning, Building and Zoning ends his three terms by spearheading the updating of these measures to reflect current trends, incorporating into them provisions for climate change adaptation and disaster risk reduction, as well as tourism, through the introduction of Special Urban Development Zones (SUDZ).

Veteran legislator Jun Ferrer, Chairman of the Committee on Ways and Means introduced three amendments to the Revenue Code that were instrumental in increasing the income of our City. This 2016, our City’s budget reached a whopping

4 16.1 billion pesos, representing an increase of 5.8 billion pesos or equivalent to 57% increase (as compared to the 2011 budget), since the 19th City Council took office. Samantalang ang mas beteranong konsehal naman na si Tito Godie Liban II, Chairman ng Committee on Appropriations ay palaging tinitiyak na naipapasa ang taunang budget ng lungsod sa tamang oras.

Tumugon din ang ating konseho sa panawagan ng ating Punong Lungsod na paghandaan ang ASEAN Economic Community (AEC) na bahagi ng kabuuang ASEAN Economic Integration. Nagpasa tayo ng limang resolusyon upang matugunan ang layuning ito. Kabilang sa mga measures na ito ang paghikayat sa ating Punong Lungsod na bumuo ng isang Technical Working Group na magsisimula ng mga usaping Sister-City relations sa mga nangungunang mga lungsod sa Southeast Asian region upang maging daan sa ugnayan sa negosyo, trabaho, turismo at edukasyon, na higit pang magpapaunlad sa ating syudad.

In relation to the predicted increase in the number of Overseas Filipino Workers as the planned ASEAN Economic Community progresses, Councilor Mayen Juico pushed for the creation of the Quezon City Migrants Resource Center to cater to the needs of OFWs and their families. This office will ensure that our residents planning to work abroad will receive assistance in terms of recruitment, employment, and pre and post departure needs. Support services for families left behind shall also be provided.

In anticipation of the need to protect our micro and small entrepreneurs from the onslaught of better capitalized foreign companies that can threaten their businesses, we have also pushed for the conversion of Task Force Sikap Buhay into the Small Business Development and Promotions Office. Kabalikat nito, isinabatas din natin ang Magna Carta for Micro and Small Business Enterprises na bumubuo ng 80% ng mga negosyo sa ating lungsod. Ayon sa batas na ito, bibigyan ng ayuda ang mga maliliit na negosyo sa mga usaping product development, capacity building, technology enhancement, tax incentives, market expansion, at iba pa, kung magpa-rehistro sila sa BPLO natin. Maraming salamat kina Konsehal Bayani Hipol, Committee Chair on Human Rights, at Konsehal Bobby Castelo, Committee Chair on Micro, Small and Medium Business and Entrepreneurship Development, sa pagsulong nito.

To continue the Mayor’s shelter program, which was first launched in our last term, we have enacted twelve measures to authorize several Bistekville Socialized Housing Projects to benefit one thousand eight hundred seventy-seven (1,877) families. We have also approved twenty-nine (29) subdivision plans as part of our Community Mortage Program. These were made through the efforts of Councilor Precious Hipolito Castelo, Chair of the Committee on Subdivisions and Councilor Marivic Co-Pilar, Chair of the Committee on Urban Poor and Human Settlement.

Disaster Risk Reduction and Management has always been an issue close to the heart of our Mayor and our City has invested extensively in ensuring we will be among the most prepared cities in the country should disaster strike. Not only did the City Council institutionalize a DRRM office to guarantee concerted efforts from the City down to

5 the barangays, but we also passed a measure to make sure that should less fortunate LGUs be victims of disaster, mas tiyak at mabilis ang tulong na maibibigay natin sa kanila.

Bukod dito, minandato natin ang pagsasanay sa lahat ng mga paaralan sa DRRM at hinimok ang masusing pagsusuri sa lahat ng mga gusaling pampamahalaan upang siguraduhing ligtas ang mga ito sa ano mang sakuna, lalung-lalo na ang lindol. Saludo ako kina Konsehal Rannie Ludovica, Committee Chair on Climate Change Adaptation and Disaster Risk Reduction at Konsehal Don de Leon, Committee Chair on Public Order and Security and Anti-Illegal Drugs sa pagsulong ng mga lehislaturang ito.

OTHER EXECUTIVE DEPARTMENT INITIATIVES

Agresibo ring nakipagtulungan ang ating mga mambabatas sa mga pinuno ng ehekutibo na nagbunga ng maraming pagbabago sa mga umiiral nang mga ordinansa. We rigorously updated our legislation to be consistent with new national laws and regulations and to be more efficient and responsive to the needs and concerns of our people. Through the initiative of Councilor Donnie Matias, then the Committee Chair on Markets, the Quezon City Market Code as well as the Quezon City Veterinary Code were revised.

Sisiguraduhin ng amended Market Code na malinis at maayos ang ating pamilihan, mabilis ang pagkuha ng permit, wasto ang babayaran ng ating mga manininda, at makatwiran ang pamamahala ng ating mga palengke, tiangge at iba pang lugar ng kalakalan.

The amended Veterinary Code further regulates meat establishments and the meat trade in the City to ensure higher quality and safety standards. This also incorporates a comprehensive policy on pet ownership and animal welfare.

Sa pagtutok ni Konsehal Pinggoy Lagumbay, Committee Chair on Health and Sanitation, meron na rin tayong modernong Sanitation Code. This code simplified the procedure and requirements for securing the health and sanitary permits of business establishments to ensure a more business-friendly environment, and also includes provisions for disposal of cadavers, regulation of funeral parlors and certification for embalmers.

Sa ating STI, HIV and AIDS Prevention and Control Ordinance, nagdagdag tayo ng parusa sa diskriminasyon sa mga persons with HIV. Unang naging advocacy ni Councilor J essica Castelo Daza ang HIV prevention nung na-institutionalize niya ang Klinika Bernardo bilang pasilidad ng mga sexually transmitted diseases. Dahil dito, nanalo tayo ng Galing Pook Award.

6 Ang kampeon ng kababaihan, si Konsehala Mayen Juico, umarangkada din. Her amendments on the Gender and Development Code ensure that our ordinance is consistent with the Magna Carta for Women and the provisions of the UN Women Safe Cities campaign that protects women and girls from violence and harassment

LANDMARK MEASURES

Sa dakong ito, pahintulutan ninyo akong ipagmalaki ang mga ordinansa na sa tingin ko’y matatawag na landmark measures, sapagkat hindi inutos sa amin ang mga ito ng ehekutibo, ngunit nanggaling sa personal naming adbokasiya kasama ang mga mamamayang aming mismong nakapanayam. Bukod dito, matuturing ang mga ito na kakaiba at pinakauna sa ating bansa.

Batay sa impact dito sa Pilipinas at maging sa ibang bansa, ang ‘rockstar’ ng ating mga landmark measures ay ang Gender-Fair Ordinance na isinulong ni Councilor Mayen Juico, Committee Chair on Women, Family Relation and Gender Equality na napasa pagkaraan ng anim na oras ng pagdedebate sa plenaryo. Hanggang sa ngayon, ang Anti-Discrimination Bill ay ‘di pa rin pinapasa ng Kongreso. Ayon sa ordinansang ito, ipinagbabawal ang diskriminasyon sa mga nagmumula sa hanay ng LGBT sa trabaho, edukasyon, serbisyong pangkalusugan at pabahay. Kaakibat din ng batas na ito ang tinatawag na ‘affirmative action’ kung saan minamandatong pro-active tayo sa pagbubukas ng isipan ng ating mga mamamayan patungkol sa mga isyung LGBT.

Landmark measure din ang Tricycle Management Code ni Konsehala Raquel Malañgen, Committee Chair ng Transportation. Nabuo ang ordinansang ito pagkaraan ng mahabang pananaliksik at konsultasyon sa sektor ng TODA. Taon ang inabot bago mapasa ang batas na ito upang masigurong isinaalang-alang at tinugunan lahat ng mga isyu ng sektor. Bilang resulta, tayo ang tinaguriang kauna-unahang lungsod na nagsabatas at nagsaayos ng operasyon at social protection ng mga TODA.

Ganito din ang ating ginawa sa sektor ng BHWs kung saan nagtakda tayo ng panuntunan para sa kanila at nagmandato ng mga probisyon upang pangalagaan ang kanilang kapakanan, nang sa gayon ay mapabuti ang kanilang serbisyo sa ating mga mamamayan. Salamat muli, Konsehal Pinggoy Lagumbay.

Isa ring landmark measure ang ating Seal of Good Housekeeping Ordinance na ipinasa sa tulong nina Konsehal Bong Suntay at Franz Pumaren. Ibinatay natin sa iminungkahing sistema ng yumaong DILG Secretary Jessie Robredo ang batas na ito upang siguraduhing maging tapat, matino at mahusay ang pamamahala sa mga lungsod, munisipyo at lalawigan. But we took the challenge one step further by bringing good governance to our barangays through this measure. This ordinance is a manifestation of our serious commitment towards raising the standards of efficiency, competence and integrity in public service. Today, LGUs from all over the country are asking us to help them implement the Barangay Seal of Good Housekeeping in their jurisdictions.

7 Milestone measure din ang isinakatuparan ni Konsehal Gian Sotto, Committee Chair on the Environment, na siyang nagsulong ng Quezon City Environment Code. Our E-Code has provisions for biodiversity management, solid waste management, air pollution management, water pollution management and nuisance management with corresponding guidelines, clear requirements for permits, and prohibited acts and penalties. Katulad din ng iba nating landmark measures, matinding public consultation ang dinaanan ng measure na ito bago ito napasa. It is noteworthy that much of the content of this measure derives from individual measures pursued by Councilor Dorothy Delarmente, especially the Plastic Bag Reduction Ordinance, which has yielded millions of pesos for our Green Fund.

Isang napagtagumpayan ni Konsehal Toto Medalla, Committee Chair on Games and Amusement, ang paglatag ng istriktong polisiya sa mga pasugalan sa ating lungsod. Nagbalangkas ang ordinansa niya ng regulasyon sa mga e-games, e-bingo, sabungan at tupada. Nilalayon nitong ordinansa na pigilan ang paglaganap ng sugal sa ating lungsod. Ipinagbawal din ang tupada sa ating mga barangay, maliban sa opisyal na piyesta nito, at pinabilis ang proseso ng pagkuha ng permits.

Mamayang hapon, kung walang mangyaring ‘di inaasahan, tatlo pang mahahalagang ordinansa ang ating tatalakayin, at kung walang tututol, ipapasa.

Una sa mga ito ang Local Building Code of Quezon City na isinusulong ni Konsehal Onyx Crisologo, Commiteee Chair on Public Works and Infrastructure. Among others, this measure aims to streamline processes in the application of building permits, clarify the mandates and accountabilities of the Building Official, the City Engineer, the Planning and Development Office, and the Bureau of Fire, in order to ensure efficiency, avoid duplication of tasks and promote responsiveness. Inaasahan na ang ordinansang ito ang magiging kasagutan sa maraming mga isyung nakakarating sa ating tanggapan patungkol sa isyu ng mga building permits.

Inaasahan ding mapapasa mamaya ang Urban Design Code na nilagdaan ni Councilor RJ Belmonte upang magbalangkas ng mga alituntunin at pamantayan sa pagdisenyo ng mga public spaces katulad ng sidewalks, bike lanes, pedestrian spaces, parks, streetscapes and street furniture. Nilalayon ng batas na ito na gawing mas maganda, kaaya-aya at maayos ang ating lungsod. Tamang-tama ang pagpasa ni Konsehal Roderick Paulate, Committee Chair on Civil Service, Appointments and Reorganization ang isang ordinansang lumilikha ng hiwalay na Department of the City Architect upang tutukan ang design elements na kinakailangan ng bagong batas.

Sana’y mapasa rin mamaya ang Informal Economy Code na isinusulong ni Konsehala Star Valmocina, Committee Chair on Social Services. Nilalayon ng ordinansang ito magbigay ng mas komprehensibong programang pangkaunlaran at social protection para sa mga manggagawa sa informal economy katulad ng mga self-employed na masahista, tubero, electrician, manininda, construction worker, at iba pa. Kasama dito ang mga programa sa kasanayan, edukasyon, kalusugan at pati micro-insurance. Kung mapasa, ito ang magiging kauna-unahang Informal Economy Ordinance sa buong bansa. A similar one is still pending in Congress.

8 Dahil ang kapayapaan at kaayusan ay isa sa pinakamasahol na isyu sa kasalukuyan, mahalaga din ang pagsulong ni Liga President Konsehal Ricky Corpuz ng QC Drug Free Workplace Ordinance na nagmamandato sa lahat ng opisyal at empleyado ng pamahalaan mula barangay volunteers hanggang Office of the Mayor, na magpasailalim sa random drug test taun-taon upang matugunan ang isyu ng paggamit ng bawal na gamot sa pinagkakatiwalaang mga kawani ng gobyerno.

PEOPLE’S PARTICIPATION

Ipinangako ko rin na ang ating konseho ay mahigpit na makikipag-ugnayan sa ating civil society. Sa pangunguna ni Konsehal Anjo Yllana tayo ay kumilala ng 1,059 non-government and people’s organizations. Mula sa kanilang hanay nagmula ang mga sectoral representative ng ating City Development Council. Sila ang ating kabahagi sa pagbalangkas ng mga programa at polisiya upang higit pang matugunan ang pangunahing pangangailangan ng ating mga residente.

Bahagi rin ng paghihikayat natin sa mamamayan na makilahok sa gawain ng konseho ang ating programang e-legislation. Sa pamamagitan ng ating website at e-library, mas mabilis na nakikita ng publiko ang ating agenda at ang ating mga batas.

Isinasalin natin ang mga piling pinagtibay na ordinansa sa wikang Filipino, upang mas lubos na maintindihan ng ating mga residente ang mga batas na nakakaapekto sa kanilang mga buhay. Ang mga primer na ipinamahagi sa inyo ngayon ay ilan sa ating nasimulan.

TOURISM

Sapagkat sa akin binilin ng ating mahal na alkalde ang turismo, tinutukan ko ito sa nakaraang tatlong taon. Sa tulong ni Konsehala Lala Sotto, Committee Chair on Tourism, we have institutionalized the tourism brand “Great”, “Green” and “Growing”, which conveys the core values that define the city. As per our city’s Tourism Development Plan we have proposed the declaration of nine tourism districts. Naaprubahan na ang Maginhawa Art and Food Hub at ang Quezon City Chinatown bilang mga distrito ng turismo sa ating lungsod. Sa tulong ng ilang departamento ng ating pamahalaan, ng mga punong barangay at mga stakeholders, sisimulan na ngayong taon ang rehabilitasyon at pagsasaayos ng Maginhawa at Chinatown.

We have also declared the Quezon Heritage House and the Sanctuario De San Pedro Bautista, as local heritage sites to ensure they are given due recognition and importance as integral parts of our culture, history and heritage, and we can continue to invest in their rehabilitation. To date, the Quezon Heritage House has registered 37,255 visitors, and the San Pedro Bautista Church has just received a grant from the national government for its renovation. 9 At this juncture, I wish to acknowledge the tremendous contribution of Councilor Aly Medalla, Committee Chair on Education, Science and Technology for her dedication to uplift the quality of education in our City and to see the K+12 program to fruition, way beyond the call of duty. She has sponsored 41 legislations for our schoolchildren and is an active partner of the Executive Department in crafting the Comprehensive Senior High School Road map for Quezon City.

Konsehala Medalla not only passed an ordinance mandating the creation of a Human Milk Bank at the Quezon City General Hospital, but she also ensured its full and sustainable implementation. Pang mayor na talaga itong si Aly.

Though I did not mention them in my speech in detail, I wish to acknowledge my dearest colleagues, Councilors Bong Liban, Marvin Rillo, Allan Francisco, Joe Visaya and Karl Castelo. If I discussed all your significant contributions, baka di na tayo matapos. But thank you for enriching our discussions, initiating debate for the purpose of improving measures, for your insights and suggestions.

BACKGROUND

The 19th Quezon City Council is composed of the Vice Mayor as the Presiding Officer, and 36 regular Sanggunian members and one Ex-officio member representing the Liga ng mga Barangay following Republic Act No. 10170 reapportioning the second legislative district of the City and Republic Act No. 10632 postponing the Sangguniang Kabataan elections.

The council is a good blend of lawyers, doctors, businessmen, artists and media personalities, a teacher, a realtor, a certified public accountant, and a star athlete and coach.

At present, there are eleven (11) neophyte Councilors including the Ex-officio member, seven returning Councilors and 19 Councilors who are on their second or last term in office.

Of the said Council Members, three Councilors are officials of the Philippine Councilors League-National and one Councilor for the National Movement of Young Legislators.

The council works closely with 50 sectoral representatives elected from among the 1,012 accredited non-government organizations members and people’s organizations from 19 sectors, which comprise 20% of the membership of the City Development Council.

The 19th Quezon City Council continues to give premium to good governance as it advances legislation with utmost transparency, accountability, stakeholder's participation, responsiveness, rule of law, effectiveness, and efficiency for the welfare of the people.

HIGHLIGHTS OF ASSESSMENT FINDINGS

Effectiveness of the Legislative Agenda

Quezon City is the only HUC in the region that has a functional Legislative and Executive Development Advisory Council (LEDAC) through its Executive-Legislative Agenda (ELA) Team created by virtue of Executive Order No. 9 series of 2013.

It was created primarily to review plans and documents required in the development of the city’s ELA and to assist in various consultations with affected stakeholders, among others.

An ELA performance management team has also been organized to monitor and evaluate the implementation of policies and programs as identified in the ELA, and to recommend service delivery alternatives or interventions to ensure timeliness and responsiveness of policies, programs and processes. The ELA team of the city was reconstituted through Executive Order No. 9A series of 2015 to cluster governance areas and functions accordingly.

47 The ELA of the city for the year 2013-2016 was formulated through a series of workshops and consultations between and among the members of the executive and legislative departments, barangays, civil society organizations, private sector, academe, and other stakeholders.

It was adopted by the Council through Resolution No. 5896 series of 2014. The same is anchored on the national and regional government’s development thrusts, and the city’s Comprehensive Development Plan for 2010-2016 and Comprehensive Land Use Plan for 2011-2030.

It highlights the complementary executive and legislative actions necessary to address challenges and issues in various governance areas of the city.

The legislative actions were also based on the legislative agenda of each of the councilors which was reported during the Inaugural Session of the Council.

Availability of Legislative Documents

The 19th Quezon City Council’s system and process has progressed rapidly through the implementation of the e-governance program. It has two components, the government to citizens (G2C) and citizens to government (C2G) feedback mechanism, and the government to government (G2G) mechanism. Under the G2C and C2G, the Council advances the following system and mechanism to ensure availability of legislative documents at all times:

Legislative tracking system. The Council utilizes the Lotus Notes Software. The software facilitates research and tracking of the status of legislative measures. It allows storage and access to all proposed and approved legislative measures. It also enables electronic indexing of legislative measures by subject, sponsor, docket number, and date of approval aside from the traditional way of indexing. Council agenda, session minutes and journal, committee reports, and other pertinent documents are also stored in the lotus notes.

E-library. The e-library has work stations located at the Office of the City Council Secretary, Vice Mayor and the Local Area Network Unit of the legislative department. Offices of the city councilors can also serve as a hub for legislative research of constituents. Legislative documents can likewise be printed immediately at the work station to aid researchers. Per record, a total of 5,751 researchers from various organizations have availed of the service of the e-library for the period July 1, 2013 to June 30, 2015.

City Council Centralized Receiving and Information Unit (CCRIU). With the increasing transactions in the legislative department, the e-governance program has institutionalized the CCRIU to systematize the reception of guests and communications for each of the Councilors’ offices in order to promote efficiency, ensure security and improve documentation. Located at the ground floor of the Legislative Building, the system is electronically linked to the city councilors’ offices to enable receipt of real-time information and requests for faster response.

Quezon City Council Website. Wider public access to legislative measures and docu- ments and live streaming of sessions have been made possible through the council’s website (www.quezonitycouncil.ph). The public can also provide feedback to the Council about various measures and issues and concerns of importance through its official email qcovmlegis@yahoo. com aside from the feedback or forum platform available in its website. From July 1, 2013 to June 30, 2015, a total of 93,039 users visited the website and a total of 307,782 page views. 48 E-admin. The e-admin under the OVM is the receiving unit of all financial and personnel documents of the City Council. It was originally created to monitor the documents for signature of the vice mayor, but it has evolved into a system that can generate data on work and financial plan, budget augmentation, advise of allotment, purchase request, obligation request, disbursement voucher, and other documents.

Inspite of the progressive e-governance program of the city council, the Office of the City Council Secretary ensures the preservation of original and duplicate copies of all legislative documents such as ordinances, resolutions, minutes and journals of Sanggunian proceedings duly signed by the council, and committee reports signed by the majority of its members.

To accommodate more documents, additional file compactor cabinets located in the archives room in the Office of the City Council Secretary are currently used.

Both web-based or electronic and hard copy archiving enables faster access or retrieval of documents. Aside from the council’s official website as a mechanism of communicating local legislations to the public, the Council also publishes approved city ordinances and resolutions through newspapers of national and regional circulation. These publications include the Manila Times and the Philippine Star.

Thru the Barangay Operations Center (BOC), barangays are also furnished with copies of approved ordinances for the widest dissemination possible. Further, City Ordinance No. SP-1122, S-2002 mandated the posting of proposed and approved tax ordinances and those with penalty clauses in all barangay bulletin boards. Various information education and communications campaign materials and mechanisms are also utilized such as posters, brochures, ugnayan sa barangay, house-to-house campaign, among others.

For notices of special sessions, all members are informed at least a day before the session. An Electronic copy of the same, including agenda, minutes and other required documents for any session are made available for city councilors.

Efficiency of Performance of the Sanggunian

The 19th Quezon City Council advances legislation that are aligned with national and regional thrusts or the five government guidepost. For the assessment period it has enacted 79 ordinances and 93 resolutions that are aligned with the national framework.

49 The attendance of councilors at regular sessions is recorded at 94%. All regular sessions conducted within the assessment period have the required quorum.

The operation of the council is strongly guided by its Internal Rules of Procedure adopted through SP- 5790, S-2013.

Quality of Office Set-up and Staff Complement

The Legislative Building houses the Office of the Vice Mayor, the offices of the 37 Sanggunian Members, and the Office of the City Council Secretary (OCS).

It has internet connections for 205 workstations, 204 devices for Wifi access and 65 workstations for the Lotus Network. The centralized server has 12-terabyte storage capacity.

The Carlos Albert Hall or the Session Hall of the City Council is located in the 3rd floor of the Legislative Building. It has an area of 540 square meters with maximum capacity of 500 persons. It is fully air-conditioned and well-equipped with fixtures, facilities and equipment.

Aside from the session hall, the Legislative Building is equipped with the following function rooms that are often utilized for committee meetings or hearings, LEDAC meetings, public consultations, and for other public use.

Sessions can be viewed via live streaming in the council’s official website. Flat screen televisions are also stationed in the Legislative Building entrance, Office of the City Council Secretary and QC Press Corp for public viewing of sessions. The office of the city council secretary also keeps an audio recording for all regular and special sessions.

The legislative department has 381 regular and around 1,500 contractual employees. Each Councilor’s Office has five co-terminus employees and 36 contractual personnel. The offices of Councilors are located in the 2nd and 3rd floor of the Legislative Building.

The Office of the City Council Secretary is located in the ground floor of the said build- ing. It has 90 regular personnel and 30 contractual staff assigned in the three divisions, namely administrative, legislative services, and journal and minutes. Said office has also 11 sections.
