I am very happy to participate in this 52nd meeting of the National Development Council today to consider and approve 'An Approach to the 11th Five Year Plan' which aims at faster and more inclusive growth for the nation. I am glad that this important occasion gives me an opportunity to offer my comments on some of the economic development issues of the country which relates to the North East Region especially Mizoram. 2. It is a great pleasure for me to note that on the eve of the 11th Five Year Plan, the country's economy is in a much stronger position than it was ever before. We endorse a target of 9% average growth of GDP, 4% agricultural growth, target of creating 70 million new work opportunities, reduction of educated unemployment to below 5%, raising of real wage rate of unskilled workers by 20%, reduction of the headcount ratio of consumption poverty by 10% points and other Monitorables Socio-Economic Targets of the 11th Plan. We also endorse the objectives and strategies adopted to achieve the desired goals set for the 11th Plan. While broadly agreeing with the objectives and strategies which have been envisaged in the approach to the 11th Five Year Plan, by and large, there are a few exceptions that have to be made by taking the ground realities into account as experienced in the N.E.R.

Although the DPR mentions June 2025 as the deadline for commissioning of the metro link, Khattar asked for expediting it to 2024. He was discussing the DPR with several state government agencies in Chandigarh on Monday at a GMDA meeting, its fourth since inception in 2017. According to the official release shared by the government on Monday, the total cost of the project is expected to be around Rs 5,126 crore. The metro link will start at Huda City Centre, pass via Subhash Chowk, Sector 10, Sector 23, and Udyog Vihar to then connect with Cybercity. “A spur was proposed from Basai to Dwarka Expressway, and an extension from Sector 23 to Cybercity via Udyog Vihar, by the CM earlier this year. We’re waiting for its approval from the central government,” said a senior GMDA official. In May 2011, the most durable political regime in the annals of India’s democracy came to an end. The Left Front, dominated by the Communist Party of India (Marxist), was defeated after 34 continuous years in power in West Bengal, during which period it won seven consecutive elections in the eastern state, India’s fourth-most populous with over 91 million citizens as of the national census of March 2011. As I wrote at that time, this was no less than the end of an era in Indian politics. The longevity of the CPI(M)-led Left Front regime is unparalleled in India’s political history, and had become a seemingly permanent fact of life for West Bengal’s people. Like other Kolkata natives of my generation, I have no memory of any state government prior to June 1977, when the CPI(M) and its allies came to power. Most of India’s 13 prime ministers have come from the country’s Hindi-speaking northern regions and all but two have been upper-caste Hindus. The 543-seat Lok Sabha (People’s House) is the locus of national power, with directly elected representatives from each of the country’s 28 states and 7 union territories. A smaller upper house, the Rajya Sabha (Council of States), may review, but not veto, most legislation, and has no power over the prime minister or the cabinet. National and state legislators are elected to five-year terms. The most recent parliamentary elections were held in 2009 when the incumbent Indian National Congress Party (hereinafter “Congress”) led its United Progressive Alliance (UPA) coalition to a convincing victory, as it had five years earlier. Congress, the party of India’s first prime minister, Jawaharlal Nehru, dominated the country’s politics from 1947-1977. Nehru’s daughter, Indira Gandhi (no relation to Mohandas Gandhi), and her son, Rajiv, also served as prime minister. The main opposition Bharatiya Janata Party (BJP) led a National Democratic Alliance (NDA) coalition government from 1999 to 2004 under Prime Minister Atal Vajpayee and his deputy, L.K. Advani. Vajpayee’s was India’s only non-Congress government to complete a five-year term.
