NO.GAB-I/NLK/GEN-1/2020(Pt-I)/180 :: In continuation to this Department’s notification no.GAB-6/ZBTO/67/2009 dated 21st December 2017 upgrading Noklak Sub- Division under Tuensang District to full-fledged District; the boundaries of the Noklak District shall be the boundary of the erstwhile Noklak Sub-Division with an interim boundary towards Tuensang at 14 km on the Noklak-Tuensang main road till the ownership of the land of Chingmei range is settled amicably through customary laws and practices in due course of time as per the agreement reached between Noklak Villlage Council and the Chingmei Village Council on the 24th of January 2020. 2. During the interim period the six villages of Chingmei Range along with the EAC outpost will administratively fall under Tuensang District. 3. The inter-district boundary will be interim in nature and the final boundaries of Noklak District will depend on the result of the amicable settlement of claims made by the conserned Villages through costumary means,and subject to the outcome,the inter-district boundaries may be further altered to include or exclude villages. 4. Speaker Sir, twelve months ago, when I rose to present the budget for the previous fiscal, the world was a very different place. Since March 2020, the entire planet has undergone unprecedented change, caused by the COVID-19 pandemic. The entire world has been deeply affected in every sphere of human activity. The Government sector was no exception and despite all efforts, many key activities of the Government were affected, some adversely and some for the better. 3. Despite these circumstances, we are greatly encouraged to see that India has managed to come out with a vaccine in record time. As the vaccination programme spread sits coverage, I am confident that we can look forward to better times ahead. Our country has all the positive attributes to attain a high rate of growth, and we will surely regain our position as one of the fastest growing economies in the world within a short time. It is our endeavour that Nagaland too must be part of India’s growth story. 4. The main impact of the pandemic was on the economic sector. It has seriously impacted the livelihood and income of the people as well as the income and financial health of the Government. We have now learnt that during the first quarter April-June of 2020-21the Indian economy contracted by 23.90%.

    Improving access to HIV services in Northeast India through Community ART Refill Groups I-TECH India has supported the formation of Community ART Refill Groups (CARG) in India’s Northeast region which are managed by the community, under the guidance of a treatment supporter. The refill groups are formed by stable PLHIV who are willing to disclose their HIV status to the other members of the group. The members take turns to visit the ART centre and collect ART drugs for themselves and for the other members of the group. S/he also undergoes the routine clinical, virological and lab monitoring during the visit. The members of the group contribute to the travel cost of the group representative. A PLHIV, living in a far-flung area, may spend 500 rupees per individual visit to the ART centre. On the other hand, when ten such people come together as a group and financially support the travel of the group representative, the contribution per head would be 50 rupees which is just 10% of the amount required for individual visit to the ART centre. CARG model benefits PLHIV from difficult terrains who find it difficult to visit the ART centre regularly due to various factors highlighted above. The group functions like a self-help group and provides psychosocial support to its members in addition to HIV related services.
