REQUEST FOR INFORMATION (RFI) RENEWABLE NATURAL GAS (RNG) OPPORTUNITIES FOR ITS NATURAL GAS LOCAL DISTRIBUTION COMPANIES (LDCs)

Eversource Energy (Eversource) owns two natural gas local distribution companies; NSTAR GAS COMPANY, (NSTAR) and Yankee Gas Services Company (YANKEE) both dba Eversource Energy.

NSTAR provides service to approximately 296,000 natural gas customers in 51 communities in central and eastern and is subject to regulation by the Massachusetts Department of Public Utilities (DPU). NSTAR’s total system throughput in 2019 was approximately 70 Bcf. The Company is served directly by two pipelines, Tennessee Gas Pipeline (TGP) and Algonquin Gas Transmission (AGT) and its on- system LNG facilities.

YANKEE provides service to approximately 237,000 natural gas customers in 72 towns and cities in and is subject to regulation by the Connecticut Public Utility Regulatory Authority (PURA). YANKEE’s total system throughput in 2019 was approximately 59 Bcf. The Company is served directly by three pipelines, Iroquois Gas Transmission (IGT), TGP and AGT and its on-system LNG facilities.

A. BACKGROUND AND OBJECTIVE OF RFI

Renewable Natural Gas (RNG) is a pipeline compatible gaseous fuel derived from biogenic or other renewable resources such as; Wastewater Treatment plants, Landfill Gas, Anaerobic digestion gas as well as others. Eversource is seeking to understand the development of RNG supplies for a potential inclusion in its LDCs portfolio of natural gas resources and/or RNG “attributes” (Renewable Identification Numbers – “RIN”) associated with that gas. Eversource is investigating all potential RNG supply/attribute scenarios as described below:

1. RNG on trucks to be delivered to injection site into its distribution system 2. RNG on trucks at plant and transports with 3rd party 3. RNG on pipeline directly into its distribution system 4. Development/joint development of an RNG project to its distribution system 5. RNG into an interstate pipeline that is “in-the path” of its existing pipeline portfolio 6. RNG into an interstate pipeline that is delivered to one of its existing meter stations 7. RNG “Attributes” – RINS from a developer or the market. Eversource continues to be engaged with regional policy-makers, regulators, developers, consultants, utilities and others to explore the potential for acquiring renewable natural gas for its customers. The information from this RFI is intended to assist Eversource in identifying the current state of renewable gas sources and viable projects which it could potentially include in a request for proposal (RFP) process.

B. LDC SYSTEM DESCRIPTION

Each Eversource LDC has its own discrete and non-contiguous system of distribution pipelines which are currently supplied by several interstate pipeline meter stations and on-system LNG peaking facilities. For supplies directly injected into the distribution system, a detailed engineering assessment would be required to properly evaluate the viability of each individual project and its respective delivery location. For supplies that are to be injected into the interstate pipeline system and taken by the LDC from its respective meter stations, Eversource has provided a list of the interstate pipelines which are currently in its portfolio and could receive gas “in-path” of its transportation rights.

D. CONFIDENTIALITY

A Respondent may request that specific non-public information contained in or relative to its proposal be treated by EVERSOURCE on a confidential basis. Such request shall be clearly stated on every page of the proposal on which confidential treatment is requested. EVERSOURCE shall use commercially reasonable efforts to treat the non-public information it receives from Respondents in a confidential manner. However, bidders should understand that confidential information may disclosed in a judicial, regulatory, administrative or other jurisdictional filing or proceeding, and EVERSOURCE shall use commercially reasonable efforts to limit disclosure and use of said confidential information using non-disclosure agreements or orders seeking protective treatment. Notwithstanding the foregoing, EVERSOURCE shall not be responsible if the request for confidential treatment is denied. The supplier shall be required to use commercially reasonable efforts to treat all information received from EVERSOURCE in a confidential manner and will not, except as required by law or in a regulatory proceeding, disclose such information to any third party, and shall in all such cases use commercially reasonable efforts to limit the disclosure of EVERSOURCE confidential information.
