WELCOME from The WIHS President

It is my great pleasure to welcome you to WIHS 2021. We are back in business with a full schedule of Hunter, Jumper and Equitation classes, VIP hospitality, and spectators! Last year was very difficult with COVID-19 testing us at every turn and forcing the closing of our venue at Capital One Arena. But after a comprehensive search, we found the perfect partner in Tryon International Equestrian Center which generously hosted a modified show with several signature WIHS classes including the WIHS President’s Cup Grand Prix. We’re delighted to be at Tryon’s first-class facilities again this year to celebrate the full show with new events such as the Medium Junior/Amateur Jumper Division and WIHS Halloween Pony Hunt Teams alongside the return of many treasured WIHS traditions. Our full competition schedule will run across two show rings – Tryon Stadium and the Grand Hunter . Both rings will be live streamed on USEF Network with the Longines FEI World Cup Qualifer and ranking classes available on FEI TV. We are so appreciative of our dedicated sponsors who make it possible to produce this historic horse show every year. Longines is a key supporter of WIHS and title sponsor of the Longines FEI Jumping World Cup™ Washington. MARS Equestrian™ returns as presenting sponsor of WIHS, as well the Longines FEI Jumping World Cup™ Washington, the WIHS Children’s and Adult Hunter and Jumper Championships, and the WIHS Live Stream. Huntland is presenting sponsor of the WIHS Pony Equitation Championship. Returning for the fourth year as the WIHS Official Airline, Delta will offer discounted travel for WIHS exhibitors and fans to local airports in the North Carolina area. Spectators will be welcome onsite following state and USEF guidelines. VIP Tables are available in the Legends Club for daily breakfast and lunch with dinner during evening sessions on Thursday, Friday, and Saturday. For more information, explore VIP Hospitality at TIEC. The WIHS Prize list is now available online with entries opening July 15, and closing Sept. 7. Entries will be accepted online only through Showmanagementsystem.com. Please join us this year for the 63rd Annual Washington International Horse Show presented by Mars Equestrian™!

PROCEDURES FOR WIHS EQUITATION FINALS AT TRYON INTERNATIONAL EQUESTRIAN CENTER: For more information and complete procedures visit https://www.wihs.org/wihs-equitation/

Third Phase - The scores from the Hunter & Jumper Phases will be added together to determine the ten riders who will participate in the Third Phase. The combined score will determine the order of go, with the highest scoring rider competing last. In the event of a tie in determining the ten riders for the Third Phase, or the order for the Third Phase, the higher score in the Jumper Phase will break any ties. These ten riders will change horses. The order of change will be as follows; first and second place will switch, third and fourth place will switch, fifth and sixth place will switch, seventh and eighth place will switch, ninth and tenth place will switch. Once the riders have changed horses for the Third Phase and before the first rider in the Third Phase has entered the arena to compete, there will be a 3-minute period during which riders may work individually on the flat. Should any rider feel that the horse on which they will compete in the Third Phase is unsound to the extent it will impair the horse’s ability to perform the Third Phase, that rider must petition the panel of Judges(s) and Veterinarian(s) who will be available to assess the soundness of any questioned horse. The panel’s decision regarding the fitness of a questioned horse to compete will be final. Should a horse be declared unfit to compete in the Third Phase, the rider who qualified that horse will be eliminated from the Third Phase and automatically placed 10th. The Show Steward will then draw by lot 1 of the 8 remaining riders (not to include the rider who was to ride the eliminated horse in the Third Phase). The rider drawn will then change its switched mount with the horse qualified by the rider who was switched to the unfit horse. In the event that more than one horse is declared unfit to compete, this procedure will be repeated in each instance. In the case of multiple eliminated riders due to unsoundness, the combined score of the first two rounds of the Finals will determine their final placing.

Once the Third Phase begins only two Riders will be permitted in the schooling/warm-up area at one time. The next Rider in the competition and the one that follows. There will be one oxer and one vertical. Each Rider will be permitted to jump a total of four fences. Riders in the Third Phase will negotiate the Jumper Phase course. There will be neither a starting tone nor a Time Allowed in the Third Phase. A score will be given by the judges in the Third

WIHS Prize List October October 26-31, 2021 Tryon International Equestrian Center Mill Spring, NC 43 Phase, but will not be announced until the conclusion of the class. All horses must compete in the same equipment (saddles excluded) as in the Second Phase. This includes, but is not limited to: bridle, bits, reins, boots. Any ties in the overall after the third phase will be broken by the designated tie breaking judges’ panel score in the third phase.

WIHS Prize List October October 26-31, 2021 Tryon International Equestrian Center Mill Spring, NC 52 FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre International (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

ANNEX VII (except events in NZL & AUS) All horses and ponies for which an FEI Passport, or a National Passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given between 1 and 3 months apart. In addition, a booster injection must be recorded as having been given within each succeeding 6 months, subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables.

The above are the minimum requirements for influenza vaccination. Both primary and first and subsequent booster injections should be given according to the manufacturer’s instructions which will fall within the stipulation of the FEI ruling.

SAMPLING FOR PROHIBITED SUBSTANCES (Vet. Regs. V & VI; Annex IV) Regular sampling is carried out in CCIs (3*,4*), CSIs (3*, 4*, 5*), CIOs, World Cup Qualifiers and Finals, Championships and Games, whereas at other CIs sampling is recommended. When testing takes place, the number of horses tested is at the discretion of the Testing Veterinarian/Veterinary Delegate; however, a minimum of three is recommended (Vet. Regs. Art. 1016). Special guidelines are applicable for events covered by the FEI Medication Control Programme (Groups I & II only).

HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES/PONIES The following health documents MUST BE WITH THE HORSE(S) AND PRESENTED AT THE GATE UPON ARRIVAL: 1 - Negative Coggins test within one year. 2 - Proof of EHV1 and EHV4 vaccinations within 6 months as per USEF Rule GR845 3 - Out-of-state horses must have a 30-day interstate health certificate. IMPORTANT - Please note: In order to be allowed to compete, the following USEF/USHJA rules are in effect: All competing members 18 years of age and older must have completed the Safe Sport Training through USEF in order to compete in any capacity. This includes all owners, trainers, riders and coaches. All horses/ponies must be microchipped in order to be allowed to show. Exempt from this requirement are Walk-Trot and Opportunity entries and those others listed in USEF GR 901.

MICROCHIP AND SAFE SPORT REQUIREMENTS WILL BE CHECKED IN THE HORSE SHOW OFFICE During WIHS, the veterinarian’s phone number will be posted in the Horse Show Office and in the Stabling Office. United States regulations require that all equines be covered by official interstate health certificates, issued by a licensed veterinarian, showing that the animals are free from any symptoms of any infectious or communicable disease. The certificate shall include the name of the owner and address, destination, number of horses examined, the name, registration numbers(s), if any, tattoo, if any, sex, age, rectal temperature, color, and marking of each animal listed. Health certificates will become void after 30 days from issue. Health certificates must show animals to be negative to an equine infectious anemia test within the past 12 months. Date of test and approved laboratory must be shown on the health certificate. Equine Rhinopneuonitis vaccination is not required; however, if any animal is vaccinated, it is ineligible for entry within 21 days of vaccination. Vehicles transporting animals must have certificates showing that they were cleaned and disinfected under veterinary supervision prior to loading. This information can be written on the health certificate.

CUSTOMS FORMALITIES Before a horse can enter the United States, it must have an import permit, a health certificate from the country of origin (signed by a veterinarian), and a negative CEM culture taking within 30 days of import (for mares and

WIHS Prize List October October 26-31, 2021 Tryon International Equestrian Center Mill Spring, NC 54 stallions). If allowed into the country, all horses must be placed in federal quarantine at a USDA animal import center, which usually lasts two or three days. In the United States, there are four ports of entry for horses coming into this country—Los Angeles, CA; Newburg, NY; Miami, FL; and Honolulu, HI. Each horse brought into this country must pass through one of these USDA facilities. During that time, the horse will be tested and observed for clinical signs of illness resulting from “exotic” diseases such as dourine, glanders, piroplasmosis, or more common diseases such as influenza. After quarantine, the mares and stallions over 731 days of age (two years) which are new to our country must undergo CEM quarantine at a separate facility. National Federations holding an international event in their country should inform their national veterinary authority and their customs authority at least four weeks prior to the event. They should request every facility to assist the movement of horses/ponies accompanied by FEI passports and the necessary veterinary certification at frontier crossing points into and out of their countries. (Vet. Regs. Art. 1004.2)

INSURANCE All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.
