Due to increased visitor use of the Rand BLM facility in recent years, and proposals to pave and use portions of the old CCC camp site for equipment storage, the Grants Pass Resource Area needs to determine the scientific significance of the Camp Rand site in accordance with Section 106 of the National Historic Preservation Act. The purpose of the field evaluation was to determine the content, depth, variability, and integrity of any archaeological deposits, and to document the location of former Camp Rand structures. In addition, research was conducted to augment and synthesize the known history of the Camp Rand. This report presents the results of these investigations and recommendations for future management and interpretation of the site.

OFFICER MICHAEL WALSH Officer Michael WALSH of the San Francisco Police Department (SFPD) took a missing persons report on Wednesday, November 29, 2006, from Charlene WRIGHT, a friend and employee of James and Kati KIM. The James KIM Family was reported to the San Francisco Police Department as missing under suspicious circumstances after the KIM family failed to return home following a driving vacation to the Northwest over the Thanksgiving weekend. Officer Walsh generated incident report #06-1269588. The party who made the missing persons report advised Officer WALSH that she had received an e-mail from a friend of Kati KIM indicating that the KIM Family had brunch with friends in Portland, Oregon, on Saturday, November 25, 2006. They were then reported to be traveling to Gold Beach, Oregon, for an overnight stay before returning to San Francisco. (Gold Beach is approximately 300 miles southwest of Portland, accessible mainly by the Interstate I-5 corridor to Pacific Coast Highway 101; a number of smaller highways and roads connect the two major highways.) Officer WALSH notified Inspector LEWIS of the San Francisco Missing Persons Division and faxed Inspector LEWIS the pertinent information.

The analysis looks at historical ecological components, current ecological components, and trends. It makes recommendations for future management actions that could be implemented to reach certain ecological conditions. The watershed that is being analyzed in this document is the Wild Rogue - South. This watershed is the southern half (south of the Rogue River) of the Rogue Kelsey fifth field watershed (REO Watershed #1710031004). The northern half is analyzed in the Wild Rogue - North Watershed Analysis. As you read this document, it is important to keep in mind that the watershed analysis process is an iterative process. As new information becomes available it will be included and periodic updating will occur. It is also important to keep in mind that this analysis document is not a decision document. The recommendations that are included are a point of departure for project-specific planning and evaluation work. Project planning then includes the preparation of environmental assessments and formal decision records as required by the National Environmental Policy Act (NEPA). The Lower Rogue Watershed Council’s mission is: To help foster, develop and coordinate a basin-wide approach to resource planning and management so as to protect, enhance and restore the natural resources of the entire Rogue Basin through a framework of assessing the Lower Rogue Watershed’s conditions and trends, implementing and monitoring proven management practices, and testing new management practices that are designed to support environmental integrity and economic stability for the communities of the Lower Rogue Watershed. The “Lower Rogue Watershed” consists of all lands and waters that drain into the Rogue and Illinois Rivers within Curry County.
