It always results in raising the status of the regional vernacular, but the lan- guage of the ex-colonist still maintains a very strong influence on certain domains. It led to the degrading of both English and Chinese proficiency levels according to scholars’ evaluation (Goh 2009a, b).

    Chinese Foreign Relation Strategies Under Mao and Deng: A Systematic and Comparative Analysis JOSEPH YU-SHEK CHENG AND FRANKLIN WANKUN ZHANG During the past half-century, Chinas foreign relations strategies evolved in an uneven way. Undeniably, both Mao Zedong and Deng Xiaoping made significant impact on the evolution of Chinas foreign relations strategy and established their own models in their respective eras in effect dividing the history of Chinese foreign policy into two. In the shadow of the Cold War, Chinese foreign relations shifted between the United States and the Soviet Union as the future superpower struggled to safeguard national security, guarantee sovereignty and territorial integrity and enhance its international status under Mao. In the last two decades Chinese foreign relations strategies were less geared towards survival and security as Deng presided over the pursuit of the Four Modernizations and the establishment of a new international political and economic order in a framework of peace and non-alliance. As its impact on the shaping of world affairs grows, China's foreign relations strategies will continue to evolve in the next century when it becomes truly capable of an "overthrow of the planetary balance". The 20th century has witnessed Chinas rise from a weak, economically backward country to an important actor in the international system. From the founding of the Peoples Republic of China (PRC). In 1949, Mao Zedong attempted to break the bipolar system and make China an independent and important strategic power. The election of the Chief Executive held in Hong Kong on March 25, 2007 was the third to take place since the crown colony was returned to the People's Republic of China and transformed into a so-called special administrative region (SAR). Donald Tsang Yam-kuen, the former head of government, emerged victorious with 649 of 796 votes, whereas Alan Leong Kah-kit, his challenger from the pro-democratic camp, obtained only 123 votes. Although his programme hardly differed from that of his opponent, Mr Tsang was favoured from the start in the elections, which were accompanied by a public campaign for the first time. Their opinions differed only on the question of introducing universal suffrage, which was strongly advocated by Mr Leong. Properly speaking, the basic law of Hong Kong provides for the election of the Chief Executive to take place in 2007 and that of the Legislative Council in 2008. However, the realisation of these two projects was later predicated on current developments within the SAR, leaving Beijing sufficient scope for influencing Hong Kong politics. When the People's Republic of China said that Hong Kong's population lacked experience in dealing with democracy, it prompted discontent among that population, causing a record number of 500,000 people in the SAR to take to the streets in 2004 and, moreover, initiating the formation of several political parties that demand democracy. However, as their only common denominator was the call for a swift realisation of universal suffrage, the clout of the pro-democratic camp remained weak.

INTRODUCTION Transitional Hong Kong's endgame formally came to a close with the territory's reversion to Chinese rule on July 1, 1997. How- ever, a legal and institutional order and a "rule of law" for Chi- nese-ruled Hong Kong remain works in progress. They will surely bear the mark of the conflicts that dominated the final years pre- ceding Hong Kong's legal transition from British colony to Chinese Special Administrative Region ("S.A.R."). We are making a stakeholder’s submission in our capacity as a political party of the pro-democracy camp in Hong Kong for the 2018 Universal Periodic Review on the People's Republic of China (PRC), and in particular, the Hong Kong Special Administrative Region (HKSAR). Currently, our party has five members elected to the Hong Kong Legislative Council, the unicameral legislature of HKSAR. 2. In the Universal Periodic Reviews of PRC in 2009 and 2013, not much attention was paid to the human rights, political, and social developments in the HKSAR, whilst some positive comments were reported on the HKSAR situation. i We wish to highlight that there have been substantial changes to the actual implementation of human rights in Hong Kong since the last reviews, which should be pinpointed for assessment in this Universal Periodic Review. In particular, as a pro-democracy political party with members in public office at the Legislative Council (LegCo), we wish to draw the Council’s attention to issues related to the political structure, election methods and operations, and the exercise of freedom and rights within and outside the Legislative Council in HKSAR. Most notably, recent incidents demonstrate that the PRC and HKSAR authorities have not addressed recommendations made by the Human Rights Committee in previous concluding observations in assessing the implementation of International Convention on Civil and Political Rights (ICCPR).
