1. Introduction

1.1 Background

GHD were engaged by Hutchinson Builders to prepare a Construction Traffic Management Plan for the Hyatt Hotel at Elizabeth Street, .

1.1.1 Planning Permit Conditions

Planning Permit PLN-15-01162-01 was issued by the City of Hobart on 26 April 2016 subject to the following conditions relating to traffic management:

 ENG tr2 – A construction traffic and parking management plan must be implemented prior to the commencement of work on the site (including demolition). – The construction traffic (including cars, public transport vehicles, service vehicles, pedestrians and cyclists) and parking management documentation must be submitted and approved, prior to commencement work. The construction traffic and parking management must: (a) Be prepared by a suitably qualified person, by the Council. (b) Develop a communications plan to advise the wider community of the traffic and parking impacts during construction.

(c) Start date and finish dates of various stages of works. (d) Times that trucks and other traffic associated with the works will be allowed to operate.

(e) Nominate a superintendant or like to advise the Council of the progress of works in relation to the traffic and parking management with regular meetings during the works.

– The approved construction traffic and parking management plan must be operable during all phases of the construction of the development (including demolition). This Construction Traffic Management Plan report has been prepared to satisfy planning permit condition ENG tr2 as outlined above.

1.2 Purpose of this Report

The purpose of this report is to review the proposed construction arrangements and to detail traffic management measures to minimise the impact of construction works on the operation of the external network.

1.3 Scope and Limitations

This report has been prepared by GHD for Hutchinson Builders and may only be used and relied on by Hutchinson Builders for the purpose agreed between GHD and the Hutchinson Builders as set out in Section 1.2 this report. GHD otherwise disclaims responsibility to any person other than Hutchinson Builders arising in connection with this report. GHD also excludes implied warranties and conditions, to the extent legally permissible.

1.4 Assumptions

The staging of works, construction activities and traffic generation during each stage has been advised by Hutchinson Builders.

2. Existing Conditions

2.1 Site Location The site is located at 28-32 Elizabeth Street, Hobart, with frontage onto the Elizabeth Street Bus Mall and Trafalgar Place. The site and surrounds are presented in Figure 1.

2.2 Key Roads

The key roads include:

 Macquarie Street

 Elizabeth Street

 Trafalgar Place  Collins Street

Each of these roads is described briefly in the following sections.

2.2.1 Macquarie Street Macquarie Street is a one-way, multi-lane road travelling in the northbound direction. Together, Davey Street and Macquarie Street form the primary north-south corridor through Hobart, connecting from Southern Outlet to Tasman Highway/Brooker Highway. In the vicinity of Elizabeth Street Macquarie Street has three lanes travelling in the northbound direction. Between Elizabeth Street and Murray Street there is a contra-flow lane travelling southbound, providing access to the Hobart Central Bus Interchange southern service departure points at . The intersection with Elizabeth Street is signalised.

2.2.2 Elizabeth Street

Elizabeth Street is a two-way road connecting from North Hobart to the Hobart Waterfront. It is severed at the Elizabeth Street Mall, between Liverpool Street and Collins Street, and allows buses, taxis and authorised vehicles only between Collins Street and Macquarie Street, which is known as the Elizabeth Street Bus Mall. The Bus Mall is the primary departure point for Eastern Shore and Northern Suburbs services and includes four bus stops on each side of the road. Bus stops on the northern side of Elizabeth Street are constructed in a sawtooth configuration. Elizabeth Street is also a key pedestrian route providing access between the Hobart CBD and the Waterfront as well as the Hobart Central Bus Interchange.

2.2.3 Trafalgar Place Trafalgar Place is a minor access road connecting to Macquarie Street and providing access to the Trafalgar Car Park, as well as a number of private car parks and property accesses. The junction with Macquarie Street is left-in/left-out only and is supplemented with “KEEP CLEAR” pavement markings. Heavy vehicles (up to 8.8m in length) currently use Trafalgar Place to access loading bays for local businesses.

Trafalgar Place also provides pedestrian access between Collins Street and Macquarie Street, and includes a footpath along the southern side of the road connecting to the Macquarie Street junction.

2.2.4 Collins Street Collins Street is a local CBD street running parallel to Macquarie Street. Between Murray Street and Elizabeth Street, traffic is one-way northbound only. Between Elizabeth Street and Argyle Street there is two-way flow, although southbound traffic is restricted to buses only. Collins Street is currently used by buses departing the bus mall heading towards the Eastern Shore via Campbell Street and Macquarie Street. It is also used by all buses approaching the mall from the Northern Suburbs and Eastern Shore.

3. Description of Activities

3.1 Construction Program

The construction program will generally be broken down into stages as follows:

 Stage 1: Demolition (September – December 2017)

– Stage 1A: Façade Removal (Sunday works only)  Stage 2: Construction (December 2017 – August 2019) – Stage 2A: Tower Crane Erection (December 2017) – Stage 2B: Tower Crane Dismantling (August 2019) The dates provided above are indicative only, and subject to refinement. Each stage of construction will involve different overall footprints and access requirements as detailed in the following sections. Diagrams are provided in Appendix A to this report.

This report deals with the construction stages (Stage 2, Stage 2A and Stage 2B). Stage 1 works were addressed in a previous report.

3.1.1 Hours of Work Stage 2 works will generally occur between 6:30 am and 6:00 pm Monday to Saturday. Works outside these hours will be subject to separate approvals.

Stage 2A and 2B works will occur on weekends only. Road closures will be limited to the period 6:00 am Saturday to 6:00 am Monday.

3.2 Stage 2 – Construction

3.2.1 Works Footprint During demolition works, the footprint will include the site at 28-32 Elizabeth Street, a small area used for loading and delivery at the rear of the site in Trafalgar Place, and the footpath and part of the roadway in Elizabeth Street, immediately in front of the site. In Trafalgar Place pedestrian access to the Chemist Warehouse loading dock, at the rear of the site, and vehicular access to the Trafalgar Car Park will be maintained.

In Elizabeth Street the footpath will be diverted onto the roadway, and traffic flow restricted to one-way eastbound. Bus stops on the southern side of Elizabeth Street will be relocated (refer to discussion in Section 4.2). There will be no need for road or footpath closures on Elizabeth Street, except to facilitate façade removal in Stage 1A.

The affected footprint is shown in SK201 in Appendix A.

Stage 2A and 2B – Tower Crane erection and dismantling (Weekends only)

To facilitate the erection of a tower crane at the beginning of the construction phase, and the dismantling of this crane at the end of construction, it will be necessary to close Elizabeth Street to all vehicular traffic over two separate weekends. The affected footprint is shown in SK202 in Appendix A.

3.2.2 Access Requirements

The site requires the following access during Stage 2 – Construction:

 Trafalgar Place – Medium Rigid Vehicle reverse into delivery area.

 Elizabeth Street – 19m semi-trailer travel through the work area.

3.2.3 Traffic Generation Traffic movements during construction typically comprise light vehicles carrying operators to site each day and trucks delivering materials.

A workforce of up to 150 workers are expected on site at the peak of construction activities. No worker parking is to be provided on site, with staff expected to park in appropriate long-stay parking spaces in the CBD or surrounds, or travel by public transport, bike or walk.

The busiest traffic-generating activity during construction will be for concrete pours, with some 30 concrete trucks for each major pour (up to 15 expected across the project). Each pour would occur over an 8-hour period, with an average of approximately 4 trucks per hour during that time. Concrete trucks would use the Elizabeth Street worksite. Other less-intensive activities will include deliveries of materials to the site, using both the Elizabeth Street and Trafalgar Place work areas. The Trafalgar Place loading area will be limited to a single truck at a time. The Elizabeth Street work area will have capacity for a single semi-trailer or large rigid truck, or up to two medium or small rigid trucks. During the commuter peak periods, the works are expected to generate no more than 10 truck movements per hour (two-way). Most movements of workers to and from the site will occur outside the commuter peak periods, and be spread across various CBD locations.

3.3 Site Access Routes

All vehicles accessing the site will approach from Macquarie Street, turning left into either Trafalgar Place or Elizabeth Street. For vehicles arriving from the east or north, the access route will be Davey Street, Harrington Street and Macquarie Street (it is anticipated that Elizabeth Street will not be available between Davey Street and Macquarie Street due to bus stop relocations (refer Section 4.2)).

Vehicles leaving Trafalgar Place will turn left into Macquarie Street and proceed to the Brooker Highway or Tasman Highway, or to Campbell Street to return to the south.

Vehicles leaving the Elizabeth Street site will turn right into Collins Street, then right into Campbell Street, from where they can turn left into Macquarie Street or continue towards Davey Street.

Site access routes are presented in Figure 3. Any trucks needing to wait to enter the worksite will occur outside of the CBD, with deliveries scheduled to minimise multiple truck arrivals at once.

3.3.1 Intersection Operation Impacts The volume of traffic activity associated with the demolition activities, up to 5 movements per hour approaching the site, with the same volume leaving, is not expected to have a noticeable impact on the operation of intersections along the CBD or on the site access routes. These access routes are already well-utilised streets, suited to carrying relatively large volumes of traffic.

Travel to work in the morning will generally be before the commuter peak period. Workers leaving in the afternoon may do so during the afternoon peak, although the impact on traffic flow will be mitigated due to the dispersed location of worker parking.

4. Traffic Management Measures

4.1 Road Closures

The required road closures during each stage are summarised in Table 1.

4.1.1 Stage 2 – Construction

Trafalgar Place

The northern end of Trafalgar Place, adjacent to 28-32 Elizabeth Street, will be closed to facilitate a loading dock and delivery area for construction works. This closure will be in place for the duration of the works.

Note that full access to the Trafalgar Car Park and other private car parking and loading docks will be maintained. Pedestrian access will also be maintained for the Chemist Warehouse loading dock, which has its entrance at the northern end of Trafalgar Place.

Elizabeth Street

Traffic flow (for non-construction traffic) will be restricted to one-way eastbound, due to the establishment of a work area on the footpath and roadway in front of the site. This partial closure will be in place for the duration of the works.

Four of the existing bus stops within the Bus Mall will be unavailable during Stage 2 works, including Metro Stops A, B, C and D. Metro services will be restricted to Stops E, F, G and H. The Airporter stop located at the western end of the Bus Mall will also be maintained for the duration of Stage 2. Bus stop arrangements are discussed in Section 4.2.

4.1.2 Stage 2A – Tower Crane Erection / Dismantling To facilitate the erection of the tower crane, a full closure of Elizabeth Street will be required over a two-day period (Saturday / Sunday). Alternative bus stop arrangements are discussed in Section 4.2.2. Pedestrian access would be maintained on the northern side of Elizabeth Street, but the footpath on the southern side would be closed for safety reasons.

Service vehicle access to the Quest Savoy loading bay, on Elizabeth Street near Collins Street, would remain available and accessible by light vehicles only from Collins Street, via a U-turn in Elizabeth Street.

No additional measures are required in Trafalgar Place for Stage 2A works.

4.1.3 Stage 2B – Tower Crane Dismantling The traffic management arrangements for Stage 2B will be identical to the arrangements for Stage 2A.

4.2 Bus Network Management

4.2.1 Stage 2 Arrangements During Stage 2 works, there will no access to Metro stops A, B, C and D, used by Eastern Shore departing services. The Department of State Growth, City of Hobart and Metro have developed a plan for the management of bus services during the construction period. This has involved the identification of temporary alternative bus stop locations and facilitating works. A report has been prepared for the Department of State Growth and Council by GHD, under a separate commission.

The proposed temporary stops are:

 Stop M located on Elizabeth Street adjacent to Franklin Square;  Stop J located on Macquarie Street, between Elizabeth Street and Argyle Street;

 New Layover on Elizabeth Street opposite Franklin Square (outside Town Hall); and

 New Bus Stop on Macquarie Street, downstream of Campbell Street (relocated from Campbell Street).

Services departing for the Eastern Shore would travel directly along Macquarie Street, rather than the current Collins Street route. Services arriving from the Northern Suburbs and Eastern Shore would continue to arrive in Collins Street.

4.2.2 Stage 2A / 2B Arrangements During Stage 2A / 2B, all bus stops within the bus mall would be unavailable for a weekend. It is envisaged that Stage 2A would occur immediately prior to the commencement of the main Stage 2 works, and that the relocation of buses to the temporary stop locations referred to in Section 4.2.1 would already be in place. Therefore the proposed full closure of Elizabeth Street would affect only services departing to the Northern Suburbs, as well as services arriving from the Northern Suburbs and Eastern Shore. Potential modified bus routes are shown in Figure 4. These are subject to more detailed operational planning by Metro. The main changes from the regular Stage 2 arrangements are:

 Northern Suburbs services would terminate in Campbell Street at Liverpool Street  Eastern Shore services would terminate in Elizabeth Street at Franklin Square

4.3 Service Vehicles

In Stage 2 and Stage 2A / 2B, service vehicle access to the Quest Savoy loading bay, on Elizabeth Street near Collins Street, would remain available and accessible by light vehicles only from Collins Street, via a U-turn in Elizabeth Street. There would be no service vehicle access from Macquarie Street.

Vehicles will continue to be able to exit from Lord Place (adjacent to the GPO), with left turns only onto Elizabeth Street. Waste collection for any existing occupied buildings within Trafalgar Place which are impacted by the works will be managed by the contractor as part of waste collection activities associated with the works. Deliveries to Chemist Warehouse will use Trafalgar Place, under traffic control. Trucks making deliveries will park immediately outside the Trafalgar place office building, in the spaces currently marked for 5-minute parking. These spaces will generally not be available for parking

due to the manoeuvring space required for trucks accessing the works area (see further discussion in Section 4.9), however for Chemist Warehouse deliveries this is the only space available. While these spaces are occupied by a Chemist Warehouse truck, other trucks will not be able to access the works area. Chemist Warehouse deliveries occur twice each week, on Mondays and Thursdays, and works access will reflect this constraint.

4.4 Taxis

Taxi access through the Bus Mall will continue to be available during Stage 2 in an eastbound direction only. No access will be available in a westbound direction. Taxis will be required to comply with any traffic management arrangements in place within the Bus Mall.

During Stage 2A / 2B taxi access to the Quest Savoy will be available from Collins Street, via a U-turn in Elizabeth Street. There would be no taxi access from Macquarie Street.

4.5 Pedestrian Management

During Stage 2, the Elizabeth Street footpath immediately adjacent to the site will be closed. A diversion of the footpath onto the roadway will be implemented, with kerb ramps and other works as necessary to maintain an accessible pathway. The diverted footpath will be separated from adjacent traffic using a traffic barrier, with bollards / cones placed on the traffic side of the barrier to create an additional 0.5 m buffer zone. During the Stage 2A / 2B closures, only the northern footpath in Elizabeth Street will be available. Pedestrians will cross at the Macquarie Street signalised intersection.

4.6 Cyclists

Cyclists are currently allowed to ride in both directions through the bus mall. Cycling activity in the mall is relatively infrequent, as it is not a designated cycling route. During Stage 2, cyclists will be restricted to travelling southbound through the bus mall only. No northbound access will be available. The alternative route for northbound cyclists is to use Argyle Street, a relatively short additional distance. During Stage 2A and 2B, no cyclist access will be available in either direction. Alternative routes will include Argyle Street (northbound), Murray Street (southbound) or Campbell Street (southbound). Cyclists may also choose to dismount and use the footpaths along Elizabeth Street, which would remain open.

4.7 Emergency Vehicles

Emergency vehicles will have full access to Trafalgar Place as required.

Access to Elizabeth Street will be impacted by the partial road closures in Stage 2, and the full road closures in Stage 2A / 2B. In Stage 2, westbound access by emergency vehicles will be possible, subject to other eastbound vehicles giving way. In Stage 2A / 2B, emergency vehicle access will depend on the footprint of the works. Liaison with emergency services will occur prior to Stage 2A / 2B works.

4.8 Major events

Metro has advised that they operate special services for some major events, such as AFL and cricket games at , New Years Eve and the Hobart Show, and on these occasions additional capacity is required for buses and pedestrians in the bus mall.

During Stage 2, the revised bus stop arrangements are considered sufficient to provide the additional capacity required for these services, particularly as in most cases they will be used only on weekends. During some special events, such as the Hobart Christmas Pageant (one Saturday in November each year) no access to the worksite will be available. The timing of Stage 2A / 2B closures will be determined with reference to special events where Metro may require additional capacity.

4.9 Parking

Access into and out of the Trafalgar Place multi-storey car park will be maintained at all times, with traffic controllers used to manage vehicle movements in Trafalgar Place and allow trucks to manoeuvre into and out of the loading area. Due to the swept path requirements of trucks using this space, three existing short term (5 minute) parking spaces immediately outside the Trafalgar Place office building will be closed. The existing loading zone immediately south of these spaces will be retained. These spaces are typically used for pickup or dropping off passengers. The removal of these spaces will decrease traffic activity in Trafalgar Place, with other suitable locations available including in Collins Street. Workers on the site will park in appropriate long-stay parking spaces in the CBD or surrounds, or travel by public transport, bike or walk. Trafalgar Place car park provides casual all-day parking.

4.10 Other Construction Sites

A number of other construction projects will be underway within the CBD at the same time as the construction of 28-32 Elizabeth Street. These include:

 Former ANZ Bank (corner Elizabeth Street and Collins Street)

 Royal Hobart Hospital Redevelopment (works area in Campbell Street)

 H&M site (former Harris Scarfe store, Collins Street)

 Myer Redevelopment (Murray Street)

It is unlikely that any of these projects will directly impact on this current project. It is understood that works requiring full road closures or other significant disruption to traffic and bus operations will not be allowed to occur concurrently. However where closures of Collins Street are required for the former ANZ bank and the H&M sites, it would be ideal for these to coincide with the Stage 2A / 2B closures if possible.

5. Traffic Management Plan Administration

5.1 Responsibilities The implementation of this Traffic Management Plan will ultimately be the responsibility of Hutchinson Builders and its subcontractors. However day-to-day traffic management will involve a number of different stakeholders as outlined below.

6. Summary of Traffic Management Commitments

The following list summarised the measures that will be in place prior to commencement of, and during the execution of, the construction period.

6.1 Pre-Construction

1. Key stakeholders, including operators of adjacent land uses, will be notified of any changed traffic management arrangements prior to commencement of works.

6.2 Stage 1

2. Vehicular access to the Trafalgar Place car park will be maintained at all times. Traffic controllers would manage traffic movement to allow trucks to manoeuvre into position as required. 3. The largest vehicles proposed to use Trafalgar Place will be 8.8m rigid trucks.

4. Pedestrian access along both sides of Elizabeth Street will be maintained throughout Stage 1, with a footpath diversion during Stage 1A. Temporary kerb ramps and other works as necessary will be used to make the temporary diversion accessible to less mobile pedestrians. 5. Stage 1A partial closures of Elizabeth Street will be restricted to weekends only, commencing on Saturday nights and removed by Monday morning. Two-way access along Elizabeth Street will be maintained, facilitated by traffic control. 6. There would be no impact to Metro bus operations during Stage 1 works. During Stage 1A works, closure of stops A, B, G and H will be required. There is sufficient capacity at the remaining stops to accommodate currently timetabled services at this time.

6.3 Stage 2

7. Vehicular access to the Trafalgar Place car park will be maintained at all times. Traffic controllers would manage traffic movement to allow trucks to manoeuvre into position as required.

8. The largest vehicles proposed to use Trafalgar Place will be 8.8m rigid trucks. 9. Pedestrian access along both sides of Elizabeth Street will be maintained throughout Stage 2, with a footpath diversion on the southern side of the road. 10. Stage 2A / 2B full closures of Elizabeth Street will be restricted to weekends only, commencing from 6am Saturday and removed by 6am Monday. 11. During Stage 2A / 2B, pedestrian access on the northern side of Elizabeth Street will be maintained.

12. New temporary bus stops, as agreed between the Department of State Growth, Council and metro, will be in place prior to the commencement of Stage 2.

13. Construction vehicles will enter Trafalgar Place or Elizabeth Street from Macquarie Street only. No construction traffic will use Elizabeth Street between Davey Street and Macquarie Street. 14. Access to the Quest Savoy loading zone in Elizabeth Street near Collins Street will be available at all times from Collins Street, via a u-turn in Elizabeth Street. 15. Stage 2A / 2B full road closures will not coincide with major events where additional capacity for Metro is required.

6.4 Post-Construction

16. Return all public road assets in Elizabeth Street and Trafalgar Place affected by construction work areas to their previous condition, or as agreed with Council, Department of State Growth and Metro.
