At the Oxford Council for Good Governance, we have made an at- tempt to understand the implications of the Gaza withdrawal for the Middle East peace process by inviting leading experts and high-level policy-makers from around the world to re-examine the past, present and future of one of the longest running and bloodiest confl icts in modern history in the light of the Israeli disengagement. The Oxford Journal on Good Governance thereby remains dedi- cated to its mission of presenting cu� ing edge analysis and action- able advice on the key issues of public policy and current aff airs. The purpose of the Council and this Journal is to equip those at the com- manding heights of politics and government with ideas, knowledge, frameworks, and solutions that enable good governance. While the focus in the few past months has been on disengagement and on reform in the Palestinian Territories, a peace process must re- main on the horizon if the current political initiatives in and between Israel and the Palestinian Authority are to be sustainable. The months since the death of Yasser Arafat has seen many positive developments for the immediate future in the Middle East. French President Jacques Chirac called disengagement ‘a brave move’ on the eve of Israeli Prime Minister Ariel Sharon’s visit to Paris on July 26. This is true – Sharon has made his domestic position in Israel much less secure. However, if this is to have any long-term eff ect on security and peacemaking in the region, then disengagement needs to be co-ordi- nated with the PA, who will of course assume some control over the territory once the Israelis remove the se� lers. A� er disengagement, the focus will return to Israeli policy vis-à-vis the West Bank and Jerusalem.

    Istituto Affari Internazionali IAI WORKING PAPERS 11 | 06 – March 2011 Rethinking the EU’s Mediterranean Policies Post-1/11 Nathalie Tocci and Jean-Pierre Cassarino Abstract The revolts sweeping across North Africa and the Middle East in 2011 have shaken long-held truths about the region. Most strikingly, the sustainability of these regimes has proved a chimera. The events in the region and the many truths they uncovered call for a serious rethink in Western policies towards the region. The aim of this paper is to explore what such a rethink might entail for the European Union. Reviewing the European Neighbourhood Policy by revamping the benefits on offer, reconsidering the effective use of conditionality, establishing adequate monitoring mechanisms and engaging with a plethora of partners both within and beyond the region is imperative. Such a review is contingent on the recognition of a reversed hierarchy of priorities, induced by the force of historical events unfolding in the region. To reverse policy priorities is no small feat, considering the entrenched logic that has sustained Euro-Med policies so far. Nonetheless, various dynamics press for a new way of thinking. The proposals contained in this study constitute concrete steps to rethink the EU’s Mediterranean policies in line with the fundamental rights and principles which the Union seeks to advance in its external action. Jacques Barrot, European Commissioner for Transport, contributed to the discussions by demonstrating how the EU was very open-minded with regards to maritime transport. “The CPMR must play its part more than ever, as globalisation is increasing transport and in particular maritime transport, which is one of the most compatible with the environment,” declared Jacques Barrot in his speech on the issue of ports, motorways of the sea and maritime safety. “For motorways of the sea to be more interesting, we need to simplify the bureaucracy for the delivery of goods and an integrated maritime space will help us meet this challenge. Today, maritime transport is not competitive as customs controls apply even to deliveries within the EU,” concluded the French Commissioner.     Policy paper N°19 Politics: The Right or the Wrong Sort of Medicine for the EU? Two papers by Simon Hix and Stefano Bartolini Notre Europe Notre Europe is an independent research and policy unit whose objective is the study of Europe – its history and civilisations, integration process and future prospects. The association was founded by Jacques Delors in the autumn of 1996 and presided by Tommaso Padoa- Schioppa since November 2005. It has a small team of in-house researchers from various countries. Notre Europe participates in public debate in two ways. First, publishing internal research papers and second, collaborating with outside researchers and academics to contribute to the debate on European issues. These documents are made available to a limited number of decision-makers, politicians, socio-economists, academics and diplomats in the various EU Member States, but are systematically put on our website. The association also organises meetings, conferences and seminars in association with other institutions or partners. Proceedings are written in order to disseminate the main arguments raised during the event. Foreword With the two papers published in this issue of the series “Policy Papers”, Notre Europe enters one of the critical debates characterising the present phase of the European construction. The debate revolves around the word ‘politicisation’, just as others revolve around words like ‘democracy’, ‘identity’, bureaucracy’, ‘demos’, ‘social’.     IP/07/119 Brussels, 31st January 2007 Strengthening transport cooperation with neighbouring countries The European Commission adopted today a Communication on "Guidelines for transport in Europe and neighbouring regions". It outlines an ambitious policy in view of creating an effective transport market involving the EU and its neighbours and of spreading the principles of internal market. The Communication identifies the five most important transport axes for international trade between the Union and the neighbouring countries and beyond. It also puts forward a package of measures to shorten journey times along these axes including improvement of infrastructure, streamlining of customs procedures and reducing administrative obstacles. In order to make this policy a reality and boost cooperation between the European Union and the neighbouring regions, the Commission will launch exploratory talks with all the countries concerned. "By putting forward an ambitious yet feasible set of measures for the transport sector, the Guidelines contribute to better integrating the economies and transport systems the EU and its neighbours but also to fostering regional cooperation between the neighbouring countries themselves", said Vice- President Jacques Barrot, Commissioner for Transport. "I would particularly like to pay homage to Loyola de Palacio, departed from us too soon, whose dedication to the transeuropean transport network has today been concretised" declared Vice- President Jacques Barrot. Foreword Back in 1988, 14 railway companies felt the need to establish a stronger link with the European institutions following increasingly significant political developments in transport. As a result, CER was founded as an independent group of the International Union of Railways (UIC) with its own offices in Brussels. Soon after this, in 1991, the European Commission began the first of its initiatives to regulate the railway sector by adopting the foundation for rail market opening - Directive 91/440/EEC. A number of other important rail legislative proposals followed: the first railway package was published in 2001, the second in 2004, the third in 2007, and the fourth one in January 2013. CER, representing the vast majority of EU rail business, has always been at the forefront in helping shape rail regulation. CER became an independent body in 1996, and the membership grew quickly to its current level of 82 railway undertakings, infrastructure companies and vehicle leasing companies.
