Chairman of a committee 306 MINUTES It was moved by His Worship the Mayor, seconded by Councillor Corbett and following a vote by a show of hands it was: RESOLVED that the minutes of the ordinary meeting of the Borough Council held on 13 October 2016 be approved as a true record and signed by His Worship the Mayor. 307 HIS WORSHIP THE MAYOR'S COMMUNICATIONS His Worship the Mayor gave his sincerest thanks to the Deputy Mayor, Councillor Mrs Hopkinson and the past Mayor, Councillor Mrs Custance for their assistance over recent weeks and expressed his appreciation and thanks to them both. His Worship the Mayor informed Council that all of the Borough Council’s events such as the Ilkeston Charter Fair, the Bonfire and Firework Display, Remembrance Services and the Christmas Light switch-ons were very well attended and ran like clockwork. He has thoroughly enjoyed meeting people from within the borough and neighbouring areas at these and other events. His Worship the Mayor informed Council that representatives of local schools and groups are continuing to be received at the town halls to hear about life in the civic office and in local government. He invited members to let the Democratic and Civic Support Officer know of any local schools or groups who would like to take part in such a visit in the future. His Worship the Mayor advised Council of the forthcoming traditional Christmas Eve Carol Service on Ilkeston Market Place commencing at 7.00pm. He reminded members to advise the Democratic and Civic Support Officer if they intend to join the service and require refreshments which will be served beforehand in the Mayor’s Parlour. Other future events include the Charity Civic Dinner which is to be held at the Erewash Valley Golf Club on Friday, 31 March 2017 and the Charity Golf Day, which again will be held at the Erewash Valley Golf Club, on Friday, 28 April 2017 Finally, His Worship the Mayor thanked members and wished them all the best for the season. 308 PUBLIC QUESTIONS In accordance with Council Procedure Rule 10 the following question was asked during public question time: Question by Robert Mee: “I am a resident of West Hallam, and I was at the October Council meeting at Long Eaton. Following the motion on the 2021 census, I was dismayed to hear the Leader of the Council, Councillor Corbett, offer praise to (and I quote) “our M.P., Maggie Throup”. I would like to point out that the Borough of Erewash is covered by more than one parliamentary constituency; it is bad enough that the Boundary Commission seems intent on moving West Hallam into Amber Valley, but now the Leader of the Council has forgotten that we have different representation at Westminster. I would like to ask the council to confirm that West Hallam, Dale Abbey, Stanley, Morley, Breadsall and Little Eaton receive the same amount of consideration as other parts of the Borough. I would also like the council to explain the liaison which currently exists between the Borough Council and Pauline Latham, Member of Parliament for the Mid-Derbyshire constituency, and how that compares with their liaison with Maggie Throup M.P.” Response given by Councillor Corbett (Leader and Lead Member for Strategic Policy) “I should like to thank Mr Mee for his question, from which I was pleased to learn that he values his excellent Conservative Member of Parliament, Mrs Pauline Latham. I apologise for failing to mention her during a Council debate in October. Mr Mee is quite correct that Mrs Latham represents a number of Erewash residents in Parliament. There are 14,598 Erewash Borough Council electors which lie in Mid-Derbyshire parliamentary constituency whilst 72,241 are represented by Maggie Throup, our first class Conservative MP for Erewash. I can confirm that the areas lying in Mid-Derbyshire, which also include Ockbrook and Borrowash, receive the same amount of consideration as the other parts of the borough. They are also eligible for the Rural Community Grants of £250,000 over 4 years which were set up precisely to benefit organisations in the rural parts of Erewash Borough. Mrs Latham regards Erewash Borough as a crucial part of her parliamentary constituency into which she puts a great deal of time and effort. I know that she was at the Remembrance Service in West Hallam only the other week and she holds regular ‘Meet your MP’ events. As Mr Mee will know the Borough Council’s Deputy Leader, Councillor Mrs Hart, is also the Derbyshire County Councillor for the West Hallam division which includes villages named in his question. She is therefore ideally placed to continue her regular contact with Mrs Latham. Mrs Hart and I also meet our other Conservative MP, Mrs Maggie Throup, on a regular basis.” 309 PRESENTATION OF PETITIONS None. 310 MINUTES STANDING REFERRED TO COUNCIL Council considered the following minute which stands referred to Council: Minute Subject Meeting Number 266 Arrangements for the appointment Audit Committee of an External Auditor - 29 November 2016 It was moved by Councillor Corbett and seconded by Councillor Mrs Hart that minute number 266 (Arrangements for the appointment of an External Auditor) standing referred to Council be approved and confirmed. Following a vote by show of hands it was: RESOLVED that the above minute standing referred to Council be approved and confirmed. 311 THE COUNCIL MINUTE BOOK It was moved by His Worship the Mayor, seconded by Councillor Corbett and: RESOLVED that the minutes set out in the council minute book for the period 22 September to 29 November 2016, excluding the meeting of Council held on 13 October 2016 and the minute standing referred to Council which have been dealt with earlier in the meeting, be noted. With reference to minute number 189 of the Audit Committee meeting held on 27 September 2016 Councillor Summerfield asked that congratulations and thanks be passed onto the staff for their hard work. 312 QUESTIONS BY MEMBERS TO THE LEADER, LEAD MEMBER OR CHAIRMAN OF A COMMITTEE (PROCEDURAL RULE 12) In accordance with procedural rule 12.2 the following question was asked and answered without discussion: Question asked by Councillor Treacy “The piece of land known as "Jonny's" at the bottom end of Tesco car park is becoming what some may call "a rundown piece of land". Labour councillors in the summer asked local residents if they would want the council to develop the land into a more usable space. An overwhelming number of people said they would like to see the land used in a more productive way, in particular to see the land used for activities that promotes fitness for young people. Will the council look at a future change of use and development for the land that takes in the public’s wishes to promote fitness and help combat obesity in line with the Government’s current recommendations?” Response given by Councillor Corbett “I should like to thank Councillor Treacy for his question. As he will know, the council has over the last couple of years already spent considerable sums of council tax payers money on improving play areas in Cobden Street, Long Eaton; Sawley Park; Hayworth Park, Sandiacre; and Wirksworth Road, Kirk Hallam to promote fitness and help combat obesity. The total capital cost of these 4 play areas alone was £188,000, of which £53,000 was found from external funding, leaving £135,000 which was found from the council’s capital reserves. In addition, the total cost of the new skate board park in Kirk Hallam came to some £137,000, of which £93,000 was found in outside grants leaving £44,000 to come from the council’s capital resources.
