MINUTES OF THE REGULAR STUDY SESSION MEETING LA MIRADA CITY COUNCIL OCTOBER 14, 2014

Mayor Mowles called the meeting to order at 5: 00 p.m. in Conference Room I, La Mirada City Hall, 13700 La Mirada Boulevard, La Mirada, California. The City Council was present with Councilmember Sarega, Councilmember De Ruse, Councilmember Jones, Mayor Pro Tem Deal, and Mayor Mowles. The following staff members were present: City Manager Jeff Boynton, City Attorney James Markman, and Deputy City Manager/City Clerk Anne Haraksin.

PUBLIC COMMENT Mr. Hal Malkin provided information on the Friends of the La Mirada Library. He said the Friends of the La Mirada Library are interested in providing input and feedback on the proposed La Mirada Library renovation cooperative project.

REVIEW AND DISCUSSION

LIBRARY RENOVATION COOPERATIVE PROJECT

City Manager Boynton introduced the item.

Deputy City Manager Haraksin introduced Los Angeles County Librarian representatives Margaret Donnellan Todd and Fred Hungerford.

Deputy City Manager Haraksin provided information on the La Mirada Library renovation cooperative project. She said as part of Supervisor Don Knabe' s " Operation Libraries" project, the Los Angeles County Board of Supervisors is investing $ 45 million into the restoration of County libraries in the Fourth Supervisorial District. She said some $ 4 million has been allocated to renovate the La Mirada Library. She said City staff has been working with County staff to finalize a Lease Agreement between the City and County and an Agreement for Architectural and Engineering Services.

Deputy City Manager Haraksin said prior to the beginning of the renovation, design meetings would be held with library stakeholders. She said the renovated library is expected to include: adult, teen, and children' s reading areas, a family early childhood area, self check- out machines, customer service desk, Friends Book Sale area, staff work area offices, group study rooms, public access computers, Wi- Fi, library collection, displays, restrooms, and a community meeting room with an enhanced audio-visual system.

Deputy City Manager Haraksin said that during the renovation of the library, a temporary Express Library" would be established in one of the City's facilities. She said the location has not yet been determined.

II. SPLASH! LA MIRADA REGIONAL AQUATICS CENTER UPDATE

City Manager Boynton introduced the item.

Community Services Director Lori Thompson provided information on activities, attendance, and revenues for Fiscal Year 2013- 14 and summer 2014. She reported that Splash! has remained a popular destination for aquatic programs in the region. She said that during Fiscal Year 2013- 14, approximately 400,000 people visited Splash!. She said preliminary year-end figures indicate Splash! generated over $2. 7 million in revenue, compared to $ 2. 6 million from the prior year. She said revenues exceeded expenses by 367, 053.

Community Services Director Thompson said that Splash! continued to be a favorable location for photo shoots and television productions. She said in February, held Splash' s largest production rental thus far, generating $ 66, 000 in revenue. Olympic gold medalists Cullen Jones, and returned to Splash! for the Speedo shoot.

Aquatics Supervisor Paul Castillo said that throughout the year, Splash! hosted a number of community events with two college swim meets, diving championships, National Junior Olympics Water Polo, Chili Holiday event, Relay for Life, and the Kiwanis Duck Derby. He said in June 2014, Splash! once again partnered with the World Waterpark Association to break the World Record for the World' s Largest Lesson. He said for the second consecutive year attendance figures were higher with 387 participants. He said Olympic gold medalist Janet Evans returned for the third year to host the event. Coverage of the event was featured on several television and radio stations.

III. YOUTH IN GOVERNMENT UPDATE

City Manager Boynton introduced the item.

Community Services Supervisor Oliver Osuna said the Youth in Government program partners students from La Mirada High School with City staff in an effort to engage local youth in the City' s programs and services.

Administrative Analyst Vaniah De Rojas informed the City Council of key program dates. She said a new component was added to the program. Students and Counterparts will have an opportunity to tour City Hall and attend an ice cream social at the Resource Center where they can interview their counterparts.
