    OFFICE OF RESEARCH AND GRADUATE STUDIES Cape Breton University Annual Research Report 2019 [2] Introduction Cape Breton University’s (CBU) Office of Research and Graduate Studies (ORGS) supports a vibrant research culture, contributing to the university’s vision of being ‘rooted in Cape Breton, connected to the world’. With a research profile that spans academic disciplines, engages students, industry, business, community and government, CBU is contributing to global knowledge and development through local research initiatives. Our research culture is captured by CBU’s Strategic Plan 2019-2024. The five pillars of the Strategic Plan are: Invest in our students; Champion the Island’s prosperity; Indigenize the L’nu way; Globalize with a difference; and Empower faculty and staff. As the University community is working to make progress toward these strategic goals, ORGS continues to support research that touches these five directions, and that empowers our researchers. This document is the seventh Annual Research Report for CBU. The Annual Research Report uses the fiscal year as the reporting period, using the Canadian Association of University Business Officers’ (CAUBO) annual financial reports to analyze CBU’s research indicators. This would strengthen research capacity in Canadian universities and increase their ability to attract and retain the world’s most accomplished and promising minds. As of March 31, 2008, the Chairs Program has achieved its aims. With a total investment of nearly $2 billion, 1,833 Chairs have now been recruited to 70 Canadian universities. Since the inception of the program, universities have recruited close to 600 researchers from abroad, 46 per cent of whom have been Canadian expatriates. Of the 372 nominations approved this year, almost two-thirds were renewals of existing Chairs. Thanks to the program’s collaboration with the Canada Foundation for Innovation, more than 130 of these Chairs also received over $20 million in grants for infrastructure that will support their work. The Canada Research Chairs Program is an integral part of Canada’s federal Science and Technology Strategy (S&T strategy), launched in May 2007, which seeks to strengthen Canada’s global competitiveness. Canada Research Chairs are deepening the knowledge base that will support Canada’s society and economy in the 21st century.

    Cape Breton University Annual Research Report 201 7 [2] Introduction This document is the fifth Annual Research Report for Cape Breton University (CBU). The annual research report uses the fiscal year as the reporting period to be compiled when the Canadian Association of University Business Officers’ (CAUBO) annual financial reports are released. The report covers the period from April 1, 2016 to March 31, 2017. While data in the report is shown in year-by-year graphic and tabular breakdowns, much of the data is also reported in three-year rolling totals. These figures better indicate trends in CBU’s research climate and tend to take account of large individual grants that can have an inordinate effect on a single year’s total. CBU’s research activities are very diverse and, therefore, difficult to quantify using one set of statistics or metrics in isolation from other sources of data and contextual description. To give a robust and complete picture of the research environment at CBU, the Annual Research Report examines numerous avenues of research work. The data examined reports on a varied range of activities including success in obtaining research funding, scholarly articles published, dissemination of research findings along with commercialization and industry engagement. In addition to these quantitative measures, the annual report also includes a number of stories from individual researchers and groups that exemplify the kind of innovative research for which CBU is recognized. In this way, the Office of Research and Graduate Studies (ORGS) is pleased to present what we feel is an accurate characterization of the current state of research at CBU.

    Academic Experts’ Biographies www.citizensassembly.gov.on.ca Ken Carty is Professor and sometime Head of the Department of Political Science in The University of British Columbia where he currently holds the Brenda & David McLean Chair in Canadian Studies. A Past President of the Canadian Political Science Association, he was a Distinguished Scholar in Residence at the Peter Wall Institute of Advanced Studies in 2005. For over a decade he has chaired UBC Press. Carty has served as a consultant to both national and provincial Royal Commissions of Inquiry, the CBC Ombudsman, and the Chief Electoral Officer of Canada. He was appointed by the Speaker of the House of Commons to be a member of the last federal Electoral Boundaries Commission for British Columbia. During 2003-04 served as the Director of Research for the BC Citizens’ Assembly on Electoral Reform. Active in the community, he is Chair of the Board of Governors of the Vancouver School of Theology. Carty’s scholarship has been primarily concerned with political parties and electoral systems. He has published widely on politics in Europe, Canada and Australia. His most recent book (co-authored with Munroe Eagles, a political geographer) is Politics is Local: National Politics at the Grassroots. Bill Cross is associate professor of political science at Carleton University. He is a student of Canadian and comparative political parties and election campaigns. He joined Carleton after 8 years at Mount Allison University. Prior to that he was an SSHRC post-doctoral fellow at the University of British Columbia. Cross’s current research focuses on party candidate and leadership selection, youth participation in political parties and electoral system reform in Canada.
