Thames estuary airport: AEF position paper 3rd December 2009 Summary The London Mayor has suggested that the development of an estuary airport may provide an alternative to Heathrow expansion and commissioned Doug Oakervee, the engineer who masterminded Hong Kong’s island airport, to conduct a feasibility study. This briefing takes a historical look at estuary airport proposals and the issues that have arisen, assesses the recent report from Douglas Oakervee, and sets out AEF’s view on the proposal to construct a new airport in the Thames Estuary. AEF considers that all UK aviation expansion plans should be put on hold pending a review of the fundamental evidence underpinning Government policy on airports. We are concerned about the environmental impacts of a new airport in the Thames Estuary in terms of biodiversity loss and likely increases in greenhouse gas emissions as a result of increased aviation activity. Purported environmental benefits of in terms of noise, air pollution and risk, meanwhile, remain uncertain. We are therefore opposed to the building of a new airport in the Thames Estuary, and consider that rather than investing further public money into consideration of new airports, investment should instead focus on provision and promotion of low-carbon alternatives to aviation. Why estuary airport proposals have never got off the ground: some historical examples Maplin Sands A proposal to build a new airport at Maplin Sands was considered as part of the Airports inquiries 1981-83. TCPA – the Town and Country Planning Association – supported it on the grounds that, in terms of both agricultural and noise impacts, it was preferable to the expansion of Stansted. -

Through the use of Monte Carlo simulation, the paper quantifies and compares the relative capacity enhancements that may be afforded by the construction of a new hub airport, additional runways at Heathrow, Gatwick and Stansted and changes to operating practices at Heathrow. The simulations indicate that a new hub airport would be the most effective way to increase capacity, although the reported financial and environmental costs of such a development suggest a comparatively poor rate of return. Proposed new runways at Heathrow, Gatwick and Stansted and the removal of runway alternation at Heathrow provide more modest increases in capacity. DRAFT EIA REPORT SUMMARY For Expansion of Dabolim Airport, Goa in Respect of Extension of Existing Integrated Terminal Building & Existing Apron at Dabolim Village, South Goa EIA District in Goa SUMMARY OF EIA PROJECT DESCRIPTION Goa Airport belongs to Ministry of Defence (Indian Navy) and Airports Authority of India (AAI) maintains an International Civil Enclave for facilitation of civil aircraft operation. Indian Navy provides air traffic services for the airport. Goa civil enclave is connected to several domestic and international destinations including all major cities in India like Mumbai, Bengaluru, Hyderabad, Chennai, Delhi, Srinagar, Kolkata, Pune, Patna, Ahmedabad, Cochin, Chandigarh, Indore and International destinations like Kuwait, Dubai, Sharjah, Doha, Muscat, Abu Dhabi, Kuala Lumpur, Moscow etc. The airport was built, in 1955, by the Government of the Estado da Índia Portuguesa, on 249 acres (101 ha) of land, as the Aeroporto de Dabolim, which was later officially renamed to Aeroporto General Bénard Guedes. Until 1961, the airport served as the main hub of the Portuguese India's airline TAIP (Transportes Aéreos da Índia Portuguesa). In April 1962, it was occupied by the Indian Navy's air wing when Major General K.P. Candeth, who had led the successful military operation into Goa, "handed over" the airport to the Indian Navy before relinquishing charge as its military governor to a Lieutenant Governor of the then Union Territory of Goa, Daman and Diu in June 1962. In 2006, the Indian Civil Aviation Ministry announced a plan to upgrade Dabolim Airport. This involved constructing a new international passenger terminal (after converting the existing one to domestic) and adding several more aircraft stands. -

The pressure on land, the question of rehabilitation and resettlement, environmental degradation, growing inequalities are some such concerns. The mega projects initiated by both Central as well as Sfafe government are putting pressure on land and threatening the livelihood of people and environment. Goa is not immune to such developments. The article is concerned with the process of land acquisition to build international airport in Goa and in the course o f action affecting environment and livelihood of people. The article argues while such acquisition is necessary for development, its success depends upon consultation with stakeholders prior to such decisions and well thought out compensation and rehabilitation packages which are lacking in the process of land acquisition. Development discourse in the post reform period brought along with growth host of challenges. One of the major issue in the development discourse revolves around land acquisition and displacement. The increasing number of mega projects are putting pressure on the existing land and environment resultingin protest against such projects throughout the country. Goa being very small the stakes are high. In recent years Goa also witnessed number of protests against the planning and development of projects which risked the land, livelihood and environment. One such protest is the protest against construction of Mopa International Airport in PernemTaluka of Goa. -

This was the need of the hour considering the massive traffic movement from all sides of Goa, on the roads leading to Dabolim airport, especially during peak hours of the flight movement, eventually resulting into traffic congestion near the airport. These two newly constructed flyovers along with the slip roads will facilitate smooth traffic movement towards and away from the airport and will avoid traffic congestion near the airport. Total length of the flyover towards Verna is 686.74 m, including two approach roads from two ends of this flyover.
