Hebei Medical University Hebei Medical University Hebei Medical University is located in Shijiazhuang, the capital and largest city of North China’s Hebei Province. Administratively a prefecture-level city, it is about 280 kilometers (170 mi) south of Beijing. Shijiazhuang is a newly industrialized city. It experienced dramatic growth after the founding of the People’s Republic of China in 1949. The population of the metropolitan area has more than quadrupled in only 30 years. It is a central hub of transportation routes. Currently there are 25,600 students totally studying in the Medical University. Hebei Medical University has long history of enrolling international students from countries including the USA, Japan, Korea, Philippines, Taiwan, UK, India, Pakistan and Nepal. Currently there are over 400 international students. Total of more than 300 international students have already completed their Bachelor of Medicine and Bachelor of Surgery (MBBS) from the University in 2010 – 2011.They are well posted in various hospitals in their home countries and some are even perusing post graduate degrees in renowned international Universities. After more than a hundred years development and evolution, Hebei Medical University has become a comprehensive medical university composed of western medicine, dentistry, anesthesiology, preventive medicine, medical imaging, advanced nursing science, pharmacology, pharmaceutics and other subjects. Now there are 14 colleges, and 15 specialties. MBBS is taught in English.Theuniversity has six affiliated hospitals, in which there are 4,566 in-patient beds. Four hospitals have been granted the status of “first-class hospitals in the third category”. In addition, it also has 60 teaching hospitals and practice bases providing students with sites of clinical teaching, specialist teaching and practice. In the past few years, Hebei Medical University has become an important window of cultural and economic exchanges with the world. It has established closer cooperation with about ten medical colleges and research institutes of Japan, South Korea, America and France successively. 24 foreign experts have been invited to take the honorary positions of this university. Over 400 experts and professors have been sent abroad to give lectures or attend international academic conferences. Necessity and Relevance of JBIC’s Assistance In China, the Open and Reform has since 1978 brought about the transition to a market economy, rapid economic development, and associated environmental problems. This became even truer with China’s accession to the WTO. Against this background, it is becoming necessary to strengthen education and research activities related to market rules and environmental problems. In addition, regional economic disparities have become visible, necessitating regional economic vitalization in less developed regions. Concerning these regions, improvement of higher education is also needed in terms of both quantity and quality to meet the increased demand for higher education following the spread of primary and secondary education (the higher education enrollment rate was 17% in 2003). In the “10th Five-Year Plan for National Economic and Social Development (2001-2005)” and the “10th Five-Year Plan for Education” (2001-2005), the Chinese government set goals of 15% enrollment in higher education institutions, 16 million students in higher education institutions, and human resource development in areas such as law, finance, and trade. It is assumed that even higher goals will be set in the Eleventh Five-Year Plan (2006-2010) currently being formulated. The three target provinces (Liaoning, Hebei, and Hainan) are geographically in the coastal region, but fiscal shortages have left them with comparatively lagging educational conditions.

Thus, we applied four methods based on permutation analysis to measure PAC, including multiscale permutation mutual information (MPMI), permutation conditional mutual information (PCMI), symbolic joint entropy (SJE), and weighted-permutation mutual information (WPMI). To verify the ability of these four algorithms, a performance test including the effects of coupling strength, signal-to-noise ratios (SNRs), and data length was evaluated by using simulation data. It was shown that the performance of SJE was similar to that of other approaches when measuring PAC strength, but the computational efficiency of SJE was the highest among all these four methods.
