O R D E R

In terms of G.O. No.263-ES(PLNG)/0/MDM-10/2010 dt.04/06/2012 & 477-ES(PLNG)/0/MDM-10/2010(Pt-II) dt.07/09/2012 of the Project Director (CMDMP) to the Govt. of West Bengal, Cooked Mid-Day Meal Programme, School Education Department, Acharya Prafulla Chandra Bhavan, Salt Lake, Kolkata-91 to implement the National Programme of Nutritional Support to Primary Stage (Class I to V) for the period from July-September 2012, the following quantity of rice is further sub-allotted to the Executive Officers of Panchayet Samities / Chairman of Municipalities / Mayors of Corporations as shown in the enclosed statement for the period September 2012, on the basis of enrolment figures submitted by the B.D.O.s / Chairman / Mayor of Municipal Bodies / Nodal Officer, S.S.M. and others. District Manager, F.C.I., Burdwan, is requested to issue RELEASE ORDER in favour of concerned Implementing Agencies immediately to enable them to lift rice from F.C.I. Go-Down nearest to them. As per para 3.7 of MDM Guidelines, the foodgrains to be supplied by F.C.I. should be of best available quality, which in any case, will not be inferior to Fair Average Quality (FAQ). District Controller, Food & Supplies, Burdwan, is requested to test the quality of rice and also to arrange for JOINT INSPECTION and sampling prior to lifting of rice by the Implementing Agencies from F.C.I. Godown and to see that only good quality rice is being lifted by the Implementing Agencies. Implementing Agencies are requested to arrange for enroute checking during lifting of rice by Transport Contractor and they are requested to observe the usual norms and formalities as contained in different G.O.s and previous orders and circulars and to submit lifting report and utilisation certificate by 1st Week of the following month to get R.O. for the next month. District Inspector of Schools (P.E./S.E),Burdwan are requested to submit the consolidated progress report in the PRESCRIBED PROFORMA showing allocation, lifting & utilisation of food grains and no. of beneficiaries / Schools by the 1st Week of following month positively to get RELEASE ORDERS of rice for the next month from F.C.I. authority. Sri Sailendranath Koley, H.C. of Food Section, Burdwan is authorised to receive RELEASE ORDER from District Manager, F.C.I. Burdwan on behalf of the District Authority and arrange to send the same to the concerned Implementing Agencies immediately on receiving the RELEASE ORDERS. Sub-allotment of foodgrains is being made on the basis of actual enrolment for Primary schools against 25 (Twenty Five) days. All E.O’s of Panchayat Samities and Mayor/Chairman of Municipal Bodies are requested to submit consignee receipt within 2 days from the date of receipt of the stock from F.C.I. Godown to the undersigned, so that this office can be able to meetup the cost of Food Grains in time. Utilization Cretificate of allotted Food grains alongwith Stock Position of the same MUST be submitted within the 7th day of the following month.
