1 Introduction
The Nanjing 2014 Summer Youth Olympic Games (hereinafter referred to as "Nanjing 2014") will be held in Nanjing from 16 to 28 August 2014. Under the guidance of the IOC Medical Commission and in accordance with the requirements stipulated in the YOG Event Manual, the Games Services Department of Nanjing Youth Olympic Games Organising Committee (NYOGOC), Nanjing Municipal Health Bureau and other relevant departments will set up the Medical Services Command Centre to be responsible for the preparations, organisation and implementation of Games-time medical services. During the Games-time, there will be over 1,100 medical professionals providing up-to-standard medical services for various accredited personnel and ticket-holding personnel.
The medical services include:
1. The Polyclinic in the YOV provides comprehensive outpatient and emergency medical services for the accredited personnel in the Residential Zone. The Polyclinic provides medical services as well as 24-hour emergency and ambulance services from the soft opening to the closing of the YOV;
2. The Athlete (Spectator) Medical Stations at the competition venues provide on-site treatments and ambulance services;
3. The Athletes Medical Stations at the training venues provide on-site treatment and ambulance services;
4. The Medical Assistance Points (trained non-professionals to provide services) or Medical Stations at the CEP Venues provide on-site medical assistance or treatments and ambulance services;
5. The Medical Stations at the non-competition venues such as the IOC Hotel and the Main Media Centre provide on-site treatment and ambulance services;
6. NYOGOC designates hospitals (the official hospitals and emergency referral hospitals for Nanjing 2014) to provide outpatient and emergency services, expert consultation and inpatient medical services; patients treated at the Polyclinic of the YOV or the Medical Stations at the venues will be transferred to the designated hospitals for further treatments or given inpatient services if necessary;
7. Establish the infectious disease monitoring network to provide a full range of public health services;
8. Formulate contingency plans to deal with any possible public health emergency;
9. Formulate the smoking policy at the venues to ensure a “Smoke-free YOG”.
After completing the registration with NYOGOC, NOC team doctors will be granted with a temporary right to practice medicine in China so that they can render medical services to, and only to, members of their own delegations or other delegations they have signed an agreement with.

2 Relevant Policies
2.1 Registration of NOC Team Doctors
According to the Chef de Mission Dossier for Nanjing 2014, all NOC team doctors are required to complete the practice registration in China so that they can provide Games-time medical services for members of their own NOCs or other NOCs they have signed agreement with. NOCs should fill in the Application Form for the Registration of Team Doctors no later than 26 March 2014, which shall be submitted with the NOC Medical Announcement ratified by NOCs to NYOGOC at the Chefs de Mission Seminar between 26 and 28 March 2014; if they are to provide medical services for members of other NOCs, they should present valid medical services agreement between them. NYOGOC will submit the NOCs’ Application Forms for the Registration of Team Doctors and the NOC Medical Announcement to the health administrations of local government for record, and reply to the NOCs not later than 30 June 2014.
NOC team doctors shall not practice medicine, including making prescriptions in the YOV Polyclinic, during Nanjing 2014 without going through the registration procedure.
See section 8.3 of this Guide for NOC Medical Announcement.
After completing the registration, recognised team doctors are able to provide general medical services for members of their own delegation and those with medical agreement; write out prescriptions (using the YOG official prescription sample) and use the drugs in the Catalogue of Drugs listed in the Pharmacy Guide. Both the prescriptions and drugs will be provided by the YOV Polyclinic.
Any medical services delivered outside the YOV Polyclinic, such as that delivered by the designated hospitals, shall be performed by the designated physicians.
NYOGOC shall not take any responsibility for the medical services provided by NOC team doctors for members of their own delegation or those with medical agreement.
2.2 Insurance of NOCs’ Medical Professionals
The liabilities arising from the medical practice during Nanjing 2014 by NOC team doctors and other medical staff members shall be assumed by the doctors and medical staff members or by NOCs. NYOGOC assumes no legal liabilities caused by the medical liability of NOCs’ registered medical staff. The insurance offered by NYOGOC does not cover the medical malpractice made by NOCs’ medical staff members. It is recommended that NOCs provide their own relevant medical liability insurance.
2.3 Importation/Exportation of NOCs’ Medicines and Medical Equipment
NOC delegation members may enter China with medicines for their personal use or directly for their own NOCs or other NOCs they have signed agreement with. NOCs will have to fill in the Medicines Entry Application Form (See section 8.3 of this Guide). —3—
Opium, morphine, heroin, marijuana and other addictive narcotics or psychotropic medicines are prohibited from carrying into China. The import of such medicines, if really necessary during Nanjing 2014, shall be subject to relevant provisions of China Customs. Once approved, a special report shall be submitted to NYOGOC.
The medicines carried by athletes should have the prescription with them.
To have medical equipment and relevant materials enter China, NOCs should fill in the Medical Equipment Entry Application Form (See section 8.5 of this Guide).
All NOCs that need to carry materials into China should go through necessary procedures for their import according to the requirements and procedures in the Freight and Customs Clearance Manual and the requirements of China Customs.
NOCs should fill in the Medical Equipment Entry Application Forms if they bring the medical equipment and other related materials into China and submit the forms to NYOGOC during the Chefs de Mission Seminar between 26 and 28 March 2014. After verification, NYOGOC will issue the Confirmation Letters concerning the Medicine Entry Application Forms and Medical Equipment Entry Application Forms to relevant NOCs as the customs clearance certificate for the import of drugs and medical equipment.
For the convenience of customs check on the materials, it is recommended that NOCs pack separately the medicines and medical equipment to be carried into China, and present the Confirmation Letters concerning the importation of medicines and medical equipment to the Customs.
NYOGOC is not responsible for the storage of NOCs’ medicines and medical equipment which shall be taken care of by NOCs and used only for NOCs themselves and other NOCs they have signed agreement with.
Unused medicines and medical equipment shall be taken out of China within one month after the conclusion of Nanjing 2014. The Customs shall allow the export after examining the Confirmation Letters concerning the Medicine Entry Application Forms and Medical Equipment Entry Application Forms.
2.4 The Rights of NOC Team Doctors to Pharmacy Services and Prescription
The YOV Polyclinic will provide pharmacy services for athletes and IOC Family members. Registered NOC team doctors shall have the right to take medicines listed in the Pharmacy Guide from the YOV Polyclinic (only limited to dedicated prescription of the YOV Polyclinic). Team doctors can apply for diagnosis and examination items for members of their own delegations and those they have signed agreements with.
Substances prohibited from use in the Pharmacy Guide shall follow the special drug use procedure. The pharmacy of the YOV Polyclinic will verify the use of prohibited drugs used by athletes and make special marks distinctly when distributing such drugs to athletes.

2.5 Therapeutic Use Exemption (TUE) for Athletes
If athletes of Nanjing 2014 need to use any “Prohibited” medicines or methods specified in the WADA’s 2014 Prohibited List for their illnesses or injuries and have no alternative medicines or methods, they should apply for Therapeutic Use Exemption (TUE). Once approved, they can use the specified medicines or methods according to the approval letter.
Before and during Nanjing 2014, NOCs should verify whether the medicines that their athletes are using or about to use contain prohibited substances and whether they need to apply for TUE.
In case of emergency treatments when no alternative to the “Prohibited” substance is available, the medical team or the NOC team doctors can use the irreplaceable “Prohibited” substance first, and then the doctor responsible for the treatment shall fill in the TUE application timely.
2.6 Policy on Medical Expenses
In case of acute diseases, acute attack of chronic diseases and acute injuries, the accredited personnel of NOCs can receive, free of charge, medical treatment in the Polyclinic of the YOV and at Medical Stations of venues, emergency services, inpatient treatments or expert consultations in designated hospitals and ambulance services if necessary,. The scope of treatments and medication shall be the same as the coverage of the national basic medical insurance for the Chinese citizens.
Chefs de Mission or their authorised representatives who participate in the preliminary meeting are entitled to free medical services from the date of their arrival to 30 August 2014 (the date that YOV closes). Other accredited people are entitled to free medical services from 10 to 30 August 2014 (from the soft opening to the closing of YOV). NYOGOC shall bear no medical expenses beyond the above period, and it is recommended that NOCs purchase their own medical insurance to pay for medical expenses incurred.
2.7 Repatriation
In case of accidental injury or death occurring to any accredited person of NOCs, NYOGOC shall provide necessary assistance if the IOC Medical Commission confirms that the injured or deceased need to be transported to their own country.
2.8 Vaccination
People from the areas affected by yellow fever shall present the valid vaccination certificate of yellow fever to the inspection and quarantine authorities at the time of entry.
Upon their entry, people are exempt from filling out the Health Declaration Card of Entry/Exit Quarantine if there are no major infectious diseases inside or outside China. However, people who have symptoms such as fever, vomiting, cough, dyspnea, diarrhea, or patients with severe mental diseases, infectious TB or other infectious diseases that may cause significant harm to the public health shall, on their initiative, report —5—
orally to the quarantine officials at the passenger inspection channels, and accept the corresponding inspection and quarantine.
In case of major infectious diseases inside and outside China, the Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China will release the announcement of compulsory inspection and quarantine, and all the people shall, upon their entry, truthfully fill in the Health Declaration Card of Entry/Exit Quarantine, and walk through the specific inspection and quarantine channels.
2.9 Informed Consent for Underage Athletes
According to the relevant Chinese provisions, the guardians or agent guardians of underage athletes shall sign the Informed Consent Form according to the specific situation before the underage athletes receive medical treatment for illnesses or injuries. If the treatment has little influence on the health of young athletes, the athletes can decide whether to receive such treatment or not by themselves. In case of any threat to any athlete's life, the doctor can provide medical treatment without getting prior permit.

3 Medical Services at Venues
3.1 YOV
The YOV Polyclinic will consist of a variety of departments including Internal Medicine, Surgery, Sports Medicine, Rehabilitation, Stomatology, Ophthalmology, Otolaryngology, Psychological Counselling, Physiotherapy, Type-B Ultrasonic, Electrocardiogram, Laboratory, Pharmacy etc. to provide emergency and outpatient services for accredited personnel in the YOV. Appointments shall be made in advance when the therapeutic massage is required. Patients who need further examinations, expert consultation or inpatient treatment as determined by the Polyclinic doctors will be transferred to NYOGOC-designated hospitals accompanied by team doctors or other members of NOCs.
The YOV Polyclinic operates from 10 to 30 August 2014 (from the soft opening to the closing of the YOV). During this period, services are available from 8:00 to 22:00 every day, and 24-hour emergency and ambulance services to the designated hospitals are offered.
3.2 Competition Venues
Medical stations or separated Athletes Medical Stations and Spectator Medical Stations will be set up at competition venues as needed.
3.2.1 Athletes Medical Stations
Athletes Medical Stations provide on-site medical services and emergency-and-ambulance services for accredited personnel who are permitted to enter these areas. After the on-site treatment, the injured or the patients, if the on-site doctor considers it necessary, shall be transferred by ambulance to the YOV Polyclinic or the designated hospitals for further diagnosis and treatment.
Athletes Medical Stations provide services one hour before the competition till all the athletes leave the venues.
3.2.2 Spectator Medical Stations
Spectator Medical Stations provide on-site medical services and emergency-and-ambulance services for accredited personnel and ticket holders such as media personnel, staff, volunteers and spectators in the venues. After the on-site treatment, the injured or the patients, if necessary, shall be transported by ambulance to the designated hospitals for further diagnosis and treatment.
Spectators Medical Stations provide services one hour before the competition till half an hour after the end of the competition.
3.2.3 Ambulance

Ambulances are parked in or near the venues to provide first-aid treatment and ambulance services. The services are available one hour before the competitions till half an hour after the end of the competitions.
3.3 Training Venues
3.3.1 Athletes Medical Stations
Medical Stations operate in training venues to provide treatment for clients of Nanjing 2014 during the training. The services are available one hour before the training till all the athletes leave the training sites.
3.3.2 Ambulance
Ambulances are parked in or near the venues to provide first-aid treatment and ambulance services. The services are available one hour before the training till half an hour after the end of the training.
3.4 CEP Venues
Medical Assistance Points (trained non-professionals to provide services) or medical stations operate according to need to provide on-site medical assistance or treatment as well as ambulance services.
3.5 IOC Hotel and Other Designated Hotels
The operation period of the Medical Station at the IOC Hotel is the same as that of the reception period of hotel. The Medical Station operates from 8 am to 5 pm every day and provides 24-hour emergency-and-ambulance services for the accredited personnel at the IOC Hotel. Necessary medical services or assistance are to be provided at other designated hotels according to the number of residents, the location of hotels and the situation of facilities.
3.6 Main Media Centre
The Main Media Centre has medical stations (points) which operate during the MMC operation days and provide emergency-and-ambulance services for the accredited personnel within the operation hours.
3.7 Opening/Closing Ceremonies Venues
During the Opening/Closing Ceremonies, the Medical Station will be set up at the Opening/Closing Ceremonies Venues and a sufficient number of ambulances will stand by to provide emergency-and-ambulance services for accredited personnel of NOCs, performers and spectators.

4 Designated Hospital Network
According to the location of venues, NYOGOC has designated two official hospitals for Nanjing 2014. The Municipal First-aid Centre of Nanjing is the designated first-aid services centre. 26 emergency referral hospitals have been determined (one or two hospitals per venue). The official hospitals, emergency referral hospitals, and the Municipal First-aid Centre of Nanjing will provide relevant support for the medical services of Nanjing 2014.
1. Special medical services areas will be set up at the official hospitals and emergency referral hospitals, following the requirements of the Pharmacy Guide, to provide outpatient and emergency services, expert consultation and necessary inpatient services for various specified clients.
2. The official hospitals and emergency referral hospitals will send medical teams stationed at each venue and provide on-site medical services and first-aid treatment for the acute injured or patients, who, if necessary, will be transferred to the official hospitals or emergency referral hospitals for further diagnosis and treatment. The medical teams in the venues, the first-aid centre and the official hospitals or emergency referral hospitals will closely cooperate with the ambulance services so that the injured or patients at each venue will be transferred to designated hospitals within 30 minutes.
Anyone who goes to the official hospitals or emergency referral hospitals on his/her own for further diagnosis and treatment shall present the accreditation card, otherwise he/she cannot enjoy the relevant service policies regarding to the designated hospitals.

5 Gender Eligibility
According to the requirements of the IOC Medical Commission, a Gender Test panel will be set up by NYOGOC to test any athlete whose gender it doubts.

6 Public Health Services
During Nanjing 2014, all the competition and non-competition venues will provide comprehensive and integrated public health services. NYOGOC coordinates with relevant departments of Nanjing Municipal People’s Government and jointly sets up the public health professional team and venue public health team to supervise and monitor the drinking water, indoor air and biological vector to ensure the safety of drinking water and prevent outbreaks of infectious diseases in venues.
6.1 Symptom Monitoring
The public health staff shall strictly enforce the Law of the People’s Republic of China on the Prevention and Treatment of Infectious Diseases and the Policies on Prevention and Control of Infectious Diseases in the Venues of the Games, and monitor symptoms of fever, diarrhea, conjunctival redness and swelling, jaundice and rash. The NOCs shall report any one of the above-mentioned symptoms of their members to doctors of the Medical Stations in the venues or to designated hospitals. The public health personnel will conduct further epidemiological investigation and appropriate treatments according to the supervision.
6.2 Treatment of Infectious Diseases
During Nanjing 2014, NYOGOC will isolate the patients or suspected patients with notifiable infectious diseases for treatment or provide transport service, based on the epidemic information released by the WHO and the Chinese Ministry of Health, in accordance with the Law of the People’s Republic of China on the Prevention and Treatment of Infectious Diseases, the Law of the People’s Republic of China on Entry and Exit of Aliens, and the Rules Governing the Implementation of Law of the People’s Republic of China on Entry and Exit of Aliens
1. In the event that infectious diseases or suspected infectious diseases are found in any NOC accredited persons at airports, railway stations and other ports, the inspection and quarantine departments shall immediately notify the Medical Services Command Centre. At the same time, the patients shall be isolated for treatment or transported in accordance with the relevant laws and regulations. 2. Patients or suspected patients of major infectious diseases found in YOV Polyclinic, medical stations/points, official hospitals and emergency referral hospitals and the persons in close contact with them shall, according to the relevant provisions, be immediately kept under the medical examination and the following measures shall be applied:
1) Patients and pathogen carriers shall be isolated for treatment, and the period of quarantine shall be determined according to the results of the medical examination.
2) Suspected patients shall be separately isolated for treatment in designated places until a definite diagnosis is made.
3) Patients, pathogen carriers and suspected patients and persons in close contact with them shall be kept under medical observation in designated places, and necessary preventive measures shall be applied.

4) For those who refuse treatment in isolation or break away from that treatment before the expiration of quarantine period, the public security department may assist medical care institutions in taking measures to enforce the treatment in isolation.
5) Disease prevention and control agencies, when receiving a report, shall apply immediate and strict sanitary disposal to contaminated places where patients of major infectious diseases, pathogen carriers and suspected patients of infectious diseases have been found.
3. As for patients of common infectious diseases found in the YOV Polyclinic, medical stations (points) in the venues and designated hospitals, necessary treatment and control measures shall be applied according to the patients’ conditions. As for athletes infected with common infectious diseases, disease prevention and control institutions shall, according to the patients’ conditions, put forward suggestions about whether the infected athletes need to be kept under medical observation or isolated for treatment, and submit them to the IOC Medical Commission for approval.

7 Smoking Policy at Venues
NYOGOC is committed to staging a “Smoke-free YOG” and has formulated corresponding smoking control policies, banning smoking and cigarette sales at all YOG venues.

1. The NOC shall only deliver medical services in the Nanjing 2014 Venues to its own delegation; however, the NOC could also deliver its medical services to other delegation(s) in the Nanjing 2014 Venues with the written consent of their according National Olympic Committee(s). As of the date of

signing this Announcement, the NOC has obtained written consent from the following National Olympic Committee(s) to provide medical services in the Nanjing 2014 Venues to the according delegations: ______
2. The NOC shall take all responsibility for the provision of medical services in Nanjing 2014 Venues by the NOC’s medical staff and/or reimbursement of medical/surgical expenses incurred in connection with these services and indemnifies NYOGOC and the International Olympic Committee ("IOC") against all claims, liabilities, losses, damages and costs (including legal costs) arising from the provision of medical services in Nanjing 2014 Venues by the NOC’s medical staff.
3. The NOC shall take full responsibility for any loss or damage to all equipment and other property that the NOC’s medical staff has brought into the Nanjing 2014 Venues, and shall comply with all applicable laws and regulations (including occupational health and safety regulations), all venue rules, conditions and procedures while performing medical services in the Nanjing 2014 Venues.
4. If the NOC needs to import pharmaceuticals or dietary supplements to meet the needs of its members, the NOC shall a. declare all pharmaceuticals upon customs clearance; b. maintain all pharmaceuticals in their original packaging; c. take full responsibility in relation to the chemical composition of dietary supplements, and agree that NYOGOC or IOC shall take no responsibility for possible containment of prohibited substances (either by P.R.C. legislation or by IOC rules) in such dietary supplements.
5. The original copy of this Announcement, after being signed and sealed, should be submitted to NYOGOC during the Chefs de Mission Seminar between 26 and 28 March 2014.
