The Policy Memorandum for the Planning (Scotland) Bill articulates an ambition to shift planning from reacting to development proposals to proactively supporting investment and quality place-making. As discussed in our evidence session, that requires some vision as to the purpose of the planning system as a mechanism for contributing to the sustainable development of both urban and rural Scotland. Community Land Scotland views the Bill as an important legislative opportunity for Planning Policy to contribute to the renewal of rural Scotland in particular by incorporating our proposals regarding repopulation and resettlement of land.     مجمة العمارة والفنون العدد العاشر “Al-tally” ascension journey from an Egyptian folk art to international fashion trend Dr. Noha Fawzy Abdel Wahab Lecturer at fashion department -The Higher Institute of Applied Arts Introduction: Tally is a netting fabric embroidered with metal. The embroidery is done by threading wide needles with flat strips of metal about 1/8” wide. The metal may be nickel silver, copper or brass. The netting is made of cotton or linen. The fabric is also called tulle-bi-telli. The patterns formed by this metal embroidery include geometric figures as well as plants, birds, people and camels. Tally has been made in the Asyut region of Upper Egypt since the late 19th century, although the concept of metal embroidery dates to ancient Egypt, as well as other areas of the Middle East, Asia, India and Europe. A very sheer fabric is shown in Ancient Egyptian tomb paintings. The fabric was first imported to the U.S. for the 1893 Chicago. The geometric motifs were well suited to the Art Deco style of the time. Tally is generally black, white or ecru. It is found most often in the form of a shawl, but also seen in small squares, large pieces used as bed canopies and even traditional Egyptian dresses.     Paisley & Renfrewshire Silk Gauze 1775 Anton Graff - Gertrud Elisabeth Mara A FAmily oF threAds 1 Silk Gauze Silk Gauze was, for a short but glorious period in Renfrewshire’s textile history, one of the most important fabrics produced, both in terms of providing local employment and financial revenue, and also because of its worldwide reputation, as a result of the design and quality of the textiles manufactured. So where are all the examples and displays of this beautiful, artisan produced, eighteenth century fashionable and in-demand fabric? Many Paisley folk have heirloom shawls that have handed down through the generations, and even original early woven shawls can be found in excellent condition. However, nobody seems to find cupboards full of great, great, great granny’s silk gauze collection! Properties of silk gauze One of the main reasons for this is, unfortunately, the composition of the fabric itself. In wear and usage, the desired effect of silk gauze is that of luxury, with freshness and crispness in its handling being the unique selling point. This, in part, acted as an indication of the wearers wealth and status within society, directly related to their ability to firstly purchase, and then maintain the appearance of, such a fine delicate fabric. In the 18th century, silk gauze was popular especially on garments as trims, overlays, neckerchiefs, caps, aprons & mantles. It was a sheer, light, semi-crisp fabric sometimes woven with integral designs or flowers and sometimes surface embroidered. Silk gauze as a dress fabric and as an accessory Silk gauze, by its very nature, was a fragile, delicate fabric that does not withstand wear, laundering, domestic bleaching and starching, or simply the passage of time.

Present – Alan Ross, Stephen MacKinnon, Marion Morrison, Hamish Taylor, John MacLean, Kenny MacLeod, Caroline Chaffer 3. Minutes were proposed by Kenny MacLeod and seconded by John MacLean 4. Matters Arising 4.1 Geese – Geese are back at football pitch and causing problems. Caroline will find out who deals with geese culling and Stephen will check if bird scaring poles with hawks are still available to be put up at pitch. It was agreed Community Council would buy more if needed. 4.2 HHP – Alan is continuing to liaise with Councillor Mitchell to get a response to earlier enquiries. 4.3 Paisley Sisters – Hamish and John spoke to the necessary people and they are happy for this to proceed. The plan is to stabilise the ruin and put up an information board. There is £5k with the Harris Tweed Authority available for this project. Leverburgh Enhancement Group will take plans for a trail forward. 4.4 Lobster Hatchery – This will stay in the Harris Plan. There is a national lobster hatchery in Padstow; Alan will contact them for advice. 4.5 Port of Leverburgh – Alan spoke to Ken MacDonald who advised that there are issues with the map which need to be sorted out. 5. Harris Plan – Alan is on the committee which keeps the Harris Plan up to date. Anyone who knows of any planned developments or ideas should let him know. Harris Development Limited have received funding for a three year Development Officer Post, who will be based in South Harris at Seallam!, to take forward the Harris Plan and report to the Harris Forum.

The Development of the Cotton Industry in Paisley Stuart Nisbet Preface It is a common difficulty in Scottish history and archaeology that big successes become so well-known that we lose sight of how they actually started. Such is the case with cotton mills. This paper asks how the vast ‘Paisley Mills’ of Coats and Clark actually developed. This will take us back through a potted evolution of the textile mill, leading up to the development of Paisley’s world-wide success in textile making. The story is very wide-ranging, but as the emphasis of the 2008 conference is on built heritage, we will look at the earlier period through a quick tour of the buildings or physical evidence. The development of the cotton mill can be seen through an evolution of five groups of textile ‘mill’: 1. Weaving Mills or ‘Manufactories’ 2. Thread Mills 3. Lint Mills 4. Wash Mills, Bleachfields and Printfields 5. Spinning Mills Early Ferguslie Mills and Paisley Canal c.1830 (Courtesy of Glasgow University Archive Services Ref. GB 248 UGD 199). Introduction What is a cotton mill? Today it can mean anything from a water-powered factory to a warehouse up the A9 which sells tartan rugs, shortbread and fiddle music. How does a cotton mill compare with earlier textile mills, such as thread mills and lint mills? Does a water powered mill differ from a steam powered mill? Is a Paisley cotton mill the same as a New Lanark cotton mill? Such questions can be answered in terms of industrial history or archaeology.
