FILMING AT MEETINGS Please note this meeting may be filmed or recorded by the Council for live or subsequent broadcast via the Council’s internet site or by anyone attending the meeting using any communication method. Although we ask members of the public recording, filming or reporting on the meeting not to include the public seating areas, members of the public attending the meeting should be aware that we cannot guarantee that they will not be filmed or recorded by others attending the meeting. Members of the public participating in the meeting (e.g. making deputations, asking questions, making oral protests) should be aware that they are likely to be filmed, recorded or reported on. By entering the meeting room and using the public seating area, you are consenting to being filmed and to the possible use of those images and sound recordings. APOLOGIES 3. URGENT BUSINESS The Chair will consider the admission of any late items of urgent business. Late items will be considered under the agenda item where they appear. New items will be dealt with at item 14 below. 4. DECLARATIONS OF INTEREST A member with a disclosable pecuniary interest or a prejudicial interest in a matter who attends a meeting of the authority at which the matter is considered: (i) must disclose the interest at the start of the meeting or when the interest becomes apparent, and (ii) may not participate in any discussion or vote on the matter and must withdraw from the meeting room. A member who discloses at a meeting a disclosable pecuniary interest which is not registered in the Register of Members’ Interests or the subject of a pending notification must notify the Monitoring Officer of the interest within 28 days of the disclosure. Disclosable pecuniary interests, personal interests and prejudicial interests are defined at Paragraphs 5-7 and Appendix A of the Members’ Code of Conduct 5. DEPUTATIONS/PETITIONS To consider receiving deputations and/or petitions in accordance with Part Four, Section B, Paragraph 29 of the Council’s Constitution. 6. MINUTES (PAGES 1 - 18) To confirm and sign the minutes of the Planning Sub Committees held on 29 October and 9 November. 7. PLANNING APPLICATIONS In accordance with the Sub Committee’s protocol for hearing representations; when the recommendation is to grant planning permission, two objectors may be given up to 6 minutes (divided between them) to make representations. Where the recommendation is to refuse planning permission, the applicant and supporters will be allowed to address the Committee. For items considered previously by the Committee and deferred, where the recommendation is to grant permission, one objector may be given up to 3 minutes to make representations. 8. 3 FORDINGTON ROAD, N6 4TD (PAGES 19 - 42) Erection of a part single-storey, part two-storey rear extension [deferred from 9 November meeting] RECOMMENDATION: grant permission subject to conditions. 9. FILMING AT MEETINGS RESOLVED That the Chair’s announcement regarding the filming of the meeting for live or subsequent broadcast be noted. 35. APOLOGIES Apologies for absence were received from Cllr Ryan and for lateness from Cllr Doron. 36. ARCHWAY BRIDGE, HORNSEY LANE LONDON N8 The Committee considered a report on the application to grant Listed Building consent for proposed anti-suicide measures by installation of fencing to the bridge parapet. The report set out details of the proposal, the site and surroundings, planning history, relevant planning policy, consultation and responses, analysis, equalities and human rights implications and recommended to grant Listed Building consent subject to conditions. The planning officer gave a short presentation highlighting the key aspects of the report. In reflection of the joint ownership of the bridge, it was advised that LB Islington had granted Listed Building consent for the scheme on 8 October. The Committee were provided with copies of two emails, one from an objector and the other from a supporter of the application who were unable to attend the meeting to make representations. [7.30 - Cllr Doron entered the meeting but did not take any part in determination of the application at hand]. The Committee raised the following points in discussion of the application: In response to a question on the history of the scheme, clarification was provided that the application had been submitted at the end of last year but that negotiations on the final design with partner agencies had been fairly protracted resulting in a delay to the application coming before Committee. Page 2 Concerns were raised over the potential for the unsightly accumulation of litter behind the new fencing and permitting access for litter picking. Officers advised that the potential for litter accumulation would be minimised due to the attachment of the fencing to the main structure. The fencing panels would also be removable to allow maintenance. In light of continued Member concern, it was additionally proposed to amend condition 3 to require submission and approval by the Council of details of the proposed treatment at the base of the structure in order to reduce the likelihood of litter being trapped within the structure. Further information was sought on the provision of additional support measures to deter suicide attempts such as information plaques, phones connected to the Samaritans etc. Officers advised that although it was recognised that a physical solution to frustrate access would not constitute a sole remedy, other measures were outside of the remit of the application as well as the borough boundary. Wider discussions were ongoing between the BEH Mental Health Trust and other agencies around additional support arrangements for the bridge. Condition 4 required a review of the anti-suicide signage to the bridge within three months of works commencing. In response to points raised, confirmation was provided that removal of the current mesh and spikes would be undertaken as part of the works; the removable strapped mesh panels would allow for the maintenance of the bridge light columns; partner agencies including Heritage England and the Council’s conservation officer, had deemed that bridge repair and redecoration was not required as part of the construction works; Concern was raised that there could be a period of time during construction works when no anti-suicide measures were in place. In response, officers proposed an additional condition requiring submission and approval by the Council of a scheme for the phased implementation of the works in order to ensure that the safety of pedestrians using the bridge was not compromised as a result of the implementation of the works. The Chair moved the recommendation of the report including the amendment to condition 3 covering treatment of the base of the structure for litter picking and an additional condition covering phasing of works and it was RESOLVED That Listed Building consent application HGY/2014/3527 be approved subject to conditions. 1. The development hereby authorised must be begun not later than the expiration of 3 years from the date of this permission, failing which the permission shall be of no effect.

We place learning at the core of everything we do at Aylward Academy. We have a committed and highly skilled staff and Governing Body who are dedicated to ensuring that all students achieve the best possible outcomes in their academic qualifications as well as their personal development.

Describe the issue under consideration 1.1. School Place Planning is carried out by Haringey’s Education Services which sits within Schools and Learning. Place planning is essential to ensure sufficiency of places (neither too few nor too many) and to allow for some parental choice and movement across schools. A surplus of more than 2% is not recommended as it can lead to financial pressures within schools. 1.2. We use a variety of data, including the Greater London Authority’s (GLA) school roll projections to ensure that the number of places available is planned in a timely and measured way, and so that we continue to meet our statutory duty to ensure sufficiency of places. Our projections run for a ten-year period meaning that our current projections (2019) help us to project patterns of demand for school places up to 2028. 1.3. This, our sixteenth School Place Planning Report (SPPR), provides a summary of the data that informs our work across the next (2019/20) academic year and beyond, providing school roll projections up to and including 2027/28. The report and associated appendices provide detailed information on projected and actual births, school rolls, expected new residential development, the provision of new places/reduction in provision, and place demand in the adjoining six boroughs (Barnet, Enfield, Camden, Islington, Hackney and Waltham Forest).

    Appendix A Haringey Schools - APT -2021 - 22 Local Funding Consultation Survey Results - Breakdown A total of 55 responses were received through the survey link. After vetting for returns to remove ineligible votes, School Count of Responses to the Consultation including 2 School Business Manager, 1 Nursery School, 2 votes that did not include the voter designation, 1 vote Academies Secondary Maintained Primary Maintained Secondary that did not state the School and 1 doubled Governor vote from a School. The total eligible vote count numbered 48. 2 2 These 55 responses came from 41 Schools (plus an additional 1 vote not stating the School). After vetting this meant that 35 Schools had voter representation. The breakdown of School Type can be found in the chart: “School Count of the Responses to the Consultation”. The chart “Participation Levels” detail the breakdown the votes by Head teacher of Governor. The chart “Breakdown of Voter Designation per School” detail the total numbers where a school has either had: a) Headteacher and Governor vote, b) a headteacher vote only or c) a Governor vote only. *As part of the consultation all eligible schools effectively have 2 chances to register a vote for the local funding formula factors.
