Rhys Kesselman Supervisor Assistant Professor Josh Gordon Internal Examiner Assistant Professor Date Defended/Approved: March 24, 2017 ii Ethics Statement iii Abstract In response to the tragic Rana Plaza building collapse in 2013, Western clothing brands launched initiatives to inspect their Bangladeshi ready-made garment (RMG) supplier factories and remediate violations of global electrical, fire, and structural standards. The Bangladesh Accord on Fire and Building Safety (Accord) and the Alliance for Bangladesh Worker Safety (Alliance) are scheduled to end in June, 2018. While significant progress has been made in the remediation of electrical and fire deficiencies, inspection data from the Accord show that about half of identified structural problems remain unsolved, including a large portion of structural repairs over two years past their deadlines. As brands have taken temporary responsibility for safety in much of the sector, this report considers policy options available to them given the near-impossibility that complete remediation will occur by the initiatives’ deadline. -

Canadian Political Science Review 3(4) December 2009 Private Health Facilities in Saskatchewan: Marginalization through Legalizationi Tom McIntosh and Michael Ducie (University oF ReGina)* Abstract This paper explores how the passage of Saskatchewan’s Health Facilities Licensing Act in 1996 created both a legal Framework For private health Facilities in the province as well as erectinG significant barriers to virtually insure that no such Facilities could eFFectively operate. This is done within the context oF discovering how placing barriers to privatization has contributed to reForm of the health care system and the conditions in which reForm will be permitted. Data for the study were collected from a series of eleven key informant interviews includinG elected oFFicials, civil servants, health care proFessionals, academics, members oF key stakeholder orGanizations which both supported and opposed the leGislation. Introduction One would be hard pressed to find a single issue that is more divisive within the health care debate than that of the role of private financing and private delivery of health services. But despite a number of wide-ranging provincial studies (see, for example: Quebec, 2000; Saskatchewan, 2001; Alberta, 2002), a Royal Commission (Canada, 2002a) and a Senate committee report (Canada, 2002b) in the past decade, there is also probably no single issue that is still so poorly understood by the public, stakeholders and governments. The recent Supreme Court decision that found Quebec’s ban on the purchase of private insurance for services already insured under provincial insurance to be a violation of the Quebec Charter of Rights has reignited the debate in important ways while also doing little to clarify some of the key issues that are stake (Marchildon, 2005; Flood et al., 2005; McIntosh, 2006; Premont, 2007). -

Between 1983 and April 2003 Mycle Schneider was executive director of the energy information service WISE-Paris. Since 2000 he has been an advisor to the German Ministry for the Environment, Nature Conservation and Reactor Safety. Since 2004 he has also been in charge of the Environment and Energy Strategies Lecture of the International Master of Science for Project Management for Environmental and Energy Engineering at the French Ecole des Mines in Nantes, France. In 2007 he was appointed as a member of the International Panel on Fissile Materials (IPFM), based at Princeton University, USA (www.fissilematerials.org). In 2006-2007 Mycle Schneider was part of a consultants’ consortium that assessed nuclear decommissioning and waste management funding issues on behalf of the European Commission. In 2005 he was appointed as nuclear security specialist to advise the UK Committee on Radioactive Waste Management (CoRWM). Mycle Schneider has given evidence and held briefings at Parliaments in Australia, Belgium, France, Germany, Japan, South Korea, Switzerland, UK and at the European Parliament. -
