302 JOB TITLE: Deputy Marshal MAR/3 DEPARTMENT: Marshal, Paulding County PAYGRADE: 13 JOB SUMMARY: This position is responsible for enforcing county ordinances, state criminal and traffic laws and providing security for public meetings and special events. MAJOR DUTIES: o Responds to reported ordinance violations; and may respond to emergency situations and other miscellaneous calls for service; issues orders for corrective actions and/or issues citations; makes arrests. o Conducts investigations and collects evidence of county ordinance violations; and may conduct investigations and collect evidence of state criminal and traffic law violations; may obtain arrest warrants and/or search warrants from judicial authority. Testifies in court as necessary. o Assists in animal control ordinance enforcement. o Provides security for County government public meetings, and other specified County-sponsored events. o Reviews business license and mobile home applications; inspects mobile homes for ad valorem tax purposes. o Transports or escorts prisoners to various locations. o Assists other County agencies, including but not limited to, Community Development, Department of Transportation and Public Works, in enforcing specific ordinances; assists other law enforcement agencies as needed. o Completes all required incident reports, supplements, warning notices other reports and documentation as necessary. o Attends training sessions required to maintain P.O.S.T. certification standards and departmental standard operating procedures; attends training sessions to obtain required certifications/re- certifications. o May monitor the work of inmates and/or community service workers. o May assist in the evacuation or rescue of persons and property in emergency situations such as aircraft crashes, fires, floods and other natural or manmade disasters. Deputy Marshal, Marshal 303 Page 2 o Investigates applications for hardship mobile home permits. o Performs other related duties as assigned. KNOWLEDGE REQUIRED BY THE POSITION: o Knowledge of the criminal justice system and court procedures. o Knowledge of federal, state, local laws, county ordinances, animal control ordinances, and department policies and procedures. o Knowledge of the geography, road system, and boundaries of the county. o Knowledge of civil and criminal law. o Knowledge of the processes of the local courts and the various actions filed through the courts. o Knowledge of criminal procedure, especially regarding search, seizure/arrest, requirements in the use of force and the legal limitations of law enforcement officers’ authority. o Skill in interpersonal relations. o Skill in the proper use of and demonstrated proficiency in issued firearms, communications equipment and other standard and specialized law enforcement equipment, including but not limited to, body armor condiment/chemical application devices, batons, handcuffs and other equipment as may be required. o Skill in defensive tactics, proper arrest and suspect apprehension techniques. o Skill in gathering information and preparing reports. o Skill in operating standard office equipment such as a computer, fax, typewriter, and calculator. o Skill in decision making. o Skill in oral and written communication. SUPERVISORY CONTROLS: The Chief Marshal or his/her designee assigns work in terms of general instructions. Completed work is spot-checked for accuracy, compliance with procedures, and the nature and propriety of the final results. GUIDELINES: Guidelines include state, civil, criminal, and traffic laws, county ordinances, and department standard operating procedures. These guidelines are generally clear and specific, but may require some interpretation in application. Deputy Marshal, Marshal 304 Page 3 COMPLEXITY: The work consists of related law enforcement duties. Frequent changes in laws and ordinances contribute to the complexity of the work. SCOPE AND EFFECT: The purpose of this position is to enforce local ordinances and state laws. Successful performance contributes to the safety and security of county residents. PERSONAL CONTACTS: Contacts are typically with co-workers, other county employees, the general public, and other law enforcement officers. PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services. PHYSICAL DEMANDS: The work is typically performed while sitting, standing, walking or stooping. The employee must frequently lift light objects, use equipment requiring a high degree of dexterity, and engage in strenuous physical activity. The employee must possess the ability to use physical strength and endurance to vault objects, move heavy objects and people; posses the ability to use physical strength and endurance in self- defense, defensive tactics, arrest and the use of force; posses the ability to use physical strength and endurance required for short, intense bursts of efforts; posses the aerobic capacity required for extended control situations, defensive tactics, pursuits, searches and prolonged use of force situations. While performing the essential functions of this job the employee is occasionally required to lift and/or move more than 100 pounds. WORK ENVIRONMENT: The work is typically performed in an office, in a vehicle, or outside. The employee may be exposed to dust, dirt, contagious or infectious diseases, inclement weather, and life- threatening situations. The work requires the use of protective devices. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None. MINIMUM QUALIFICATIONS: o Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent. o Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated. o Ability to meet current requirements set forth in the Georgia Mandate Law Enforcement Training Act/Peace Officer’s Standards and Training Act; prior experience preferred, but not required. o Ability to meet required physical fitness standards. o Must be at least 21 years of age.
