The Tenderer must possess Professional Tax enrolment certificate, GST registration certificate (GSTIN), PAN etc. Tender Documents shall be issued on payment of Rs.1652.00 (Rupees one thousand six hundred fifty two) only (Non- refundable) towards cost of tender documents payable either in the form of Bank Draft / Bankers‟ Cheque / Pay Order in favour of „W.B.S.E.D.C.L.‟ on any scheduled bank payable at „Siliguri‟ to the Addl. General Manager (F & A), Hydel Headquarters, Power House Complex, 2nd mile, Sevoke Road, Siliguri on any working days between 11:00 hrs. to 13:30 hrs. from 24.04.2019 to 07/05/2019. 2. Sealed tenders will be received at the office of the Chief Engineer (Hydel), Hydel Headquarters, Power House Complex, 2nd mile, Sevoke Road, Siliguri up to 16:00 hrs. on 07/05/2019. 3. The received bids will be opened on 08/05/2019 at 11:00 hrs at the office of the Chief Engineer (Hydel), Hydel Headquarters, Power House Complex, 2nd mile, Sevoke Road, Siliguri. 4. Earnest Money for Rs.34125.00/- (Rupees Thirty four Thousand one Hundred twenty five only) is to be deposited in the form of Bank Draft / Bankers‟ Cheque / Pay Order in a separate envelope super- scribing as “EMD against NIT No.: WBSEDCL/CEH/MMHD/LRHP/2019-20/03 dated: 23/04/2019”. Validity of tenders should be 120 days from the date of opening of price bid or revised price bid if any. 6. If the office happens to be closed on the last date of receipt of application and / or the last date of issue of Bid Documents and / or the date of receipt of Bid Documents, the next working day (except Saturday) at the same time and venue shall be applicable for the said purposes. 7. Tenderers should quote their rate as per guidance given in the tender document after visiting the site / taking proper information of the site conditions. 8. Bid documents are not transferable and Bid documents will not be sent/received by post. 9. The participating bidders may note that all the statutory taxes as applicable will be deducted from their bill. 10. The Contract period will be firm during pendency of the Contract. No escalation whatsoever will be paid to the contractor. 11. For any other detail/clarification, the contact person will be the Divisional Engineer (Electrical), MMHD. The WBSEDCL reserves the right to assess the bidders‟ capacity and capability to perform the contract and may relax the qualifying requirements at any stage, if required. 13. Man enjoys the beauties of nature and lives on them. But he also becomes a victim of the fury of nature. Natural calamities like famines and floods take a heavy toll of human life and property. Man seems to have little chance in fighting against natural forces. The topography of the district of Darjeeling is such that among the four sub-divisions, three sub-divisions are located in the hills where disasters like landslides, landslip, road blockade are often occurred during monsoon. On the other side, in the Siliguri Sub-Division which lies in the plain there is possibility of flood due to soil erosion/ embankment and flash flood. As district of Darjeeling falls under Seismic Zone IV the probability of earthquake cannot be denied. Flood/ cyclone/ landslide often trouble men. Heavy rains results in rivers and banks overflowing causing damage on a large scale. Unrelenting rains cause human loss. In a hilly region like Darjeeling district poor people do not have well constructed houses especially in rural areas. Because of incessant rains houses collapse and kill people. Rivers and streams overflow inundating large areas. Roads and footpaths are sub merged under water.

The jurisdiction of the Hill Council covers an area of 2476 sq Km covering three Revenue subdivisions of Kalimpong, Kurseong and Daijeeling and 13 mouzas of Siliguri Revenue Subdivision. Hence, unlike a prototype district, Gorkha Hill Council is an autonomous body with 28 elected representatives as its Councillors from 28 Constituencies and 14 councillors are nominated. It has an Executive Cuncil consisting of 15 Executive Councillors of whom 13 are nominated amongst the elected councillors and the remaining two are nominated. The Chairman is also the Chief Executive Councillor of the Executive Council.
