INTRODUCTİON he palmistry has its roots in Indian, Chinese astrology as T well as Roma fortune-telling. From the ancient remaining record of the frescoes in ruins of India and words passed down from Brahmanism, we can find palmistry was very popular in India at that time. In China, palmistry also has a long history. Since the Zhou Dynasty which is about three thousand years ago, it has been prevailed. The first comparatively complete and systematic palmistry work in China appeared in Western Han Dynasty (202 BC - 9 AD) which was written by Xu Fu. Today, people attempt to use Palmistry to learn about their current life and what may be in their future. The human palm best reveals the story of the human life in the past, present and future. Many ancient civilizations study mankind through the Fig. 1. Definitions of palm lines and regions from scientists hands: their shape, their texture, and the lines within them. Although the three major flexions are genetically dependent, most of other creases are not [3]. Even identical twins have different palm prints. These non-genetically deterministic and complex patterns are very useful in personal identification. Human beings were interested in palm lines for fortune telling long time ago. Scientists know that palm lines are associated with some genetic diseases including Down syndrome, Aarskog syndrome, Cohen syndrome and fetal alcohol syndrome [4]. Scientists and fortunetellers name the lines and regions in palm differently shown in Fig.1 [5]. The rest of the paper is organized as follows: Section II describes major palm print lines and the proposed system is Fig. 2. Palm print features (heart line, head line, life line) shown in Section III. Finally, the conclusions are presented in Section IV. III. PROPOSED SYSTEM II. It can also be looked at as a predictor of the health of the heart. This line is located above the head line and life line. It starts either under the index finger or middle finger, and extends toward the pinky finger. 2.2 The Head Line The head line, also known as the wisdom line (considered one of the most important lines in Chinese palmistry), revels mental and psychological makeup and intellectual development and intuitive abilities. This line begins just above the life line, between the thumb and the index finger and runs across the palm toward the other edge of the palm horizontally. Sometimes the head line begins directly on the life line and Fig. 3. The system flow diagram of the future prediction by palm print extends out from there. Virginia 23322 (757) 382-6586 Fax (757) 382-8749 July 7, 2020 To: The Honorable Mayor West, Vice-Mayor de Triquet and Members of the City Council Re: AN ORDINANCE AMENDING SECTION 18-76, AND SECTIONS 19-251 THROUGH 19-254 OF THE CHESAPEAKE CITY CODE, TO BROADEN THE PSEUDOSCIENCE PRACTICES REGULATED BY A PERMIT, TO DESIGNATE THE CHIEF OF POLICE, OR DESIGNEE, FOR PURPOSES OF ISSUING THE REQUIRED PERMIT, AND TO CLARIFY THE PERMITTING PROCESS. The above-referenced proposed ordinance has been placed on the July 14, 2020, City Council agenda. This amendment is the result of collaboration among several City offices and departments, including the City Manager's Office, my office, Zoning, Planning, Police, the Treasurer, and the Commissioner of the Revenue. The impetus for this ordinance amendment is two-fold. First, the Commissioner of the Revenue noted that practitioners of pseudosciences attempt to avoid the permitting process by characterizing their business activity as something other than fortunetelling or clairvoyance, which the original ordinance regulated. Therefore, this amendment proposes to broaden the pseudoscience practices the City regulates to ensure consistency and fairness among licensed businesses and to preserve the safety of citizens. Second, the City Manager has expressed a desire limit his role in the permitting process to cases of appeal. This ordinance designates the Chief of Police as the authority for issuing the required permit. If you have questions, or I may provide any additional information, I would be pleased to do so. With best regards, I am "The City of Chesapeake adheres to the principles of equal employment opportunity.

  • Palm Reading
Palm Reading Also known as palmistry or chiromancy, palm reading is practiced all over the world with roots in Indian astrology and gypsy fortune-telling. The objective is to evaluate a person’s character and aspects of their life by studying the palm of their hand. There is no substantiate evidence of correlation between palm features and psychological traits; palm reading is for entertainment purposes. Getting Started Which hand to read? There are two main practices: For males, the left hand is what you’re born with, and the right is what you’ve accumulated throughout your life. For females, it’s the opposite. Your dominant hand (the hand you use most often) determines your future and your other, non-dominant hand, is used to determine the past or hidden traits Take these into consideration when choosing which hand to read. Reading the Primary Lines of your Hand 1. Interpret the Heart Line This line is believed to indicate emotional stability, romantic perspectives, depression, and cardiac health. Begins below the index finger = content with love life Begins below the middle finger = selfish when it comes to love Begins in-between the middle and index fingers = caring and understanding Is straight and short = less interest in romance Touches life line = heart is broken easily Is long and curvy = freely expresses emotions and feelings Is straight and parallel to the head line = good handle on emotions Is wavy = many relationships, absence of serious relationships Circle on the line = sad or depressed Broken line = emotional trauma 2. Examine the Head Line This line represents learning style, communication style, intellectualism, and thirst for knowledge.

In today’s world the definition of palmistry is taken as: “PALMISTRY is the 947th method (according to Mimbleshaw's classification) of obtaining money by false pretences. It consists in "reading character" in the wrinkles made by closing the hand. The pretence is not altogether false; character can really be read very accurately in this way, for the wrinkles in every 6 hand submitted plainly spell the word "dupe." The imposture consists in not reading it aloud.” The standard definition of palmistry is taken as the practice of telling fortunes from the lines, marks, and patterns on the hands, particularly the palms. This method of counselling was originated in India over 3,000 years ago. It is a part of a vast field of study, referred to as Samudrik Shastra, which literally means the ocean of knowledge. Palmistry is a sub-section of Samudrik Shastra and deals specifically with the study of the hand. Throughout our lifetime, our bodies register change.
