Kabba MA, Bowie State University, Bowie, MD (1997) BS, University of La Verne, La Verve CA (1991) Dissertation Submitted in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy Public Policy and Administration Walden University February 2018 Abstract There is convincing evidence in the literature that the civil war fought in Sierra Leone beginning in 1991 was the result of social and political grievances between the 3 dominant ethnic groups, Krio, Mende, and Temne. Hitherto, there were no studies which explored their collaboration on postconflict sustainable peacebuilding efforts. By closely examining the political behaviors of these groups, this qualitative expert study was designed to create understanding of how collaboration between them supported postconflict sustainable peace-building efforts. Data consisted of observational notes and semistructured interviews of 21 Sierra Leonean experts living in the United States. Data were analyzed using the method of content analysis and cross-verified through the process of data source triangulation. Results indicate the 3 dominant groups have divergent political ideologies, views, practices, and participations. However, it was also found they have convergent national interest in supporting sustainable peacebuilding in Sierra Leone. The results may change how sustainable peace-building initiatives are conceptualized through ethnic group collaboration. The contention of this study is that the nexus between development and security in a nation emerging from conflict is ethnic group cooperation. Hence, implications for social change are linked to opening new channels for discourse between dominant ethnic groups in a conflict-prone nation to avoid future conflicts. Therefore, knowledge from this study may be useful for governments, policy makers, the United Nations, and the international community at large because their actions may run parallel to ethnic group dynamics. This study is dedicated to all the victims of the brutal Sierra Leonean conflict of 1991, including but not limited to the thousands who perished, the amputees whose lives have been significantly impacted, and the youth who were exploited as child soldiers. This study is also dedicated to the memory of my dearly departed parents, Ibrahim Sorie Kabba and Haja Mariam J. Kabba whose exceptional parenting, nurturing and care, laid the foundation upon which my aspirations to become an agent of social change was built. For from God they came, to Him they returned. Abstract In this paper I discuss the political economy of Sierra Leone and how it should in‡uence the World Bank’sCountry Assistance Strategy (CAS). The main focus of the research is to try to understand the extent to which the perverse political incentives which drove the country into poverty and civil war between 1961 and 1991 have re-asserted themselves since the return of peace in 2002. This question is made particularly compelling by the return to power in 2007 of the All People’sCongress Party, who presided over the decline of the country. My preliminary conclusion is that while there are some obvious changes in the political environment, appeal remains in the political strategies which were so costly to the nation and some new forces which have emerged have potentially perverse consequences.

It also affected inconsistencies in supply chain, sales and distribution. And it affected the safety of human and materials resources in organizations and affected the expansion vision of International Business in the country and those that intended to invest. In this research a qualitative descriptive approach, phenomenology was recommended which focuses on how political instability effected international business investment in Freetown, by the use of documentations and observations. The findings can also been drawn from the background of the Instability in the country, focusing on the capital city Freetown and its effects on International businesses and investments in Freetown.

M’CORMACK-HALE Abstract: When the National Electoral Commission of Sierra Leone announced that Ernest Bai Koroma and his party, the All People’s Congress, had been elected to replace the incumbent Sierra Leone People’s Party government, Sierra Leone joined a growing number of African nations to have experienced a peaceful turnover of power from one popularly elected government to another. Though the electoral tallies were not without their critics, the overwhelming sentiment both within Sierra Leone and without was that the 2007 elections marked a positive turning point in the country’s political history. Using newly released census data and election results, we analyze the 2007 elections to see just how paradigm-breaking these elections were. We find that the social cleavages, and most notably ethnic cleavages pitting the Mende versus the Temne, that marked preceding elections were evident in 2007. These most recent elections were not, however, as some SLPP supporters have claimed, more divisive in terms of ethnicity than elections past. What changed between 2002 and 2007 was not an increase in “tribal animosities” or a demographic shift but rather a change in who the heterogeneous and relatively cosmopolitan voters of Freetown felt should lead the country for the next five years. A Landmark for Sierra Leonean Democracy Over the course of September and October 2007, Sierra Leoneans cast ballots in landmark elections, ousting the incumbent Sierra Leone People’s Party (SLPP) from power and returning to government the All People’s Congress (APC).
