PROUSIS* In a dispatch of 10 April 1821 to Foreign Secretary Castlereagh, Britain’s ambassador to the Sublime Porte (Lord Strangford) evoked the prevalence of religious mentalities and religiously induced reprisals in the initial phase of the Greek War of Independence. The sultan’s “government perseveres in its endeavours to strike terror into the minds of its Greek subjects; and it seems that these efforts have been very successful. Wealth, Power and Death Capital Accumulation and Imperial Seizures In the Ottoman Empire (1453-1839) Ali Yaycıoğlu1 Kim kul olurdı ri‘ayet olmasa Söz tutulmazdı siyaset olmasa [Who would be sultan’s slave, if there was no subjugation, His words wouldn’t be obeyed, if there was no execution.] Asafi Dal Mehmed Çelebi Șeca‘atname (1586) Mal canın yongasıdır. [Property is a piece of the soul.] Turkish proverb Introduction It is a well known, but oddly very little studied phenomenon that from the mid-15th century, when the Ottoman imperial enterprise was consolidated with the conquest of Constantinople under Mehmed II (the Conqueror) (r. 1451-81), to the decree of Tanzimat in 1839, thousands of individuals, who acted as offices-holders or contractors of the Ottoman state, were executed without any judicial inquiry, solely with the decrees of the sultans or imperial grandees acting on their behalf. As dramatically, the properties of thousands of individuals and families, who performed as office-holders or contractors, were confiscated either after their executions or their natural deaths, without any legal justification. In Ottoman political and economic culture, such extra-inquisitory imperial executions and confiscations without due process were considered as two main components of the 1 Assistant Professor of History, Stanford University. 450 Serra Mall, Building 200, Stanford, CA 94305. Although it was never formulated in full clarity into constitutional language, according to imperial custom and law those individuals, whose status and wealth came from the sultan, state, and/or public (miri), were to be regarded as stripped of their private rights, and their life and property were to be under the absolute jurisdiction of the sovereign sultan.

XVIII. yüzyılla beraber, Osmanlı Devle- ti’ndeki müsâdere sayısında ciddi bir artış gözlemlenmiştir. • Ottoman Imperial Council Grand Vizier
    ● Ottoman Imperial Council ○ Grand Vizier - Benderli Ali Pasha ■ The Grand Vizier is responsible for leading the Imperial Council and reports directly to the Sultan. You have power of attorney to act on behalf of the Sultan so your words, in theory, carry the weight of Mahmud II. However, many Grand Viziers before you have been deposed, exiled, and even executed by their Sultans, so be sure to use your power wisely. You achieved your current position by working your way up through the Ottoman military hierarchy, eventually being made the governor of a small area in eastern Greece. After the last Grand Vizier was deposed, you were brought in by the Sultan to put down the Greek Revolt. This should be your primary focus, and you should take whatever measures necessary to ensure the Revolt fails. ○ Minister for Finance - Abdurrahman Nafiz Pasha ■ As Minister of Finance, you preside over a bureaucratic system which some consider corrupt and archaic. The Ottoman economic system is based almost entirely on the collection of tax revenues from agricultural products, so it is susceptible to fluctuations in farming productivity. You should consider developing ways to modernize the economy before this becomes a problem. Many of the actions taken by this committee will need to be financed by the central government, thus requiring your approval; however, if the treasury dries up, you will likely be held accountable. ○ Minister for Internal Affairs - Ahmet Tabak Pasha ■ Largely responsible for ensuring the integrity of the social fabric of the Empire, you oversee the activities of high-ranking religious authorities and the various social programs of the empire.

ABSTRACT It is a common assumption in much of the scholarship on Eastern Anatolia that groups in the region, both today and throughout the past, primarily defined and distinguished themselves in terms of their ethnicity and religious affiliations and that such distinctions were the primary causes of tension and conflict throughout history. However, an in-depth investigation of government documents, firsthand accounts, memoirs, interviews, court records, official and private investigations, and travelogues written in Ottoman Turkish, Armenian, Russian, French, German, and English reveals that tensions in Eastern Anatolia between 1800 and 1878 ran along a number of different lines besides religion and ethnicity and that groups did not appear to even imagine a conflict along such lines until the Great Powers became more involved in Ottoman politics.

PROUSIS These vivid comments by Terrick Hamilton, secretary at the British embassy in Constantinople during the ambassadorship of Lord Strangford, evoked the escalating crisis that engulfed the Ottoman realm in the early 1820s. At a tense but pivotal moment in Ottoman history, the Empire of Sultan Mahmud II faced daunting internal and external pressures triggered by war, revolt, sectarian strife, the erosion of effective ruling institutions, and European penetration. The Greek insurrection against the Sublime Porte broke out in 1821 in the Danubian Principalities, the Peloponnese, and other Greek-inhabited areas, morphing into a prolonged and costly conflict between Ottoman troops and Greek rebels on both land and sea. War between Russia and Turkey loomed, largely over Ottoman actions that abrogated Russian‒Ottoman treaty stipulations, including agreements that protected Greek Christians from Ottoman reprisals.
