Yine bu çalýþmanýn ertesi gün baþbakan Erdoðan tarafýndan devamýnda Ilýsu barajýndan etkilenen Diyarbakýr, sembolik olarak yapýlan temel atma törenini Batman, Siirt, Þýrnak ve Mardin'de Hasankeyf ile protesto edildi, 23 Mart 2007'de Hasankeyf'e ilgili etkinlikler düzenlendi. Ayrýca Ilýsu Barajýndan yakýn Suçeken köyünde Hasankeyf Umut ve etkilenen köylerde de Ilýsu Barajý neler getirecek, Dayanýþma Parký'nýn açýlýþý, 20 Mayýs 2007'de barajýn yaratacaðý sorunlar kapsamýnda projeden etkilenen 2000 insanla Kesmeköprü II bilinçlendirme çalýþmalarýna baþlandý. köyünden Hasankeyf'e yürüyüþ, 31 Temmuz 2-5 Ekim'de 5. Murat Cano'nun 2003'den bu - Bölgedeki diðer baraj projelerinden de görüldüðü yana Diyarbakýr Ýdari Mahkemesinde yürüttüðü gibi bölgemizin ekonomik ve sosyal yaþamýna davalar halen sürmekteler. Buna ek olarak olumlu bir etkisi beklenmemektedir. Hasankeyf'i Yaþatma Giriþiminin Kuruluþu ve Yaþatma Giriþimi'ni kurdular. Bugün 80'e yakýn üye Ýstanbul ve Ankara'dan 5 mimar ve çevreci Yaptýðý Çalýþmalar? kuruluþtan oluþan giriþim, toplumun tüm Avrupa Ýnsan Haklarý Mahkemesinde (AÝHM) Doðrudan ve dolaylý etkilenecek olan ve asýl söz kesimlerinden destek görmektedir. Giriþim Mart 2006'de dava açtýlar. Ayrýca Giriþim olarak sahibi olmasý gereken Ilýsu baraj alaný halký ve 90'lý yýllarýn sonunda Ilýsu projesi gündeme bölge halkýnýn (paydaþlar), hiçbir þekilde onayýna gelince Diyarbakýr ve Batman merkezli bugüne kadar çok sayýda alan araþtýrmalarý yaptý, etkilenen insanlar adýna AÝHM'de dava açma etkinlikler düzenledi ve projeyi inceleyerek tüm hazýrlýðý içindeyiz. b a þ v u r u l m a d a n I l ý s u b a r a j ý p r o j e s i Hasankeyf'i Yaþatma Platformu kuruldu. Bu gerçekleþtirilmek istenmektedir platform 1999 ile 2002 arasý bazý faaliyetler boyutlarý iþleyen raporlar hazýrladý ve hazýrlattý. Giriþim Türkiye'de ve uluslararasý çapta deðiþik yürüttü. Proje gündemden düþünce bu platform Ilýsu Barajý ile ilgili çalýþmalar 1 Temmuz 2008 kuruluþlarla iliþki kurarak deðiþik çevreleri de 12.000 yýllýk bir tarihe ve olaðanüstü bir doðal da daðýldý. Ayný dönemde Avrupa'da, özellikle de tarihinde Batman merkez alarak yürütülmeye kampanyalara dahil etti. Avrupa'da 6 STK'dan bütünlülüðe, dokuya ve güzelliðe sahip olan Ýngiltere'de, Ilýsu projesine karþý yürütülen güçlü baþlandý ve Batman Hasankeyf'i Yaþatma Giriþimi oluþan Ilýsu barajý kampanyasýyla düzenli iliþki Hasankeyf, sular altýnda kaldýðý takdirde yitecek bir kampanya Ilýsu projesinin daðýlmasýnda epey kuruldu. Bu giriþim Batman Milletvekilleri Av. Ayla kurulup ortak çalýþýlýyor. 2006 ve 2007 yýllarýnda olan, sadece Hasankeyflilere veya ülkemize deðil, etkili oldu. AKAT ATA ve Av. It is confined to Hasankeyf ancient city, Batman, in South-eastern Turkey where it grows in rocky cracks. It is distinguished from the morphologically similar Salvia verbenaca by chiefly basal and stem leaf shape, size and indumentum, stem indumentum, and corolla colour. IUCN red list category, distribution map, notes on biogeography and ecology of the new species are also given. Key words: endemic flora, Lamiaceae, Salvia sect. Plethiosphace, taxonomy Introduction Salvia Linnaeus (1753: 23) is the largest genus of Lamiaceae and is composed of nearly 950–1000 species and widely distributed in five regions of the world: central and south America (ca. 500–550 spp.), western Asia (ca. 200–220 spp. particularly in Turkey, Iran, Afghanistan and Russia), eastern Asia (ca. 100 spp., mainly in China and Japan), Africa (ca. 60 spp.), and Europe (ca. 36 spp.) (Alziar 1988–1999; Walker & Systsma 2007; Celep et al. 2014). Recent molecular studies (Walker & Systsma 2007, Will & Claβen-Bockhoff 2014) have shown that Salvia is non-monophyletic.

A 1,800 m- long wall will form a 313 km2 reservoir. It is part of the Greater Southeast Anatolian Project (GAP), which consists of 22 dams and 19 hydropower plants in the nine southeastern provinces of Turkey. The original plans date back to the 1950s and the actual design was approved in 1982. Ilisu is currently Turkey's largest dam project. The Ilisu dam project will displace up to 78,000 mostly Kurdish people, flood the 12,000-year-old city of Hasankeyf, constitute a unilateral interference with the quantity and quality of water reaching downstream states Syria and Iraq, and cause extensive environmental damage. In July 2009, the governments of Germany, Austria and Switzerland cancelled the export credit guarantees which they had granted for the project, as the Turkish authorities repeatedly violated and failed to fulfil the 153 conditions attached to the guarantees. Thus the Ilisu dam is the first project ever for which public export credit support was withdrawn AFTER its approval on environmental and social grounds. This constitutes the second failure of the project after a first consortium withdrew in 2001/2002.

    Documenta Praehistorica XLII (2015) New Neolithic cult centres and domestic settlements in the light of Urfa Region Surveys Bahattin Çelik Department of Archaeology, University of Ardahan, Ardahan, TR [email protected] ABSTRACT – The present study concerns Neolithic period cult centres and settlements discovered re- cently during surface surveys in the central district of Urfa (Sanlıurfa) region in south-eastern Tur- key. The presence of T-shaped pillars was ascertained at Ayanlar Höyük and Kurt Tepesi cult sites. Other settlements are domestic settlements arranged around cult centre settlements. Some sites be- long to Pre Pottery Neolithic, and the others to Pottery Neolithic. They are believed to be coeval with Göbekli Tepe and Nevali Çori cult sites. An important debate from the Dams and Development Forum concerned the appropriate roles of different stakeholders, and the question as to how governments and 'external stakeholders' such as international institutions, financial investors and non- government organisations (NGOs) can be encouraged to implement the WCD recommendations and international standards on resettlement and environmental protection. This article analyses the actions of three European Export Credit Agencies (ECAs) aimed at improving the outcomes of the Ilisu Dam and hydroelectric power project in Kurdish-populated southeast of Turkey. It also explores the role of NGOs within the process of achieving best practice and preventing poor outcomes. Even though the ECAs’ efforts to meet World Bank project standards were unsuccessful and ended in July 2009 with their withdrawal, this was the first case in history where ECAs tried to implement specified social and environmental project conditions.
