Councillors: Stefan Barnes, Philip English and Jean Kirby. OFFICER: Paula M. Hall, Clerk/Responsible Financial Officer. The Chairman Councillor Gillian Corr welcomed all present to the April 2013 Meeting of Ingleby Barwick Town Council. APOLOGIES FOR ABSENCE. Apologies for absence were received from or on behalf of Town Councillors Tom Bowman, Gary Corr, Linda Dixon, Esther Harrington, Megan Patterson, Ross Patterson and Denise Powell. Apologies were also received from or on behalf of Ward Councillor David Harrington (Ingleby Barwick West). 240.12-13 EMERGENCY ESCAPE PROCEDURE. The Chairman advised those present of the emergency escape procedure should the fire alarm sound. It was noted that the nearest emergency exit is signed and located in the meeting room. (a) Declaration of Interests. Councillor Gillian Corr declared a personal/non prejudicial interest in the following items: Agenda item no. 12 - Multi Use Games Area Adjacent to Romano Park - Provision of Lighting. Stockton-on-Tees Borough Council (S.B.C.) Ward Councillor, I.B. East Ward. Agenda item no. 13 - Ingleby Barwick Circular Trail S.B.C. Ward Councillor, I.B. East Ward. Agenda Item No. 16 - Planning Applications. Member of S.B.C. Planning Committee. Councillor Corr advised that she would be giving a view based on the information available to date, and that she reserves the right to consider all of the information available at a later date and to take a different decision/have different views if and when S.B.C. planning committee considers any of the applications listed. Any items involving her role as an S.B.C. Ward Councillor. Councillor Philip English declared a personal/non prejudicial interest in matters concerning Ingleby Barwick Community Hall as he represents the Town Council on the Community Hall Management Committee. Councillor Jean Kirby also declared a personal/non prejudicial interest in the following items: Agenda item no. 12 - Multi Use Games Area Adjacent to Romano Park - Provision of Lighting. S.B.C. The Chairman advised that 10 minutes would be allocated for public participation. The following matter was raised: Grant Application from 2nd Ingleby Barwick Rainbows Hayley Morris representing 2nd I.B. Rainbows provided a brief outline of the Group and its activities. Date: 15th May 2013 Page 4 of 15 Reference was made to the size of the waiting list to obtain a place in Rainbows which is currently in the region of 150. It was noted that the Group is trying to enlist more uniformed helpers. Advertisement in the local magazines was referred to. A general discussion took place and various comments were raised. The Chairman thanked Hayley for her attendance and the information provided. Hayley left the meeting at this point. 244.12-13 INGLEBY BARWICK NEIGHBOURHOOD POLICE TEAM. The Chairman welcomed PCSO Niamh Birdsall and PCSO Jonathan Wardle and invited them to address the meeting. PCSO Wardle outlined the Chart which showed the number of incidents in respect of crime and anti social behaviour which had occurred in the previous 31 days. The Chart highlighted the incidents as follows: 5 Violence 1 Burglary 14 Thefts 1 Criminal Damage 47 Anti Social Behaviour (ASB) A copy of the Chart is held on the Town Council file. A general discussion took place and various comments were raised. Reference was made to the regular patrol of Thornaby Woods. Reference was made to the War Memorial stone which would be erected into position on Friday 19th April 2013. It was noted that as from 1st May 2013 PCSO Wardle would be rejoining the I.B. Neighbourhood Police Team. The Chairman thanked the police representatives for the information provided. Chairman................................................. Date: 15th May 2013 Page 5 of 15 245.12-13 INGLEBY BARWICK ENFORCEMENT SERVICE. The Chairman welcomed Chris Hunter, Ingleby Barwick Enforcement Officer and invited him to address the meeting. Reference was made to the Performance Report 1st March to 16th April 2013. The Report had been circulated to Members for their information and a copy is held on the Town Council file. Chris gave a verbal report on matters which had been dealt with or were continuing to be dealt with in Ingleby Barwick. Reference was made to the incidence of fires and off road motorbikes. A general discussion took place and various comments were raised. Reference was made to the proposed arrangements for any interested Members to visit S.B.C. Surveillance Centre and also to undertake walkabouts with Ingleby Barwick Enforcement Officers. It was agreed that this matter be progressed. The Chairman thanked Chris Hunter for his attendance at the meeting and the information provided. Chris left the meeting at this point. The representatives from the Neighbourhood Police Team were also thanked for their attendance and they left the meeting at this point. 246.12-13 CASUAL VACANCY. The Clerk advised that there had been no applications received for consideration in respect of co-option to fill the current vacancy on the Town Council. It was noted that the vacancy has been re-advertised and applications are requested by no later than 12 noon on Tuesday 7th May 2013. IT WAS RESOLVED that the vacancy be considered by the Town Council at its Annual General Meeting on 15th May 2013 when applicants will be allowed 3 minutes each to undertake a presentation. Date: 15th May 2013 Page 6 of 15 247.12-13 MINUTES OF THE MEETINGS OF INGLEBY BARWICK TOWN COUNCIL HELD ON WEDNESDAY 13TH MARCH AND WEDNESDAY 20TH MARCH 2013. AFTER CONSIDERATION, TO APPROVE THE SIGNATURE OF THE MINUTES BY THE PERSON PRESIDING AS A TRUE AND ACCURATE RECORD. The Minutes of the Meetings held on 13th and 20th March 2013 were considered. IT WAS RESOLVED that the minutes be agreed and approved as a true and accurate record; the Chairman to sign the minutes of the meetings, accordingly. 248.12-13 MATTERS ARISING FROM THE TOWN COUNCIL MEETING HELD ON 20TH MARCH 2013. Minute Reference No. 154.12-13 Christmas Tree Location, Ingleby Barwick The Clerk advised that she has place the order for supply of the planted tubs with Ravensworth Nurseries. Arrangement has been made for the tubs to be delivered to S.B.C. depot. Minute Reference No. 228.12-13 Fire Proof Storage Box for External Hard Drive. The Clerk provided an update on costs for the purchase of a fire proof storage box for the external hard drive. IT WAS RESOLVED that the Town Council approves purchase of a suitable storage box up to the value of £ 50.00 excluding VAT. Minute Reference No. 229.12-13 Town Council Office, Fire Risk Assessment IT WAS RESOLVED that the Fire Risk Assessment be signed by Councillor Philip English. The Clerk advised that fire extinguishers are located in the communal area at Barwick Lodge and are the responsibility of Robinsons Estate Agents. 249.12-13 MAYORS SUNDAY SERVICE/COMMEMORATING THE WAR MEMORIAL, INGLEBY BARWICK. The Chairman Councillor Gillian Corr provided an update on the matter. Chairman................................................. Date: 15th May 2013 Page 7 of 15 It was reiterated that the War Memorial stone will be erected into position on Friday 19th April 2013. Members available to attend were invited to meet on site at the location adjacent to the main entrance into Romano Park. The press and S.B.C. had been invited to attend to take photographs. Reference was made to the suggestion of incorporating commemorating the War Memorial with the Mayors Sunday Service. The Clerk advised that she had approached St. Francis of Assisi CofE Church to ascertain as to whether the service could be combined with 'Parade Sunday'. A provisional date suggested was Sunday 14th July 2013. IT WAS RESOLVED that the Town Council is in agreement to progress the matter with the provisional date set as Sunday 14th July 2013.
