South Molton and Combe Martin Open NORTH DEVON COUNCIL REPORT TO: STRATEGY & RESOURCES Date: 1 September 2020 TOPIC: APPROVAL & RELEASE OF S106 PUBLIC OPEN SPACE FUNDS – SOUTH MOLTON AND COMBE MARTIN. REPORT BY: PROJECT, PROCUREMENT AND OPEN SPACE OFFICER 1 INTRODUCTION 1.1 This report seeks to allocate S106 public open space funds towards projects in South Molton and Combe Martin. 2 RECOMMENDATIONS 2.1 That Strategy & Resources allocates: 2.1.1 £9,001.20 to South Molton Rugby Club towards the drainage works at South Molton Rugby Club. 2.1.2 £10,000 to Combe Martin Parish Council towards the cost of the clubhouse refurbishment at Combe Martin Football Club. 2.2 Subject to approval of 2.1.1 & 2.1.2 above, that Strategy & Resources Committee recommends Council vary the capital programme by £19,001.20 and that funds be released, subject to a Funding Agreement upon such terms and conditions as may be agreed by the Senior Solicitor, for external projects. 3 REASONS FOR RECOMMENDATIONS 3.1 To allocate funds in line with the requirement of S106 agreements. 3.2 To protect and enhance public open space, including land and buildings. 4 REPORT 4.1 South Molton Rugby Club – Pitch Drainage Works South Molton Rugby Club have three pitches distributed across three sites in the town used by approximately 40 adults and 200 juniors on a weekly basis. Regular pitch works and improvements are required to ensure these grass playing surfaces are maintained to a high standard and fit for purpose. Without new and regular drainage works, grass pitches would not be playable and could become damaged. Carrying out these works will allow more playing time on the pitches and ensure they do not become flooded resulting in limited or no use. 4.2 Combe Martin Parish Council /Combe Martin Football Club – Clubhouse Refurbishment Combe Martin Parish Council own Combe Martin Football Club site. The two organisations are working together to develop and deliver an ambitious range of phased projects at the facility summarised below. Phase 1 – Refurbishment of doors, windows and roof Phase 2 – Muga and equipment store Phase 3 – Changing rooms, car park and ancillary facilities The club has grown over the last number of years and now has 80 regular junior club members with a boys and girls participating. Improving the facilities will mean the club can provide wider access to the community and protect the structure of the clubhouse, which supports activities on and off the pitch. This report seeks to allocate £10,000 to phase 1 of the project, for which the Parish Council has secured a quotation and works are scheduled to commence at the earliest possible convenience. 5 RESOURCE IMPLICATIONS 5.1 South Molton Rugby Club – Pitch Drainage Works Financial: The total project cost is £9,001.20 That £9,001.20 be funded from the S106 capital budget from the following sources: Development Application Number Amount Description Land at Greenacres, 62450 £9001.20 Poltimore Road, South Molton Total £9,001.20 Any overspend be met by the South Molton Rugby Club. 5.2 Combe Martin Football Club – Clubhouse Refurbishment Financial: The total project cost is £10,000, including a £248.51 contingency. Read March 3rd, 19". y primary object in conducting an excursion of the M Geologists' Association to this neighbourhood is to make known the result of my investigation ofits geological structures, as I believe that they are of interest and importance not only for their own sake but because foldings and dislocations of a similar character are extensively developed in the south-west of England. Much still remains to be done with regard to the correlation of the strata represented both in the special area in question and elsewhere in the south-west, but I thought that it might be useful if at the same time I stated what progress I have up to the present been able to make in this direction and what problems still remain to be solved. The foundations of our knowledge of the area were laid by Sir Henry de la Beche in his official report on the " Geology of Cornwall, Devon and West Somerset," the first publication of the Geological Survey, which was issued as early as 1839, and by the classical work of Sedgwick and Murchison, published in the succeeding year. These can only be regarded as pre­ liminary surveys, but subsequent observations have served to confirm the substantial accuracy of their general conclusions. In 1866, however, J. B. Jukes attempted to show that the existence of fundamental strike faults had been overlooked, and that in consequence the accepted succession included a triple recurrence of the same strata.

It makes free-standing statutory proposals for this part of the stretch, and seeks approval for them by the Secretary of State in their own right under section 52 of the National Parks and Access to the Countryside Act 1949. 1.1.3 The report explains how we propose to implement the England Coast Path (“the trail”) on this part of the stretch, and details the likely consequences in terms of the wider ‘Coastal Margin’ that will be created if our proposals are approved by the Secretary of State. The existing South West Coast Path mainly follows public rights of way or public highways along this length. See maps 4a to 4c and associated table 4.2.1 below for more details. 4.1.2 Mainly follows the coastline quite closely (apart from at the Foreland where the trail goes slightly inland rather than out towards Foreland Point) and maintains good views of the sea. 4.1.3 We propose to adopt the walked line of the South West Coast Path along this section of coast. There are places where the walked line differs slightly from the route originally approved by the Secretary of State, as the path has evolved over time to cope with coastal erosion and other processes. As explained at part 5a of the Overview, assuming these proposals are approved we intend to use a separate variation report to the Secretary of State to change the route of the existing national trail to reflect the approved line of the England Coast Path insofar as the two are different.

It makes free-standing statutory proposals for this part of the stretch, and seeks approval for them by the Secretary of State in their own right under section 52 of the National Parks and Access to the Countryside Act 1949. 4.1.3 The report explains how we propose to implement the England Coast Path (“the trail”) on this part of the stretch, and details the likely consequences in terms of the wider ‘Coastal Margin’ that will be created if our proposals are approved by the Secretary of State. Our report also sets out: any proposals we think are necessary for restricting or excluding coastal access rights to address particular issues, in line with the powers in the legislation; and any proposed powers for the trail to be capable of being relocated on particular sections (“roll- back”), if this proves necessary in the future because of coastal change.
