ANNUAL EEO PUBLIC FILE REPORT

The purpose of this EEO Public File Report (“Report”) is to comply with Section 73.2080(c)(6) of the FCC’s 2002 EEO Rule. This Report has been prepared on behalf of Midwest Communications Inc.’s Northeast Employment Unit (“SEU”). This SEU is comprised of the following stations: WTAQ-AM, WIXX- FM and WNFL-AM licensed to Green Bay, Wisconsin, WGEE-FM licensed to New London, Wisconsin, WDKF-FM licensed to Sturgeon Bay, Wisconsin, WYDR-FM and WNCY-FM licensed to Neenah-Menasha, Wisconsin and WTAQ-FM licensed to Glenmore, Wisconsin. This report has been placed in the public inspection files of these stations and posted on their websites, if they have websites, prior to August 1, 2021.

The information contained in this Report covers the time period beginning August 1, 2020 to and including July 31, 2021 (the “Applicable Period”).

The FCC’s 2002 EEO Rule requires that this Report contain the following information:

1. A list of all full-time vacancies filled by the Station(s) comprising the SEU during the Applicable Period.

2. For each such vacancy, the recruitment source(s) utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii) of the EEO rule), identified by name, address, contact person and telephone number.

3. The recruitment source that referred the hire for each full-time vacancy during the Applicable Period.

4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and

5. A list and brief description of the initiatives undertaken pursuant to Section 73.2080(c)(2) of the FCC rules.

Appendices 1and 2 that follow have been designed, in the aggregate, to provide the required information. Please note that the numbers listed on Appendix 2 under the column entitled “Full-time Positions for Which This Source was utilized” refer to the number of the full-time job positions listed on Appendix 1.

For purposes of this Report, a vacancy was deemed “filled” not when the offer was extended but when the hire actually began working. A person was deemed “interviewed” whether he or she was interviewed in person, over the telephone or by e-mail.

Description of Activity: Murphy, Katie and Nick read a book to the 3rd grade classes at Beaumont Elementary School via Zoom. They talked about the importance of reading and took questions from the students regarding their job, what they do each day, how long they work and what they liked about their jobs. A good discussion followed on the various platforms available to listen to radio. They invited the kids in to do a tour as soon as they were able to do so.

Description of Activity: A 5th grade teacher from MacArthur asked Shotgun to talk to his students about what they do in radio, how they got started, etc. Shotgun handled this virtually. He was not only able to talk about what he does, how he got to where he is, he shared the studio with the students, talked about what education path they might want to follow and about some of the technology we use as well as career opportunities in radio. Their teacher reported that the kids thoroughly enjoyed this virtual tour. Shotgun said they asked really intelligent questions.

Description of Activity: This webinar entitled “Staying on Top of Your Broadcast FCC EEO Obligations” was given by David Oxenford of the Wilkinson, Barker, Knauer law firm The purpose of the training was to reiterate station FCC EEO obligations. To remind and show stations how to still engage in wide dissemination of information about job openings and engage in specified outreach activities designed to educate their communities about broadcast employment. Suggestions were shared on how to train employees for advancement in their broadcast careers, even though stations may have no job openings due to the pandemic.

Description of Activity: Charli and Shotgun were invited to read by the teacher of the 3rd grade class as part of “Read Across America” week. Due to the pandemic, this was done virtually. After reading two books to the class, they answered questions about their jobs and about all the different jobs in radio. The kids seemed to enjoy it and asked good questions.

Description of Activity: Shotgun and Charli were asked to speak to the 10th grade class at Chilton High School who were involved in a project researching and writing about whether song lyrics were poetry. They talked with the students virtually about what involves and career opportunities in broadcasting. This was followed with an in-depth discussion about the jobs they do and whether song lyrics can be considered poetry.

Description of Activity: Nick recorded a video career day presentation for elementary school students. He spoke of his education and his personal path to his current job with WIXX. He also covered a typical day in his job, what he likes and dislikes and the many ways that people can be involved in radio that were not possible just a few years ago including the many jobs and new ways to be involved in the total radio product with the advent and advancement of the natural marriage between radio and the internet/social media. Since Nick has done Career Days at the school previously and because given this method students were not able to ask questions, Nick attempted to anticipate the questions based on those prior experiences and address those questions.

Description of Activity: Peter Tanz, Midwest Communications, Inc. Senior Vice President led a formal presentation detailing stion personnel EEO compliance obligations. The meeting included discussion of additional ways station personnel could and should help create and execute EEO opportunities both in station and in the community. Team members participating included Josh Blau, Corey Carter, Travis Cleven, Hannah Damas, Jason Hillery, Jim Murphy, Katie Marx, Randy Shannon, Dan Stone and Nick Vitrano.

Description of Event: While internships looked somewhat different from years past, we had an excellent group of interns in the summer of 2020 who were able to spend time in all departments learning about how radio works, and, as usual, were able to spend more time in their specific areas of interest. All CDC guidelines were adhered to.

The summer of 2021 interns, again following current CDC guidelines, were able to attend events and remotes to observe activities that are an integral part of radio in addition to the in-house time spent in all departments learning how the various departments interact to make radio successful. Midwest Communications has a very structured Internship Program in their NE Wisconsin location involving students at the college level or entering college.

If the students participating in our internship program have a specific area of interest in radio, more time may be spent on the intricacies of that department. However, our structured internship program requires that students spend some time in every department so they have a good sense of the overall operations of a radio station. Interns are usually interested specifically in marketing, digital and in becoming announcers (both regular on-air shifts as well as news and sports).
