MICHIGAN TUITION GRANT HISTORY 1966-2019

In 1966, the Tuition Grant (MTG) was established to provide Michigan residents increased access to attend college in Michigan. The MTG is available to undergraduate students and is based on financial need. The MTG helps make a college education a reality for nearly 20,000 students at Michigan’s 26 indpendent, non-profit colleges and universities.

History Michigan Tuition Grant Historical Data (FY 1986-2019, nominal dollars) When established in 1966, the MTG had total funding of $5.5 million equating to approximately $800 per student, this is equivalent to about $6,400 per student today. The nominal MTG appropriation grew steadily through the 1980s and 1990s and peaked in 2002 at $66 million or $2,750 per student.

Cuts to the MTG began in 2003 during the fiscal crisis and continued at a slow and steady rate through 2009. For the 2010 fiscal year, the MTG appropriation was cut 44.1 percent from $56.7 million to $31.7 million. This reduced the per student award from $2,100 to $1,610 and the number of recipients from 35,660 students to 23,520 students. Beginning in FY 2015, the legislature began restoring the MTG, increasing funding by at least the same percentage as institutional support for the public universities.

The current MTG is $2,400 per student, 60 percent higher than in FY 2013.

MICU encourages the legislature to continue investing in the Michigan Tuition Grant and maintain access to higher education for all of Michigan’s students.
