The site would be developed primarily for Employment Uses (B1, B2 & B8 Use Classes) and is known as the “A14J10 Business Park - Kettering”. Figure A shows the development site in its strategic context, whilst Figure B shows the local area surrounding the site. A preliminary Masterplan is provided at Appendix A. 1.02 The proposed development has significant implications for the adjoining Highway Network, in particular A14 Junction 10 (A14J10) and the proposed connection to the East Kettering Sustainable Urban Extension (SUE) to the north. Accordingly, this Report provides a full Transport Assessment (TA) which is intended to support the Outline Planning Application for the scheme. 1.03 The full scope of the TA was determined in discussion with the relevant Planning and Highway Authorities, who are:- The Highways Agency (HA) Northamptonshire County Council (NCC) Kettering Borough Council (KBC) 1.04 The discussions have also included NCC’s consultants, MGWSP and the HA’s consultants, AECOM. Scope 1.05 The main purpose of the TA is to demonstrate to the Planning and Highway Authorities that the scheme could be satisfactorily accommodated on the adjacent transport network. C:\LAWRENCE WALKER LIMITED\LWL Projects\Roxhill\Cranford Road (7)\Reports\TA\REPORT - TA - Sep 2013.docx - 1 - A14 Junction 10 Business Park - Kettering September 2013 Transport Assessment 1.06 It seeks to demonstrate that the scheme would not prejudice other committed developments in the area and would instead offer substantial opportunities to improve the operation of the highway network at and in the vicinity of A14J10. 1.07 The process of determining and agreeing the scope of the TA is summarised below:- A “Transport Assessment - Scoping Report” was prepared by LWL in August 2011 and was submitted to the Planning and Highway Authorities; Responses to the Scoping Report were received from these Authorities in the form of a “Formal Scoping Opinion”, which was prepared by KBC. A copy of this document is provided in Appendix B. A meeting of LWL, NCC, the HA, AECOM and MGWSP was held on Monday 21 January 2012 to agree the methodology and base data to be adopted in the TA. 1.08 The TA has been prepared in accordance with the above Scoping exercise and current DfT Guidelines. It considers the impact of the full development at a Design Year of 2021 to accord with the Assessment Year for Phase 1 of the East Kettering SUE, which lies immediately to the north of A14J10. 1.09 The TA identifies the impact of the proposed development on the adjacent transport networks and seeks to demonstrate that the proposed highway and sustainable modes access strategies are appropriate and deliverable. It also demonstrates that the proposed Transport Strategy could accommodate construction of the either the “Cranford Road Link” by the adjacent East Kettering SUE Developer or the consented Cranford Road access. Others in the series will deal with matters such as Departures from Standards, VISSIM Micro-Simulation (A14J10) Road Safety Audits and the site Travel Plan. Transport Strategy 1.11 The Transport Strategy includes the physical highway access and associated road links that are required to accommodate the proposed development. These are illustrated on Figure 1A. Figure 1B shows how the Roxhill scheme could then accommodate an upgraded East Kettering access from Barton Lane in due course. 1.12 Figures 1B & 2A shows how Figure 1A might be expanded to obviate the need for a Junction 10A (part of the East Kettering SUE access strategy) whilst Figure 3 shows how the Roxhill Transport Strategy could fit in with the construction of a Junction 10A in the future. The additional physical works required to deliver these enhancements would not be implemented by Roxhill. The purpose of Figures 1B, 2A, 2B & 3 is therefore simply to demonstrate upgrade paths are available, utilising either Junction 10A or an expanded Junction 10. Report Structure 1.13 This Report provides the full Transport Assessment (TA) in support of the proposed Outline Planning Application (OPA) for the site. The TA has been undertaken with regard to the advice contained within the DfT’s “Guidance on Transport Assessments” dated March 2007 and the scoping discussions summarised above. It is structured as follows:- C:\LAWRENCE WALKER LIMITED\LWL Projects\Roxhill\Cranford Road (7)\Reports\TA\REPORT - TA - Sep 2013.docx - 3 - A14 Junction 10 Business Park - Kettering September 2013 Transport Assessment i) The relevant planning and transportation policies are reviewed; ii) The proposed development and car parking provision are described and assessed; iii) A review of the existing transport network in the vicinity of the site is presented, in terms of:- The local highway network; Existing traffic conditions; Accident records; Local public transport services and infrastructure; The pedestrian and cyclist network. iv) The Assessment Year and traffic flow scenarios considered in the TA are identified; v) The effect of the development on the adjoining highway network is assessed; vi) The proposed strategy for providing public transport to serve the site is described; vii) The proposed strategy to maximise the site’s accessibility by pedestrians, cyclists and the mobility-impaired is described; viii) Conclusions to the above studies are drawn and the transport network enhancements required
