    Pytchley Parish Council Pytchley Village Neighbourhood Development Plan 2018 – 2031 Pre-Submission Version May 2018 Pytchley Village Neighbourhood Development Plan – pre-submission Foreword The attached Neighbourhood Plan is an important document that affects all members of the community of Pytchley. It provides the village with a document that outlines the requirements for future development within the village during the next 30 years with regard to planning and land use. The development of a Neighbourhood Plan by local communities became possible with the introduction of The Localism Act 2011, which gives new rights and powers to communities and individuals. It specifically allows local communities to develop and adopt Neighbourhood Plans, which will become a statutory part of the development plan. In 2016, the Pytchley Parish Council committed to setting up a working group - the Pytchley Neighbourhood Plan Working Group - to develop the plan in accordance with the legal requirements and with the consultation of the local community. Alan Lodge was appointed the working group leader and four members volunteered to assist him, three members from the Parish Council and one member co-opted from the community. The working group remit was to produce a written plan ensuring that all the legislative procedures are adhered to and that the wishes of the community are taken into consideration. The Parish Council would be fully informed and would approve all stages of the plans development. So, what is a Neighbourhood Plan? As stated before, it is a document that defines any issues dealing with ‘Land Development’. In other words, it will only address issues that would normally be passed to the Local Council Planning Department.

We are sure that everyone in the four villages that make up our united benefice wish them a continued, wonderful, peaceful and happy retirement. The world is entering an uncertain time, whether that be the Coronavirus outbreak, faith persecution or political division, in our country and across the globe. As Christians we pray for peace, understanding and truth. Whatever our future is, we hold to our faith for strength. On a lighter note we are now into the magical season of spring. No other season in rural communities allows us to witness the miracle of birth and new growth so visibly. It is hard to put into words this beauty so we end with a couple of verses from Chapter 2 of Song of Songs that puts it better than we ever could. “See! The winter is past; the rains are over and gone. Flowers appear on the earth; the season of singing has come, the cooing of doves is heard in our land. The fig tree forms its early fruit; the blossoming vines spread their fragrance. Deserted Villages p. 41. Gayton The cartulary ofStJames Abbey, Northampton, refers to two fields in a grant of2 roods, made before 1313, one each in the East Field and West Field 1. Another larger grant of 16.25 acres begins with the East field, 7.75 acres, and ends with the West Field. A full terrier is given, but owing to fire damage to the manuscript all the details are not legible. Since the East Field has nearly half the land a two-field system is likely. Named furlongs are catwelleslade and wold fortiewf:ye. Three fields occur in a 1388-9 list of demesne pasture; Drynel Feld, Catwel Feld, and Milne Feld2• Hence there was a change from two to three fields at some time in the 14th century. The demesne of 1388- 9 was probably dispersed, since it lay in parcels of 1- 9.25 acres. In 1600 the parish was still open with yardlands3; the enclosure date seems to be 1603 since two deeds survive for that year, both dated 3rd April, with the participants quit-claiming all rights to the other. A changed team with every opportunity for new ideas and changes to support you as the Guild approaches its centenary in January 2024. Now is the time to start looking around for a new President to take the team forward. On the arrogant assumption that you will re-elect me in June, can I please broadcast that I do not wish to stand again. By June 2020 I shall have joined the ranks of the (many) octogenarians and wish to make way for a new President! The Centenary of the Armistice encouraged much ringing around the diocese.
