Government of India has set up the National Organ & Tissue Transplant Organization (NOTTO) as a mandate of the Transplantation of Human Organs (Amendment) Act 2011, for carrying out the activities for promotion of organ donation from deceased persons, putting systems in place for organ donation and transplantation and training the needed manpower etc. The networking of the transplant and / or retrieval hospitals has been done to ensure that any organ which is donated does not get wasted. 03 Dec Lok Sabha passes Bill to effect corporate tax reduction In the biggest reduction in 28 years, the government in September slashed corporate tax rates up to 10 percentage points as it looked to pull the economy out of a six-year low growth with a Rs 1.45 lakh crore tax break.

POINTS TO NOTE

Base corporate tax for existing companies has been reduced to 22 per cent from 30 per cent, and to 15 per cent from 25 per cent for new manufacturing firms incorporated after October 1, 2019, and starting operations before March 31, 2023. The companies opting for lower tax rates, however, will not be entitled to claim any rebate or deductions.

04 Dec Election Commission of India to implement “Political Parties Registration Tracking Management

System” The salient feature in the Political Parties Registration Tracking Management System is that the applicant will be able to track the progress of his / her application and will get status update through SMS and email.

The applicant is required to provide contact mobile number and email address of the party / applicant in his application if he/she wishes to track the progress of the application. A party seeking registration under the said section with the Commission has to submit an application to the Commission within a period of 30 days following the date of its formation in prescribed format with basic particulars about the party such as name, address, membership details of various units, names of office bearers, etc,

04 Dec AIIMS, Sweden launch healthcare innovation centre for cancer, diabetes The signing of the Memorandum of Intent took place at the event to mark 10 years of India-Sweden health cooperation. Others present were Union Health Minister Harsh Vardhan and his Swedish counterpart Maja Fjaestad.

The Swedish Trade Commissioner's Office, in collaboration with the All India Institute of Medical Sciences (AIIMS) in New Delhi and Jodhpur, announced launch of the India-Sweden Healthcare Innovation Centre in India. The Centre is envisaged to develop an ecosystem of open innovation that healthcare delivery stakeholders can use to collaborate and address current and future challenges in the healthcare sector in India. King Gustaf separately chaired a dialogue on circular economy approaches in India, along with Swedish and Indian senior government officials, as well as academic, private sector and non-governmental organisations.

05 Dec Union cabinet approves SC/ST reservation in Lok Sabha, state assemblies for another 10 years The reservation for members of the Anglo-Indian community has been done away with for the time being.

The government will bring a Bill to extend the reservation till January 25, 2030 in the ongoing winter session. The government was of the view, that the community is doing well and does not need reservation in the legislature. here are 84 members from the Scheduled Caste and 47 from the Scheduled Tribe communities in Parliament. While reservation for Scheduled Castes and Scheduled Tribes in the legislature is carried out through constitutional amendments, similar reservation in jobs for these categories is decided by respective state governments.

05 Dec Cabinet approves Bill to amend law concerning parents, senior citizens It provides for the registration of senior citizens care homes and home-care service agencies and minimum standards for senior citizen care homes.

The Bill seeks to amend the Maintenance and Welfare of Parents and Senior Citizens Act, 2007. It provides for the registration of senior citizens care homes and home-care service agencies and minimum standards for senior citizen care homes.

05 Dec Rajya Sabha passes Bill to provide ownership rights in unauthorised colonies in Delhi The Bill recognises the property rights of residents of 1,731 unauthorised colonies and also provides some relief to the residents of such colonies in Delhi from registration charges.

The properties in these colonies are at present not being registered by registration authorities. The Bill seeks to recognise and confer rights of ownership or transfer or mortgage to the residents of such colonies on the basis of power of attorney, agreement to sale, will, possession letter and other documents.

05 Dec Union Cabinet clears contentious Citizenship (Amendment) Bill It aims to provide citizenship to non-Muslim refugees from Pakistan, Bangladesh and Afghanistan, has been opposed by several opposition parties with Congress threatening to go to Supreme Court to challenge the proposed legislation.

The Inner Line Permit (ILP) regime areas and those regions which are governed under the Sixth Schedule of the Constitution are learnt to have been excluded from the purview of the bill. In terms of Section 2 of the Bengal Eastern Frontier Regulations, 1873, the Inner Line Permit system is prevalent in Arunachal Pradesh, Mizoram and Nagaland. Citizens of other states require ILP for visiting these three states. Under the Sixth Schedule of the Constitution, autonomous councils and districts were created in tribal areas in Assam, Meghalaya and Tripura. The autonomous councils and districts enjoy certain executive and legislative powers.

05 Dec Central drugs regulator asks states, UTs to stop online sale of medicines The online illegal sale of medicines would lead to a drug epidemic, drug abuse and misuse of habit forming and addictive drugs.

There was no mechanism to control the sale of medicines online, this puts health and lives of people at a high risk and affects their right to a safe and healthy life under Article 21 of the Constitution. In response, E-pharmacies in July told the Court that they do not require a license for online sale of drugs and prescription medicines as they do not sell them, instead they are only delivering the medications akin to food-delivery app Swiggy. Ahmed claimed that the Ministry of Health, Central Drugs Standard Control Organisation and an expert committee appointed by the drug consultative committee have already concluded.

02 Dec Saudi Arabia takes over G20 presidency from Japan Saudi Arabia became the first Arab nation Sunday to take over the G20 presidency as it seeks to bounce back onto the world stage following global uproar over its human rights record.

POINTS TO NOTE

The G20 presidency, which Saudi Arabia takes over from Japan, will see it host world leaders for a global summit in its capital next November 21-22. Saudi Arabia will host more than 100 events and conferences in the run-up to the summit, including ministerial meetings. Rights groups have urged G20 member states to exert pressure on the kingdom over its intensifying crackdown on dissent, which has seen several women activists, journalists and political dissidents jailed.

02 Dec 6 European nations join Iran barter system Paris, London and Berlin on Saturday welcomed six new European countries to the INSTEX barter mechanism, which is designed to circumvent U.S. sanctions against trade with Iran by avoiding use of the dollar.

POINTS TO NOTE

Washington in 2018 unilaterally withdrew from the international agreement governing Iran's nuclear programme and reinstated heavy sanctions against Tehran. The Paris-based INSTEX functions as a clearing house allowing Iran to continue to sell oil and import other products or services in exchange. INSTEX circumvents U.S. sanctions against Tehran by avoiding the use of dollar Israel on Sunday criticised six new European members of the INSTEX barter mechanism with Iran, saying it encouraged Tehran's repression of protests.

All three lead to the heavily fortified Green Zone, the seat of Iraq’s government. In the southern city of Nasiriyah, security forces used live fire and tear gas to repel protesters on two main bridges, the Zaitoun and the Nasr, which lead to the city centre.

The ruling SWAPO shortly before the election was shaken by corruption allegations linked to fishing quotas that led two cabinet ministers to resign. Former Justice Minister Sakeus Shanghala and former Fisheries Minister Bernard Esau have been charged with money laundering and fraud.

03 Dec Roger Federer's face to be minted on Swiss coin The government says the 20-time Grand Slam champion is “probably ’s most successful individual sportsman, he is also the perfect ambassador for Switzerland.”

He has won 20 Grand Slam singles title the most in history by a male player and has held the world No. 1 spot in the ATP rankings for a record total of 310 weeks and was the year-end No. 1 five times, including four consecutive. 03 Dec Vladimir Putin, Xi Jinping launch 'historic' Russian gas pipeline to China The 3,000km pipeline which has been called "the world's biggest construction project" will supply China with 38 billion cubic metres of gas annually when fully operational in 2025.

Russia and China signed the 30-year, $400 billion construction deal in 2014 Gazprom's biggest ever contract. Gazprom stressed that the pipeline ran through "swampy, mountainous, seismically active, permafrost and rocky areas with extreme environmental conditions". Moscow however remains a key gas provider to Europe and is also planning to soon launch two more pipelines that will ramp up supplies to the continent while bypassing Ukraine TurkStream and Nord Stream 2.

04 Dec Finnish Prime Minister Antti Rinne resignes The Centre Party is unlikely to push for a new election. It and coalition allies are trailing in the polls and could lose ground to the nationalist Finns Party. The Finns came second in last April's election, just behind Rinne's Social Democrats. Social Democrat Minister of Transportation and Communications Sanna Marin, is seen as a frontrunner to replace Mr. Rinne if he steps down. Antti Rinne's government has been widely criticised over its handling of a two-week strike at Finland's state postal service, Posti. The strike spread to the national airline, Finnair, and to other industries.

05 Dec U.S. House approves Uighur bill, demands sanctions on senior Chinese officials It calls for sanctions against senior Chinese officials who it says are responsible and specifically names Xinjiang Communist Party Secretary Chen Quanguo, who, as a politburo member, is in the upper echelons of China's leadership.

The Uighur Act of 2019 is a stronger version of a bill that angered Beijing when it passed the Senate in September. It calls on President Donald Trump to impose sanctions for the first time on a member of China's powerful politburo, even as he seeks a deal with Beijing to end a damaging trade war buffeting the global economy. The bill, in the House, requires the U.S. president to condemn abuses against Muslims and call for the closure of mass detention camps in the northwestern region of Xinjiang.

07 Dec China introduces new digital courts: Artificial-intelligence judges deliver verdicts via chat app China is encouraging digitisation to streamline case-handling within its sprawling court system using cyberspace and technologies like blockchain and cloud computing.

POINTS TO NOTE

The efforts include a "mobile court" offered on popular social media platform WeChat that has already handled more than three million legal cases or other judicial procedures since its launch in March. Putting simple functions like that in the hands of the virtual judge helps ease the burden on human justices, who monitor the proceedings and make the major rulings in each case. This includes the construction of a massive high-tech surveillance apparatus and an ambitious effort to challenge US dominance in blockchain, which China could use for everything from issuing digital money to streamlining government services and tracking Communist Party loyalty.

This new policy comes close on the heels of a series of media reports from schools in UP regarding poor facilities or sub-standards mid-day meals. As per the new policy, the school's name will not be changed but the person adopting the school will be given due recognition for the same by way of signage being put up in the school. The person or organisation adopting the school can provide help in the form of improving the school building and electrical wiring, provide infrastructure like fans, lights, desks, chairs, sports equipment and teaching equipment including converting the classrooms into smart classrooms by providing audio-visual aids.

02 Dec Nana Patole of Congress elected Speaker of Maharashtra Assembly Patole succeeds Haribhau Bagade of the BJP, who was speaker during 2014-2019 when Fadnavis was the CM.

POINTS TO NOTE

Patole represents Sakoli Assembly segment in Vidarbha, while Kathore is from Murbad in Thane district. This is the fourth term as an MLA for both. He first entered the Assembly in 1999 and went on to win the 2004 and 2009 state elections as well. Patole quit the Congress and won 2014 Lok Sabha election on the BJP's ticket. He quit the BJP citing differences with Prime Minister Narendra Modi and Fadnavis in December 2017, and returned to the Congress.

04 Dec Government has given ‘in-principle’ approval for strategic disinvestment of 33 CPSEs For this purpose, NITI Aayog has been mandated to identify such CPSEs based on the criteria of (i) National Security; (ii) Sovereign function at arm’s length, and (iii) Market Imperfections and Public Purpose.

POINTS TO NOTE

These include profit making as well as loss making CPSEs. Government follows a policy of strategic disinvestment of CPSEs, which are not in ‘priority sectors’. For this purpose, NITI Aayog has been mandated to identify such CPSEs based on the criteria of (i) National Security; (ii) Sovereign function at arm’s length, and (iii) Market Imperfections and Public Purpose. However, profitability/loss of the CPSEs is not among the relevant criteria. Strategic disinvestment of CPSEs is being guided by the basic economic principle that Government should discontinue in sectors, where competitive markets have come of age and economic potential of such entities may be better discovered in the hands of strategic investor due to various factors such as infusion of capital, technological upgradation and efficient management practices.

05 Dec Cabinet approves exchange traded fund for bonds Bharat Bond Exchange Traded Fund would be the first corporate ETF in the country.

POINTS TO NOTE

Central Public Sector Undertakings (CPSUs) Central Public Sector Enterprises (CPSEs), Central Public Financial Institutions (CPFIs) and other government organisations will issue this ETF. Edelweiss Asset Management will manage the ETF which will be traded on stock exchanges. Since bond ETFs adopt a passive investing route by following an index, they involve lower costs when compared to actively managed bond mutual funds.

Each ETF will have a fixed maturity date and initially they will be issued in two series, of three years and 10 years. The low unit value of ₹1,000, would help deepen India’s bond market as it will encourage the participation of those retail investors who are currently not participating in bond markets due to liquidity and accessibility constraints.

E-commerce companies have to obtain statutory auditor report by September-end for the preceding financial year. According to government sources, this decision will help in ensuring compliance of FDI policy in the e-commerce sector. The Confederation of All India Traders asked the government not to give in the demands of global e-commerce players and American industry chambers to amend the recent changes made to the foreign direct investment (FDI) norms for e-commerce. The CAIT has often complained about predatory pricing and discounts, along with other violations of the FDI policy, particularly during festive season.

While Cholamandalam Investment and Finance Company, Dilip Shanghvi and Tech Mahindra abandoned plans to launch PBs within months of getting approval, Aditya Birla Payments Bank shut shop earlier this year. The SFB model was devised with a view to deepen financial inclusion. These banks are mandated to have at least 75% of their adjusted net bank credit to the sectors eligible for classification as priority sector lending to RBI.
