Western Australia’S Trade and Economic Development with Asia Program Business tariffs A comparison of business electricity tariffs over time is shown in Figure 31 for small and medium businesses using metropolitan prices obtained from the By-laws. A similar pattern to residential electricity prices is observed for WA businesses across the 2009-2015 period. A general increase in business electricity tariffs is observed, particularly for medium size businesses using more than 50 megawatt hours per annum. These businesses have seen tariffs increase considerably between 2011 and 2012, with the fixed daily charge increasing by 11 cents from 38 to 49 cents per day. Since 2012, prices have risen more steadily. Welcome from Professor Alan Duncan Welcome to the launch of the fifth report in the Bankwest Curtin Economics Centre’s Focus on Western Australia series: Tiger, Tiger, Burning Bright? Western Australia’s trade and economic development with Asia. There is a general sense of unease with the recent slowdown in China’s economic growth. Large businesses and the state’s finances have suffered as a result. But is China the ‘be all and end all’ of the focus on Western Australia trade policies and objectives? Our report will examine a number of key questions relating to the composition and direction of trade by West Australian businesses and consumers. These include issues that affect current trading patterns with Asia, and opportunities for enhanced future trade and strengthened economic relationships with China, Japan and other countries in the Asia-Pacific and Indo-Pacific regions. This report reminds us that as important as China is to the economic fortunes of the state, it is by no means the state’s only export destination. To focus solely on China would be myopic. There are new partnerships to forge, emerging industries to support, infrastructure bottlenecks to overcome and the ‘WA’ brand to promote. The report also traces state exports to the regions. It highlights important barriers that regional businesses and residents, together with policymakers, have overcome in their pursuit of efficiency gains and growth. It also outlines what the regions can do to further promote trade. At the outset, I preface my speech by saying that I have the utmost respect and admiration for the thousands of brave and conscientious police officers who police Western Australia, and who, by their devotion to duty, secure the streets so that they are safe enough for my wife and my children to walk about without the expectation of being assaulted or otherwise endangered. I thank all those officers who serve in the traffic branch and who stay up all night in difficult conditions, patrolling our streets to keep the streets safe enough for me to drive home with the expectation that I will not be killed by a hoon. I thank all of those officers serving in crime command who work so valiantly detecting crime by organised criminals and others, and who have achieved such remarkable results, especially in the interdiction of drug laboratories. They have made big inroads into the amphetamine trade in Western Australia. Finally, I thank, also, those officers of this state, including the undercover officers, who on a daily basis put themselves in danger by engaging with organised criminals and bikie gangs to bring evidence before the courts that will see these people prosecuted.

McGOWAN (Rockingham — Leader of the Opposition) [4.31 pm]: I move — That the house condemns the state Liberal–National government and the federal Liberal government for making the lives of seniors and pensioners increasingly difficult through increased cost of living and the withdrawal of concessions. The way that both state and federal Liberal governments are treating seniors in our community has become a subject of great debate in Western Australia and Australia more generally in recent weeks. We have heard some unfortunate commentary by some government ministers who imply that seniors are somehow living it up, are on easy street and are being treated overgenerously by the government. We heard the Minister for Transport make some insensitive remarks. The Minister for Seniors and Volunteering made some fairly insensitive remarks about seniors in our community. This has upset seniors across Western Australia. Last Friday I attended a rally at Perth Town Hall, which was organised by 6PR and Channel Seven and the Council on the Ageing. This was a significant event; the many hundreds of people present at this rally last Friday are concerned about the attacks on their living standards by both state and federal governments. They raised a range of concerns about what is happening nationally and what is consequently happening at a state level that is impacting on their quality of life and their capacity to afford to live.

TEMPLEMAN: Earlier this year members would be aware that I tabled a substantial online petition signed by over 20 000 online petitioners and a petition that complied with standing orders of this place that was signed by two members of the public—Margaret and Ray Dodd. Margaret and Ray’s daughter Hayley went missing a number of years ago and she has never been found, and, of course, it is presumed that she met a tragic end. I do not want to talk about their case because it is before the court and I do not want to prejudice or have any negative impact on the proper procedures in this case. Margaret and Ray are like a number of parents and families in not only Western Australia but Australia generally who have loved ones, daughters or sons, who have gone missing—some who were murdered but their perpetrator has never been found or indeed the perpetrator has been tried for murder and been found guilty.

The Joint Select Committee on End of Life Choices was formed. The terms of reference included — a) assess the practices currently being utilised within the medical community to assist a person to exercise their preferences for the way they want to manage their end of life when experiencing chronic and/or terminal illnesses, including the role of palliative care; b) review the current framework of legislation, proposed legislation and other relevant reports and materials in other Australian States and Territories and overseas jurisdictions; c) consider what type of legislative change may be required, including an examination of any federal laws that may impact such legislation; and d) examine the role of Advanced Health Directives, Enduring Power of Attorney and Enduring Power of Guardianship laws and the implications for individuals covered by these instruments in any proposed legislation.

Bushfires: Unfortunately, once again I begin this Premier’s Statement noting the tragic consequences of recent major bushfires across the state. In November, fires near Esperance claimed four lives and burned more than 260 000 hectares of farm and bushland. In January, a massive fire near Waroona claimed two lives and razed the town of Yarloop, destroying some 181 homes and businesses. The effects of such devastation are heartbreaking, not least for the family and friends of those who died but also for the people who lost homes, animals and treasured possessions. I acknowledge and thank the efforts of all who fought the fires and the many thousands who supported those firefighting efforts, including volunteers. The government has appointed Euan Ferguson, former head of the Victorian Country Fire Authority and the South Australian Country Fire Service, to thoroughly investigate the response to the Waroona fire. The terms of reference for the investigation are wide enough to address issues relevant to the Esperance fire and other major events.

DAVIES (Central Wheatbelt — Leader of the National Party) [2.56 pm]: — without notice: I move — That so much of standing orders be suspended as is necessary to enable the following motion to be moved forthwith — That this house condemns the government for absenting four ministers on a parliamentary sitting day, thereby avoiding public scrutiny and diminishing the ability of the opposition to hold the government to account. I think we have seen today why there is a need for the government to agree to this motion. Absolute arrogance and contempt have been shown to this house today. Indeed, it has emerged over the past 16 weeks that this house has sat. Some examples of why we think this government needs to explain why, at its own instigation, it has arranged overseas travel — Mr D.J. Kelly interjected. The SPEAKER: Minister for Water, I call you to order for the first time. Mrs L.M. Harvey interjected. The SPEAKER: Member for Scarborough, you have one of your own side on her feet. Ms M.J. DAVIES: Why has this government, presumably signed off by the Premier, arranged overseas travel for a number of its ministers on a day that Parliament is sitting, and during question time? I understand that one of the ministers chose to wait until after question time was completed to join the Premier and other ministers.
