MS R. SAFFIOTI (West Swan) [8.50 pm]: It is a pleasure to be on my feet once again today, this time dealing with the Appropriation (Consolidated Account) Capital 2014–15 Bill 2014. In my earlier speech today I outlined some of the structural problems with the recurrent operating side of the budget. I want to talk briefly about the capital side of the budget and one of the reasons that net debt is increasing. As I have stated before, we all support capital expenditure because it provides much-needed infrastructure throughout our community. What is really good for capital infrastructure is to not have to borrow for the whole lot of it, and that is one of the reasons net debt has increased dramatically under this government. The opposition supports capital investment and public sector infrastructure, but the government has had to borrow for basically everything it is building. I reflect upon the discussions about funding the Perth–Mandurah railway in the early 2000s. I remember the criticism of the Liberal Party at the time that it was unaffordable. I read comments the other night that said that it was five or 10 years before its time. Mr D.J. Kelly: Trains before their time! Ms R. -

MR M. McGOWAN (Rockingham — Leader of the Opposition) [12.20 pm]: I rise to speak on the Premier’s Statement. The year 2016 marks the final year before the state election. It is a crucial year for Western Australia. Western Australia is at the crossroads. Our state needs change; it needs a change of direction and Western Australians know it. Western Australia is crying out for a change from the management that this government has provided this state. Our state needs a new government. It needs new ideas and it needs a new direction. We need to get rid of our tired, old government—a government that has created an enormous mess in Western Australia. We need a competent, responsible and honest government in Western Australia. We need a government with a vision for the future—the long-term future of Western Australia—and a team that is prepared to hang in there for the long haul. WA Labor has a team that is ready to govern. I love this state. It has provided me with opportunities beyond my wildest imaginings. I may have come from somewhere else, but I have lived the majority of my life in Western Australia. This is a state of resilient, decent and hardworking people with good values of honesty, compassion and decency. -

The first edition of the Parliamentary Handbook was published in 1922 and together the succeeding volumes represent one of the best historical record of any Parliament in Australia. In this edition a significant restructure of the Handbook has taken place in an effort to improve usability for the reader. The staff of both Houses of Parliament have done an enormous amount of work to restructure this volume for easier reference which has resulted in a more accurate, reliable and internally consistent body of work. -

Address by His Excellency Mr Takaaki Kojima, Ambassador of Japan to Australia Japan-Australia Relations IN THE ZONE (Plenary Session 2: Australia in the “Asian Century” and strategic role in the zone) 9 November 2009 1 His Excellency Dr Ken Michael, The Honorable Chris Evans, Professor Kim Beazley, Dr Michael Chaney, His Excellency Ambassador Zhang Junsai, Distinguished guests, Ladies and Gentlemen, 1. Introduction – Comprehensive Strategic Partnership It is a great pleasure for me to be given an opportunity to speak at this inaugural international public policy conference, IN THE ZONE, organized by the University of Western Australia. I am delighted to have come back again to this beautiful city. As a matter of fact, immediately after I assumed the present post, I did visit Western Australia for my first official state visit in Australia as ambassador. The reason is obvious. Western Australia is most important for Japan. In this session, following the excellent tone-setting address by Minister Evans and the speech by Ambassador Zhang, I would like to speak about the bilateral relationship between Japan and Australia, focusing on recent developments, referring to the strategic importance of Western Australia. As you are all aware, the Democratic Party of Japan gained a landslide victory at the last general election and the new government led by Prime Minister Yukio Hatoyama came into office in September. Prime Minister Hatoyama and Prime Minister Rudd have already met in New York at the United Nations General Assembly and at the G20 Summit held in Pittsburgh last September. 2 They also met at the East Asia Summit meeting in Thailand late October and will meet again at the APEC leaders’ meeting in Singapore later this week. -

MR J.R. QUIGLEY (Mindarie) [9.31 am]: Mr Speaker, I would like to make a speech concerning policing in Western Australia. At the outset, I preface my speech by saying that I have the utmost respect and admiration for the thousands of brave and conscientious police officers who police Western Australia, and who, by their devotion to duty, secure the streets so that they are safe enough for my wife and my children to walk about without the expectation of being assaulted or otherwise endangered. I thank all those officers who serve in the traffic branch and who stay up all night in difficult conditions, patrolling our streets to keep the streets safe enough for me to drive home with the expectation that I will not be killed by a hoon. I thank all of those officers serving in crime command who work so valiantly detecting crime by organised criminals and others, and who have achieved such remarkable results, especially in the interdiction of drug laboratories. They have made big inroads into the amphetamine trade in Western Australia. Finally, I thank, also, those officers of this state, including the undercover officers, who on a daily basis put themselves in danger by engaging with organised criminals and bikie gangs to bring evidence before the courts that will see these people prosecuted. -

On behalf of the court, I acknowledge the traditional owners of the lands on which we meet, the Whadjuk people who form part of the great Noongar clan of South Western Australia. We pay our respect to their elders and acknowledge their continuing stewardship of these lands. I welcome his Honour’s family to share this occasion. I welcome his Honour’s wife Margie, his Honour’s son Nick and his wife Anna, his Honour’s daughter Emily and granddaughter Isabel, his Honour’s son Henry and daughter Lucy. I am particularly pleased to welcome his Honour’s daughter’s Anna. At his Honour’s welcome on 1 May 2006, we were joined by his wife Margie and four of his Honour’s five children. -

I am advised that on 8 July 2020 you wrote to Minister Johnston; the Hon Peter Tinley AM MLA, Minister for Asian Engagement; and the Hon Roger Cook MLA, Deputy Premier of Western Australia, seeking assistance in relation to training miners and directors of the Myanmar government about mining safety, occupational safety and health and environmental management. Minister Johnston replied to this request on 26 August 2020, advising of the sanctions imposed by the Australian Government including “restrictions on the provision of certain services”, and recommending that you contact the Australian Government’s Department of Foreign Affairs and Trade (DFAT), through the Embassy of the Republic of the Union of Myanmar (Embassy of Myanmar), both based in Canberra. I note that in your 4 March 2021 correspondence, you propose a work experience arrangement for professionals who will then work as volunteers at Mining Watch Myanmar Inc., to address mining industry issues in Myanmar. -

MRS R.M.J. CLARKE (Murray–Wellington) [8.01 pm]: Prior to the dinner break, I was in the middle of my speech. On 23 August 2017, the Parliament established a joint select committee of the Legislative Assembly and the Legislative Council to inquire into and report on the need for laws in Western Australia to allow citizens to make informed decisions regarding their own end-of-life choices. The Joint Select Committee on End of Life Choices was formed. The terms of reference included — a) assess the practices currently being utilised within the medical community to assist a person to exercise their preferences for the way they want to manage their end of life when experiencing chronic and/or terminal illnesses, including the role of palliative care; b) review the current framework of legislation, proposed legislation and other relevant reports and materials in other Australian States and Territories and overseas jurisdictions; c) consider what type of legislative change may be required, including an examination of any federal laws that may impact such legislation; and d) examine the role of Advanced Health Directives, Enduring Power of Attorney and Enduring Power of Guardianship laws and the implications for individuals covered by these instruments in any proposed legislation.
