Strengthening Women’s Entrepreneurship in ASEAN │ 3 Foreword Ensuring that women have equal access to the “three E’s” that unlock economic opportunity – education, employment and entrepreneurship – is critical to forge stronger, more sustainable and inclusive growth. Women’s full participation in the labour market boosts productivity and drives innovation, and more broadly, women’s economic empowerment plays a fundamental role in building more cohesive societies. Removing barriers to equality between women and men remains a challenge shared by governments around the world, including OECD countries. However, given structural challenges such as the digital transformation, looming population ageing and a shrinking labour force, it will be more important than ever that Southeast Asian governments mobilise all of their available talents, both male and female. While Southeast Asian women have made considerable gains in education, this has not yet translated into full access to employment or entrepreneurship. Data indicates that women’s participation in the ASEAN labour market could be further strengthened, with greater access for women to quality jobs. Moreover, women-owned micro-, small- and medium-sized enterprises (MSMEs1) are often of smaller scale and scope than firms owned by men, with many remaining at the micro level or in the informal sector, despite their potential to expand beyond borders and take advantage of the opportunities offered by improved regional integration. The ASEAN Economic Community (AEC) has put emphasis on gender equality since its inception. To tackle remaining gaps in outcomes between men and women in the region, the AEC has recently begun to increase its focus on supporting women’s entrepreneurship, in particular within the context of the ASEAN Strategic Action Plan for SME Development 2016-2025. Developed in partnership with ASEAN, this report discusses labour market participation of women and women’s entrepreneurship in the ASEAN region today. It takes stock of key challenges women are facing, analyses the policy landscape, identifies gaps, and proposes recommendations to advance the role of women in the labour market, as entrepreneurs and business owners, presenting best practice examples from both the region and the OECD. The first chapter provides an in-depth account of recent trends in labour market gaps between men and women in ASEAN countries. It advances a comprehensive set of policy options and practices to build inclusive and resilient labour markets in the region, reaping the full benefits of women’s participation. In its second and third parts, the report complements and builds on other studies on different aspects of women’s entrepreneurship that have been carried out in the ASEAN region in recent years. It provides data and analysis for all 10 of the ASEAN member states along with a detailed overview of policies and programmes specifically geared to support women’s entrepreneurship and the development of women-owned MSMEs, at both the national and the community level in ASEAN. Strengthening Women’s Entrepreneurship in ASEAN 4 │ entrepreneurship in the region, and provides further insights on the policies needed to address the main gender gaps that are holding back women’s entrepreneurship. The methodology to develop this report is based on a systematic review of primary and secondary sources of information. It includes official statistics and draws upon relevant reports developed by other international organisations and local stakeholders. It also includes an extensive review of the programmes, projects and initiatives to support the development of women entrepreneurs and women-owned enterprises in ASEAN member states. Sources of information to collect country-level data were based on an in-depth desk research, including government websites (particularly ministries and agencies dedicated to women’s economic empowerment/gender equality, MSME development, and trade promotion), financial institutions, business support-providing organisations, women entrepreneurs’ associations, civil society organisations, and donor organisations. Additional information was sourced from published reports on the strength of the ecosystem for women’s entrepreneurship in some of the countries, as well as economic profiles. Finally, the inputs were enriched by direct feedback from stakeholders at the national level, in addition to interviews with experts. The report has benefited from extensive consultation with stakeholders from the region. It was initially discussed with the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME) in Kuala Terengganu, Malaysia on 16 May 2017. Its preliminary findings were subsequently presented at the ASEAN MSME Summit in Manila, the Philippines on 14 July 2017, as well as during the OECD Southeast Asia Regional Forum on 24 August 2017 in Bangkok, Thailand. It was officially launched in September 2017 at the margins of the ASEAN Economic Ministers Meeting (AEM) in Manila, the Philippines. It builds on work conducted on MSME issues in the ASEAN region within the framework of the Canada-OECD Project for ASEAN SMEs (COPAS), as well as gender-related work conducted for OECD member and partner countries. Through an extensive consultation process, the report received feedback from the ASEAN Committee on Women (ACW) as well as the ASEAN Women Entrepreneurs Network (AWEN) and other relevant stakeholders. Purpose of the follow-up programme The second and subsequent cycles of the review should focus on, inter alia, the implementation of the accepted recommendations and the development of the human rights situation in the State under review. A/HRC/RES/16/21, 12 April 2011 (Annex I C § 6) The Universal Periodic Review (UPR) process takes place every four and half years; however, some recommendations can be implemented immediately. In order to reduce this interval, we have created an update process to evaluate the human rights situation two years after the examination at the UPR. Broadly speaking, UPR Info seeks to ensure the respect of commitments made in the UPR, but also, more specifically, to give stakeholders the opportunity to share their opinion on the commitments. To this end, about two years after the review, UPR Info invites States, NGOs, and National Institutions for Human Rights (NHRI) to share their comments on the implementation (or lack thereof) of recommendations adopted at the Human Rights Council (HRC) plenary session. For this purpose, UPR Info publishes a Mid-term Implementation Assessment (MIA) including responses from each stakeholder. The MIA is meant to show how all stakeholders are disposed to follow through on, and implement their commitments. States should implement the recommendations that they have accepted, and civil society should monitor that implementation. While the follow-up’s importance has been highlighted by the HRC, no precise directives regarding the follow-up procedure have been set until now.

A closer look at the descriptive research about (PWMs) indicates that both movements have generally been perceived as one entity by some Palestinian activists as well as scholars who have explored Palestinian nationalism. Here, we address questions about the nature of women’s activism in Palestine and seek to assess to what extent this organizing and mobilization form a social movement, particularly questions that focus on important factors such as faction dynamics, funding dynamics, perceptions and relationships issues, leadership features and religion dynamics. Taking into consideration the specificity of women’s movements in a nation that has survived military occupation for over five decades under military occupation, this research draws on a number of theories, including resource mobilization and resource dependence as well as political opportunity theories.     Issue 2016/01 February 2016 Migration Profile: Egypt Françoise De Bel-Air Egypt is the most populous Arab country with, as of December 2015, 90.2 million inhabitants. Not surprisingly, it is the largest migrant sending country in the region to date. After a phase of legal restrictions on emigration under Nasser’s regime, Egyptian emigration took off after 1971. The economy and national borders were opened to the circulation of goods and persons (infitah) under President Sadat. The right to migrate is enshrined in the 1971 Constitution. The 1973 War and the ensuing hike in oil prices having stimulated strong work force needs in oil-producing countries, large BRIEF numbers of emigrants left Egypt for Saudi Arabia and the other Gulf states, to Iraq as well as to Libya. During the 1980s and 1990s, Egypt went through several phases of migration ebbs and flows, especially to the Gulf and other Arab States, the main outlet for Egyptian migrants. Problem this paper addresses: Women continue to struggle in this male-dominated industry. They must develop a different set of entrepreneurial tools to take advantage of its opportunities. Historically, the music business has perpetuated the idea that artists need only “do their art” and they will be discovered, or that the art as a product can sustain itself simply because it is quality art. The industry also continues to suggest that people other than the artist or music entrepreneur will handle all aspects of a song’s success and keep them out of the artist’s control. The entrepreneur as artist or arts manager must understand this paradigm in order to see and overcome the challenges that the industry faces, now and in the future. Current State: The industry has gone through a major change with the advent of digital technology that now offers the entrepreneurial individual (artist or record-industry professional) new tools and resources. From a gender perspective, women are now able to compete in a non-gendered arena (the Internet), and with mastery of these digital tools they can meet the challenges inherit in an industry perceived as highly gender-biased. We find that, despite the increased variety in the representations of female entrepreneurs, traditionally gendered discourses prevail in posi- tioning women as inferior in the entrepreneurship discourse specifically, and in the social order at large. This positioning of female entrepreneurs is achieved by stereotypical repre- sentations, drawing on traditionally gendered ‘division of labour’ and ‘women and men are different’ frames, and is masked by seemingly feminist and progressive ‘work–life balance’ and ‘entrepreneurship as self-realization’ representations.
