    Tallinna positiivne programm 2018–2022 2017. aasta kevadel algatas Tallinn linnavolikogu Tallinna positiivse programmi 2018–2022 koostamise. Linnaosade valitsuste ülesandeks oli koguda linnaelanikelt, kodanikeühendustelt, mittetulundusühendustelt ja muudelt organisatsioonidelt ideid linnaelu parendamiseks ja linnakeskkonna arendamiseks. Ideekorje raames kogutud ettepanekuid ja ideid esitleti igas linnaosas toimunud rahvakonverentsidel, kus said sõna nii linnakodanikud, linnavalitsejad kui oma ala eksperdid. Arutelude tulemusel pandi linnaositi kokku ettepanekud, mille tulemusel sündis Tallinna positiivne programm 2018–2022. Järgnevalt on toodud avalike arutelude tulemusel esitatud ettepanekud linnaosade ja valdkondade kaupa. 1. Ülelinnalised ettepanekud Linnaosade üleselt leidsid enim mainimist järgmised ettepanekud: • tagada kõikidele kooliõpilaste tasuta lõunad; • jätkata Tallinnas tasuta ühistranspordi pakkumist; • jätkata Tallinna elanikele linnaelu kajastamist linna meediakanalite (linna ajalehed Pealinn ja Stolitsa, linnaosade ajalehed, Tallinna Televisioon) vahendusel; • jätkata eakatele tallinlastele sünnipäevatoetuse väljamaksmist. 2. Haabersti linnaosa positiivne programm 2018–2022 2.1 Linnaosa tutvustus ja arenguperspektiivid Haabersti on üks kaheksast Tallinna linnaosast ning see asub 22,4 km 2 suurusel alal. Linnaosas elas 1. mai 2017 seisuga 44 898 elanikku. 1993. aastal anti linnaosale Haabersti nimi seetõttu, et keskajast alates oli see ala kuulunud Haabersti linnamõisale.
