By the Act of Parliament, the District was initially one of the Counties of Mukono District but later declared an independent District in July 2009. The current Buikwe District consists of One County which is divided into three constituencies namely Buikwe North, Buikwe South and Buikwe West. Location and Size Buikwe District lies in the Central region of Uganda, sharing borders with the District of Jinja in the East, Kayunga along river Sezibwa in the North, Mukono in the West, and Buvuma in Lake Victoria. The District Headquar- ters is in Buikwe Town, situated along Kampala - Jinja road (11kms off Lugazi). Buikwe Town serves as an Administrative and commercial Centre. Other urban centers include Lugazi, Njeru and Nkokonjeru Town Councils. Buikwe District has a total area of about 1209 Square Kilometers. Topography The northern part of the District is flat but the southern region consists of sloping land with great many undulations; 75% of the land is less than 60o in slope. Most of Buikwe District lies on a high plateau (1000-1300) above sea level with some areas along Sezibwa River below 760m above sea level, Southern Buikwe is a raised plateau (1220-2440m) drained by River Sezibwa and River Musamya.

Millar Wood Doctor of Philosophy, 2008 Dissertation directed by: Professor Jing Lin and Professor Steven J. Klees Department of Education Leadership, Higher Education and International Education This case study examines the impact of globalization on education policies, structure and practice in Uganda during a 20-year period from 1987-2007. Post-primary education is the principal focus of this research as it is critical to preparing young people to participate in Uganda’s socio-economic and political development process and thus position the country for participation in the global economy. However, given post- primary’s pivotal position between primary and tertiary education, it has to be viewed in the context of the longer educational continuum. Thus, the “before” and “after” levels of education are also addressed. The dissertation explores an array of issues related to globalization and education. These include stakeholders’ perceptions and understandings of globalization, the modalities of “transmitting” reform ideas and policies around the world, and specific educational reforms in Uganda at the sector and sub-sector levels. It also explores the impact of these educational reforms (a) on beneficiaries in terms of access, equity, relevance, and quality and (b) on Uganda in terms of positioning the country to respond to the opportunities and challenges of globalization. The study concluded that globalization has had an impact on education reform in Uganda in several ways. The reforms themselves have yielded some positive benefits for the beneficiaries but much remains to be done to ensure the expansion of access and equity as well as improvements in the relevance and quality of education.

Abstract Increasingly, university education in Uganda is becoming very popular. Before 1992, discussing university education in Uganda and for most of Sub Saharan Africa was not very difficult because there were few universities. The liberalization and introduction of the private sponsoring scheme in public universities, emergence of the denominational, for-profit and community private universities have all made discussing university education problematic. Though the Uganda government white paper on education 1992, gives the basic principles which must guide all levels of education in Uganda, the lack of a clear and uniform philosophy informing and guiding the different universities creates a plethora of challenges to the debate of the philosophy of education behind the different universities in Uganda. This paper using a descriptive case study research design tries to identify the underlying philosophical underpinning behind the different universities in Uganda. These include: public, religious or denominational, the for-profit and cultural oriented universities. The paper concludes that different universities in Uganda draw their philosophy of education from their founding body’s rationale for providing university education. It is also concludes that there seem to be no unifying philosophical underpinning for the entire university system in Uganda.
