INTRODUCTION1.INTRODUCTION Africa is home to some of the world’s fastest- growing economies, some (e.g Ghana) of them lifted by new oil and gas finds. The East African region is emerging as a premier destination for oil and gas exploration and development. Petroleum discoveries have been made in South Sudan, Uganda, Tanzania, Mozambique and Kenya. East Africa consumes about 200,000 barrels of petroleum products per day and demand is increasing at an average rate of 7% per year. TILENGA & EACOP PROJECTS WITH A SOCIO-ECONOMIC INTEREST FOR UGANDA AND TANZANIA The teams of Total and its partners Tullow and CNOOC are currently working on an oil development project in Uganda, called Tilenga, and an oil pipeline project through Uganda and Tanzania, EACOP, which will transport the oil to the port of Tanga. For the two host countries, these projects will have a significant economic and social impact. Nyakahita-Ibanda-Kamwenge Road Upgrading Project
ENVIRONMENTAL AND SOCIAL IMPACT ASSESSENT SUMMARY Project Name: Road Sector Support Project 3: Nyakahita-Ibanda-Kamwenge Road Upgrading Project Country: Uganda Project Number: P-UG-DB0-020 1.0 Introduction Following a request by the Government of Uganda to the African Development Bank (AfDB) to finance the upgrading of the Nyakahita-Ibanda-Kamwenge road from gravel to bitumen standard an Environmental and Social Impact Assessment had to be carried out by the project proponent (Uganda National Roads Authority – UNRA). UNRA in contracted the services of Consulting Engineering Services (India) Private Limited in Association with KOM Consult Limited to carry out the ESIA which was completed in January 2009, and the National Environment Management Authority (NEMA) reviewed and approved the report on 13 March 2009. The ESIA Summary is being posted on the AfDB website for pubic information as is required by the Bank policy on public disclosure. The summary covers: i) Project description and justification, ii) Policy legal and administrative framework, iii) Description of the project environment, iv) Project alternatives, v) potential impacts and mitigation/enhancement measures, vi) environmental and social management plan, vii) monitoring program, viii) public consultations and disclosure, ix) ESMP and cost estimates, x) conclusion and recommendations, xi) reference and contacts, and xii) an annex “resettlement action plan” (RAP). 2.0 Project Description and Justification The project is in Western Uganda and the project road traverses three districts of Kirihura, Ibanda and Kamwenge which have an estimated population of 0.7 million people. The rest of the road continues to Fort Portal in Kabalore district. The project shall upgrade the road from gravel to paved standards and is 153 km long and it has a 6 m wide carriageway and 1.5 m shoulders on either side. -

Tilenga Project Tilenga Feeder Pipeline ESIA Executive Summary EXECUTIVE SUMMARY Introduction Total E & P Uganda B.V. (hereafter referred to as ‘TEP Uganda’), Tullow Uganda Operations Pty Limited (hereafter referred to as ‘TUOP’) and the CNOOC Uganda Limited (CNOOC) are joint venture partners in the Tilenga Project. The Government of Uganda (GoU) at award of the Production Licences elected to participate in this joint venture through its nominee, Uganda National Oil Company (UNOC). Negotiations for a Joint Venture Agreement between UNOC and the joint venture partners are ongoing. The overall objective of the Tilenga Project is to establish production of the oil fields located in the northern part of Albertine Graben area in an economically prudent manner using sound reservoir management principles and best industry practice, and to deliver crude oil to the market. The Tilenga feeder pipeline is being planned to transport crude oil from the Tilenga Project central processing facility (CPF) near Buliisa town in Buliisa District, Uganda to a manifold at the East African Crude Oil Pipeline (EACOP) pumping station (PS1) that will be located in the Kabaale Oil and Gas Industrial Park, in Hoima District. The environmental and social impact (ESIA) is a report of the environmental and social impact assessment conducted to identify, describe and assess the likely interactions of the Tilenga feeder pipeline with environmental and socio-economic receptors, termed as “valued environmental and social components” (VECs). The ESIA has been prepared pursuant to the National Environment Act cap 153 and the National Environment (Environmental Impact Assessment) Regulations, 1998 (SI No. 153- 1), and conducted in accordance with the Scoping Report and terms of reference approved by the National Environment Management Authority (NEMA), dated 19 September 2017. -

May 26, 2021 FOR IMMEDIATE RELEASE KAMPALA AFIEGO AND PARTNERS DEMAND FOR RELEASE OF AFIEGO’S BULIISA DISTRICT FIELD OFFICER Africa Institute for Energy Governance (AFIEGO) and its partners are demanding for the immediate release of AFIEGO’s Buliisa district Field Officer, Mr. Maxwell Atuhura. Mr. Atuhura was arrested yesterday on May 25, 2021 and was detained at the Buliisa Central Police Station (CPS). He spent the night at the police station. The charges against him hadn’t been communicated by the time this press statement was issued. Instead, Mr. Atuhura was today May 26, 2021 transferred to Hoima, where the regional police headquarters are located. Mr. Atuhura was arrested alongside an Italian journalist, Ms. Federica Marsi, whose work has been published by the UK’s Independent and Al Jazeera. Prior to their arrest, Mr. Atuhura and Ms. Marsi had been conducting interviews with community members whose land is being acquired or has been acquired for the Tilenga oil project in Buliisa district. The communities have complained of being unfairly and inadequately compensated. Cases to stop the unfair and inadequate compensation were filed in courts including in France. Efforts by civil society organisations (CSOs) and communities to defend the communities’ land and environment rights have resulted in reprisals from the state. “Security agencies in Uganda have criminalised the work of CSOs that are working for the protection of the environment and oil-affected communities’ rights. We are increasingly seeing arrests, intimidation and threats, which are aimed at stopping our work. This is unfortunate because if CSOs and well-meaning Ugandans fail to protect communities and the environment, the oil that government officials are celebrating will turn into the country’s biggest curse. -

ABSTRACT This thesis examines the socio-economic effects of oil industry on the people of Kabaale Village, Hoima, and Bunyoro region in Uganda. The thesis analyses the current political economy of Uganda and how Uganda is prepared to utilize the proceeds from the oil industry for the development of the country and its people. In addition, the research examines the effects of industry on the people of Uganda by analyzing how the people of Kabaale in Bunyoro region were affected by the plans to construct oil refinery in their region. This field research was done using qualitative methods and the Historical Materialism theoretical framework guided the study. The major findings include; displacement of people from land especially women, lack of accountability from the leadership, and less citizen participation in the policy formulation and oil industry. -

National Population and Housing Census 2014 Area Specific Profiles – Buliisa District FOREWORD Demographic and socio-economic data are useful for planning and evidence-based decision making in any country. Such data are collected through Population Censuses, Demographic and Socio-economic Surveys, Civil Registration Systems and other Administrative sources. In Uganda, however, the Population and Housing Census remains the main source of demographic data, especially at the sub-national level. Population Census taking in Uganda dates back to 1911 and since then the country has undertaken five such Censuses. The most recent, the National Population and Housing Census 2014, was undertaken under the theme ‘Counting for Planning and Improved Service Delivery’. The enumeration for the 2014 Census was conducted in August/September 2014. The Uganda Bureau of Statistics (UBOS) worked closely with different Government Ministries, Departments and Agencies (MDAs) as well as Local Governments (LGs) to undertake the census exercise.
