Field Survey Schedule The first field survey was conducted from 27th October 2018 and 2nd November 2018. During the APEC period, work in Japan was carried out and the second field survey was conducted from 24rh November 2018 to 15th December 2018. During the first field survey, relevant organizations were visited and requested to cooperate the survey and data collection, survey on the existing facilities and equipment at Tokua Airport were conducted during the second field survey. List of the interviewees and survey schedule were attached in the appendix. 2. Current Conditions at Tokua Airport Current conditions at Tokua Airport are summarized in the table below. Facilities Current Conditions 1) Runway, Alligator cracks are appeared on the whole surface of the pavements. Taxiway and Some aggregates are segregated so that urgent repair is necessary. Apron According to the National Airports Corporation (NAC), repair work has been conducted, however the repair is done with the cold mix asphalt and the conditions after the repair is not good. There is a risk of FOD (Foreign Object Damage) caused by segregated aggregate. 2) Passenger Since the existing passenger building was designed to handle Fokker 28 Building (F28) aircraft, of which seat capacity is 70, the capacity is insufficient to handle multiple arrival and departures of 100 seater Fokker 100 (F100) aircraft. -

Fire Dancers' Initiation Ceremony
Fire Dancers’ Initiation Ceremony Masks and Death Rites of the Bismarck Sea Papua New Guinea This expedition takes you to three of Papua New Guinea’s most interesting islands to witness three dramatic tribal ceremonies; the Baining Fire Dancers initiation ceremony on New Britain Island, a Tabuan dance with Duk Duk spirits on the Duke of York Isles and a Malagan mask ceremony on New Ireland. All three ceremonies are spectacular and very different from one another, but the elaborate and sacred initiation ceremony of the young men of the Baining tribe of New Britain as Fire Dancers (see summary overleaf), and their performances jumping through fire and clouds of embers in bark-cloth Kavat masks, is sight that very few, if any, outsiders have been allowed to witness - during our visit in 2019, the village Chief invited us to come back in 2020 to help celebrate his son’s three day initiation ceremony. This incredibly rich itinerary takes in bird watching, orchids, relaxing on pristine beaches, climbing a steaming active volcano, visiting jungle waterfalls, joining megapode egg hunters, exploring many World War II relics and countless opportunities for purchasing artefacts, carvings and traditional shell money (tabu)! Throughout this trip, there will be many opportunities to snorkel or dive in the coral triangle on some of the worlds richest reefs in The Bismarck & Soloman Seas (we recommend that you bring your own snorkel, mask and flippers!). Building Capacity by Rebuilding Community Assets: Learning from the Gazelle Restoration Authority (GRA) Experience Background Public Disclosure Authorized The purpose of this review is to bring a more locally-relevant perspective to the World Bank‟s understanding of dynamics of statebuilding, development, and governance in Papua New Guinea (PNG) by exploring the specific lessons from the experience of the post-disaster reconstruction program led by the Gazelle Restoration Authority (GRA) in East New Britain province, after a catastrophic dual volcanic eruption in 1994. Three audiences exist for this review: those interested in more effective approaches to public works and service delivery in PNG; specialists in post-disaster reconstruction; and World Bank staff seeking ways to contribute to institutional and state effectiveness through project implementation choices. Given these diverse audiences, specific lessons will be offered at the end, for each group. The GRA is generally considered – both by PNG stakeholders and in the wider development community – as an effective institution that produced quality results, and its success is all the Public Disclosure Authorized more remarkable given the difficulties usually encountered in implementing major public work programs in PNG. Most observers emphasize the pre-existing strength and quality of the East New Britain Provincial Administration (ENBPA) – also widely viewed as an exceptionally capable and effective state institution – and elements of the Tolai culture, dominant in ENB, described as fostering a collaborative, pragmatic, and dedicated style of working across public and private sectors. While the Implementation Completion Report for the World Bank-financed project implemented by GRA acknowledges those two elements, it also highlights a range of other enabling factors that are less unique to the ENB context – and potentially more useful in considering these three questions: 1. -

An Eruption of Volcanoes Devastated the Town
Living under the volcano in Papua Eric Lafforgue September 19, 1994 - An eruption of volcanoes on the opposite side of the harbor entrance devastated the town of Rabaul, the former capital of East New Britain Island in Papua New Guinea. Thanks to an early warning, very few people died. Rabaul’s town and harbor are craters made after massive explosions of gas, ash, rocks and lava took place about 1400 years ago. In 1994, the town had to be evacuated because volcanoes Tavurvur, Vulcan and Rabalankaia erupted. Over 30,000 people left the town itself and a further 50,000 from the surrounding area. Only four people lost their lives from the ash falls. One other was killed by a lightning strike south of Vulcan. This is a remarkably low death toll bearing in mind the potential for a much higher number had an evacuation not taken place in time. When the volcanoes erupted in 1937, 500 people died. The rains have soaked up the thick ash that has fallen on houses, and the weight has collapsed an estimated 80% of the buildings. There is one hotel under the volcano The “Rabaul hotel” still welcomes tourists. After being severely damaged by fire in 1984 the hotel was rebuilt and reopened in 2005. All the rooms have a volcano view though you can’t see much since the wind blows the ashes towards the hotel. It is an incredible experience. Once in the nice clean room, you feel like you’re in a submarine! Living in and around Rabaul is safe as the volcanoes are quite predictable and are constantly monitored for the precursors of activity. -
