Competitive Sealed Proposal COMPETITIVE SEALED PROPOSAL: CSP # 15-10-14 E-RATE WIDE AREA NETWORK This is a Competitive Sealed Proposal as defined in the Texas Government Code 2269.151 for Construction Services and Code 44.031 for Purchasing Contracts The Houston Independent School District (“HISD” and/or the “District”) is soliciting proposals for purchase network cabling, installation, design, documentation, and fabrication services for local and wide area network cabling plant development as more fully set out in the Scope of Work and Specific Conditions and Specifications sections of this Competitive Sealed Proposals (“CSP”). An original, 1 copy and 1 electronic copy on USB Flash Drive of the proposal must be submitted in accordance with the instructions set out herein to: Houston Independent School District Board Services - Room 1C03 Attn: Lou Ann Cooper CSP/15-10-14 E-RATE WIDE AREA NETWORK 4400 West 18th Street Houston, TX 77092 Each set of the proposal must be submitted in a binder. The original proposal must be labeled “ORIGINAL” and contain original signatures. The copies of the original must be labeled “COPY.” Each binder and any container for the binder(s) must be labeled on the outside with the Proposer’s name, address, the CSP number and the CSP name. Proposals will be received at the above address until February 1, 2016. Submitting proposals prior to the pre-proposal conference is not recommended, and such proposals may be rejected by HISD. A more detailed timeline is set out in the Instructions, Submission Requirements and Procedures section of the CSP. There will be a single public opening and reading of all sealed proposals received to occur on February 1, 2016 at Hattie Mae White Educational Support Center, 4400 West 18th Street, Houston, TX, 77092 at 1:00 PM in Room 2E02. Proposals received after the Proposal due date and time will not be considered. HISD will hold a pre-proposal conference at December 4, 2015 at 4:00PM in room 1E02. Proposers may attend the conference in the following format: In person attendance located at Hattie Mae White Educational Support Center, 4400 West 18th Street, Houston, TX, 77092; Faxed proposals will not be accepted. Proposals must be submitted in sufficient time to be received and time-stamped at the above location on or before the proposal due date and time. HISD will not be responsible for proposals delivered late by the United States Postal Service, or any other delivery or courier services. All proposals must remain open for one hundred twenty (120) days from the proposal due date pending acceptance by HISD. NOTICE for CSP - PAGE 1 Revised 10/23/15 – Version 7.9 The district shall receive, publicly open, and read aloud the names of the offerors and, if any are required to be stated, all prices stated in each proposal. Not later than the 45th day after the date on which the proposal are opened, the district shall evaluate and rank each proposal submitted in relation to the published selection criteria. This information will be made available through our Public Information Office at 713-556-6060. The District will award this CSP to a single respondent, based upon the evaluation of all proposals received. More details regarding evaluation of proposals are included in Section III, which is the Scope of Work and Specific Conditions section of this CSP. Richard L.     Draft Environmental Impact Statement US 290 Corridor Section 8 Agency and Public Involvement 8.1 Agency and Public Involvement Process The FHWA and TxDOT have engaged governmental agencies, elected officials, and the general public in an extensive coordination effort to inform and involve them by soliciting input during the planning process. The proposed project has been open to all comments and views on the scope of the proposed project, alternative actions, environmental impacts, and any other matter concerning the US 290 Corridor. The FHWA and TxDOT have considered all comments to date and will continue to do so in the future planning process. Two official websites that provide information regarding the proposed project are available to the public. TxDOT maintains a website at http://www.dot.state.tx.us/hou/eis/us290/project.htm to provide information regarding the EIS process and roadway design. In addition to the EIS information, TxDOT maintains a website at http://www.dot.state.tx.us/hou/mis/us290/project.htm to provide information regarding the MIS. TxDOT also involves the agencies, elected officials, and the public through a US 290 Corridor newsletter and public meetings. Public meetings have been advertised in newsletters, local newspapers, and electronic message boards along US 290. 8.2 MIS Agency and Public Involvement The purpose of the agency and public involvement program for the US 290 MIS was to promote open, proactive communication with agencies, the public, and stakeholders in the corridor.
