Aviso De Elección Estado De Texas § Autoridad De AVISO DE ELECCIÓN ESTADO DE TEXAS § AUTORIDAD DE TRASPORTE PÚBLICO METROPOLITANO DEL CONDADO DE HARRIS, TEXAS § A TODOS LOS ELECTORES DEBIDAMENTE HABILITADOS RESIDENTES DE LA AUTORIDAD DE TRASPORTE PÚBLICO METROPOLITANO DEL CONDADO DE HARRIS, TEXAS: POR MEDIO DEL PRESENTE SE INFORMA que se llevará a cabo una elección dentro y en toda la AUTORIDAD DE TRASPORTE PÚBLICO METROPOLITANO DEL CONDADO DE HARRIS, TEXAS el 5 de noviembre de 2019, en conformidad y de acuerdo con los siguientes extractos de la Resolución n.º 2019-71, aceptada y aprobada por la Junta Directiva de la Autoridad de Transporte Público Metropolitano del Condado de Harris, Texas, el 13 de agosto de 2019: RESOLUCIÓN NRO. 2019-71 PARA CONVOCAR UNA ELECCIÓN ESPECIAL A CELEBRARSE EL MARTES 5 DE NOVIEMBRE DE 2019 UNA RESOLUCIÓN PARA CONVOCAR UNA ELECCIÓN ESPECIAL A CELEBRARSE EL MARTES 5 DE NOVIEMBRE DE 2019 CON EL PROPÓSITO DE PRESENTAR ANTE LOS ELECTORES HABILITADOS DE LA AUTORIDAD DE TRASPORTE PÚBLICO METROPOLITANO DEL CONDADO DE HARRIS, TEXAS, (“METRO”) UNA PROPOSICIÓN PARA AUTORIZAR A METRO A EMITIR BONOS, PAGARÉS Y OTRAS OBLIGACIONES, PAGADEROS, EN SU TOTALIDAD O EN PARTE, CON EL SETENTA Y CINCO POR CIENTO (75%) DE LOS INGRESOS DEL IMPUESTO A LAS VENTAS Y AL USO DE METRO, SIN QUE ESTO IMPLIQUE UN AUMENTO EN LA TASA ACTUAL DEL IMPUESTO A LAS VENTAS Y AL USO DE METRO, PARA ADQUIRIR, CONSTRUIR, REPARAR, EQUIPAR, MEJORAR Y/O AMPLIAR EL SISTEMA DE LA AUTORIDAD DE TRANSPORTE PÚBLICO METRO (COMO SE DESCRIBE EN EL PLAN DEL SISTEMA DE TRANSPORTE PÚBLICO METRONEXT), PARA APROBAR DICHO PLAN Y LA CONSTRUCCIÓN DE UNA ETAPA III DEL SISTEMA DE FERROCARRIL DE METRO LLAMADO “METRORAIL” PARA LOS PROPÓSITOS DE LA CARTA ORGÁNICA DE LA CIUDAD DE HOUSTON Y PARA CONTINUAR DESTINANDO HASTA EL VEINTICINCO POR CIENTO (25%) DE LOS INGRESOS DEL IMPUESTO A LAS VENTAS Y AL USO DE METRO HASTA EL 30 DE SEPTIEMBRE DE 2040 PARA MEJORAS DE CALLES, PROYECTOS DE MOVILIDAD Y OTRAS INSTALACIONES Y SERVICIOS; Y PARA REALIZAR OTRAS DISPOSICIONES RELACIONADAS CON ESTE TEMA ESTADO DE TEXAS § AUTORIDAD DE TRASPORTE PÚBLICO METROPOLITANO DEL CONDADO DE HARRIS, TEXAS § 4154-1551-7468.41 Resolución Nro. 2019-71 Página 2 EN VISTA DE QUE, la Autoridad de Trasporte Público Metropolitano del Condado de Harris, Texas (“METRO”), se creó en conformidad con el Capítulo 141 de la Legislación de la 63.ª Legislatura del Estado de Texas, en sesión regular, 1973 (Artículo 1118x de los Estatutos Civiles Vernon de Texas, enmendados, ahora codificados como Capítulo 451 del Código de Transporte de Texas, enmendado [la “Ley METRO”]) y fue confirmado en una elección de confirmación e impuestos celebrada el 12 de agosto de 1978, de conformidad con la Ley METRO; EN VISTA DE QUE, METRO tiene, entre otras facultades, la de adquirir, construir, desarrollar, poseer, operar y mantener un sistema de autoridad de transporte público (como se usa aquí, dicho término debe definirse tal como se estipula en la Ley METRO), y todas las facultades necesarias o convenientes para llevar a cabo y efectuar los propósitos y las disposiciones de la Ley METRO; EN VISTA DE QUE, desde su confirmación, METRO ha desarrollado y llevado a cabo varios planes y programas para proporcionar su sistema de autoridad de transporte público (cada uno de ellos un “Plan Previo” y, en su conjunto, “Planes Previos”) algunos de los cuales continúan y continuarán por varios años futuros; EN VISTA DE QUE, uno de los Planes Previos fue la Etapa I del sistema de ferrocarril de METRO (“METRORail”), el cual consistió en un segmento de aproximadamente 7.5 millas de tren ligero que se extiende desde la estación University of Houston-Downtown hasta la estación Fannin South, que comenzó a operar en enero de 2004; EN VISTA DE QUE, otro de los Planes Previos fue un plan integral aprobado por los votantes de METRO en una elección celebrada el 4 de noviembre de 2003 (la “Elección de 2003”) que incluyó, entre otros aspectos, un aumento de los recorridos de autobús, una ampliación del servicio de estacionamiento disuasorio, autobuses, nuevos predios de estacionamiento disuasorio, centros de tránsito, casetas y otras instalaciones relacionadas con los autobuses y la Etapa II y otras etapas posteriores de METRORail (en conjunto, “Soluciones de METRO”); EN VISTA DE QUE, METRO ha trabajado con la comunidad y las partes interesadas para crear otro plan integral que continúe desarrollando las Soluciones de METRO, el cual incluye importantes inversiones en infraestructura y otras mejoras necesarias para que METRO aborde las necesidades de movilidad dentro de sus límites y área de servicio hasta, aproximadamente, 2040; EN VISTA DE QUE, dicho plan integral incluirá la adquisición, la construcción, la reparación, el equipamiento, las mejoras y/o la extensión del sistema de la autoridad de transporte público METRO, tal como se describe en el Anexo A adjunto a la presente, que aprobó la Junta de conformidad con esta Resolución (en conjunto, “METRONext”); EN VISTA DE QUE, la Carta Orgánica de la Ciudad de Houston dispone que el Consejo Municipal de Houston no otorgue ningún permiso, consentimiento ni autorización requerida por METRO en relación con la construcción, el mantenimiento o la operación de todas y cada una de las partes de un sistema de ferrocarril a menos que METRO haya realizado previamente una elección en la cual una mayoría de los votantes de METRO que hayan participado en la elección aprobara la construcción del sistema de ferrocarril; 4154-1551-7468.41 Resolución Nro. 2019-71 Página 3 EN VISTA DE QUE, dado que METRONext incluye, entre otros aspectos, la construcción de una Etapa III de METRORail, la Junta de METRO (la “Junta”) desea obtener la aprobación de sus votantes para construir una Etapa III de METRORail; EN VISTA DE QUE, tal lo autorizado por la Ley METRO y otras leyes aplicables, la Junta ha destinado, durante muchos años, hasta un veinticinco por ciento (25%) de los ingresos del impuesto a las ventas y al uso de METRO para mejoras de calles, proyectos de movilidad y otras instalaciones y servicios ubicados o provistos dentro de sus límites y área de servicio de los tipos que permite la Sección 451.065 de la Ley METRO y otras leyes aplicables (“Porcentaje Destinado a Mejoras de Calles”), lo que se ha implementado mediante pagos realizados por METRO a determinados gobiernos locales comprendidos en la jurisdicción de METRO (dichos pagos llamados “Pagos de Movilidad General”); EN VISTA DE QUE, como parte de la Elección de 2003, METRO acordó que entre el 1 de noviembre de 2009 y el 1 de enero de 2013, METRO convocaría una elección para procurar la determinación local de los votantes acerca de la continuidad del Porcentaje Destinado a Mejoras de Calles y los Pagos de Movilidad General después del 30 de septiembre de 2014; EN VISTA DE QUE, de conformidad con dicho acuerdo, en una elección celebrada el 6 de noviembre de 2012 (la “Elección de 2012”), los votantes de METRO determinaron que METRO debía continuar destinando hasta un veinticinco (25%) de los ingresos del impuesto a las ventas y al uso de METRO para cada año fiscal de METRO durante el período del 1 de octubre de 2014 hasta el 31 de diciembre de 2025, calculado de la manera estipulada en las actas de la Elección de 2012; EN VISTA DE QUE, en relación con la Elección de 2012, METRO se comprometió a que, si en la Elección de 2012 se obtenía la aprobación, celebraría otra elección antes del 31 de diciembre de 2025, para procurar la determinación local de los votantes acerca de la continuidad del respaldo de METRO después del 31 de diciembre de 2025 destinado a mejoras y servicios de los tipos autorizados por la Sección 451.065 de la Ley METRO y otras leyes aplicables; EN VISTA DE QUE, la Junta halla y determina (i) que se necesitan los ingresos de los bonos, pagarés y otras obligaciones para adquirir, construir, reparar, equipar, mejorar y/o extender el sistema de la autoridad de transporte público METRO (tal como se describe en el plan del sistema de transporte público METRONext adjunto a la presente como Anexo A), y (ii) que la emisión de bonos, pagarés y otras obligaciones durante una cantidad de años y en pequeñas cantidades que sean prudentes en términos financieros es necesaria, adecuada y el mejor método de financiación disponible para proporcionar el sistema de la autoridad de transporte público METRO en la fecha viable más temprana para los residentes dentro de los límites y el área de servicio de METRO; EN VISTA DE QUE, la Junta halla y determina asimismo que la emisión de los bonos, pagarés u otras obligaciones autorizados por la Elección y las mejoras al sistema de la autoridad de transporte público METRO a través de la implementación de METRONext, entre otros beneficios, mejorarán la movilidad y disminuirán la congestión vehicular dentro de los límites y el área de servicio de METRO; 4154-1551-7468.41 Resolución Nro. 2019-71 Página 4 EN VISTA DE QUE, la Junta ha determinado que resulta necesario y adecuado convocar y celebrar una elección (la “Elección”) el martes 5 de noviembre de 2019 con el propósito de obtener la aprobación de los votantes para autorizar a METRO a emitir bonos, pagarés y otras obligaciones (excepto los bonos, pagarés y otras obligaciones descritos en el considerando inmediatamente posterior), pagaderos, en su totalidad o en parte, con el setenta y cinco por ciento (75%) de los ingresos del impuesto a las ventas y al uso de METRO en una cantidad de capital total que no exceda de $3,500,000,000, sin que esto implique un aumento en la tasa actual del impuesto a las ventas y al uso de

    MEMORANDUM January 23, 2017 TO: Pam Evans Manager, External Funding FROM: Carla Stevens Assistant Superintendent, Research and Accountability SUBJECT: TITLE I, PART A STUDENT ACHIEVEMENT, 2015–2016 Attached is a copy of the Title I, Part A Student Achievement Report for 2015–2016. This report describes the performance levels for students enrolled in Title I schools within Houston Independent School District, as reported by STAAR grades 3–8 and End of Course Exams. The data are aggregated by school, school office, and district. Key findings include: • Student performance improved in Title I schools from 2014–2015 to 2015–2016. For Title I campuses in the district, 65 percent of students in grades 3–8 met the satisfactory standard in reading, 68 percent in math, 61 percent in writing, 67 percent in science, and 55 percent in social studies on the 2015–2016 STAAR. The percentage of students meeting the satisfactory standard remained constant in reading, math, and writing, and increased by two percentage points in social studies, and seven percentage points in science from 2014– 2015 to 2015–2016. • The only school office which had gains in every subject on the STAAR 3-8 exams between 2014–2015 and 2015–2016 was the Elementary Transformation Office. The highest one- year subject achievement gains were in the subject of Science. The Secondary Office 2 had the highest gain at 10 percentage points, Secondary Transformation Office had a nine percentage-point increase, and the Elementary Transformation Office had an eight percentage-point increase. • The percentage of students meeting the EOC satisfactory standard remained stable or increased in all subject areas from 2014–2015 to 2015–2016.

Net absorption dropped to about 700,000 sq. ft. in the 4 94% fourth quarter compared to the previous quarter’s two-year high of 1.5 million sq. ft. In addition, metro Houston leasing activity is at 1.5 million sq. ft., almost 3 93% unchanged from the previous quarter, and down 37% from a year ago at 2.4 million sq. ft. The retail 2 92% market saw overall average asking rates rise yet again by $0.41 per sq. ft. quarter-over-quarter to finish at $17.50—surpassing last quarters all-time high—on 1 91% a triple-net basis.
