2005 was the first year of the existence of Tulip Foundation. The foundation started its activities in the office of the Women’s Alliance for Development Foundation, which was the host organisation for the Cooperation Netherlands Foundations for Central and East- ern Europe Programme during the last 5 years. Since April 2005 Tulip Foundation operates in its office on 15, Parchevich Street, Sofia.

Almost simultaneously the Internet site of Tulip Foundation was created with the exclu- sive support of Webfactory Bulgaria. The site was developed and updated in the follow- ing months.

During its first year Tulip Foundation became a member of the Bulgarian Donor’s Forum

In 2005 Tulip Foundation developed the Cooperation Netherlands Foun- dations for Central and Eastern Europe Programme in Bulgaria. The pro- gramme supports social projects in Bulgaria since 1997. Sixty three project applications were presented and assessed during 2005. Out of these 19 projects were funded with a total amount of 399 350 euro. The supported activities include day and rehabilitation centres for children with disabilities as well as integrated education programmes, protected housing for people with intellectual disabilities, social work with children at risk, activities with parents and specialists, support for women and youngsters victims of vio- lence, work with drug addicts etc. The funded projects are implemented in more than 25 towns and villages around Bulgaria. The activities serve more than 500 children with disabilities and their parents; some 750 children at risk and their families; more than 300 drug addicts, 700 women victims of violence; over 1000 children po- tential victims of aggression and more than 70 people with mental disabilities.

Small Grants Programme

In April 2005 a new funding programme was launched – the Small Grants Programme. It is aimed main- ly at civil organisations in small towns and villages. The programme goal is to encourage the participation of local communities in initiatives and activities aimed at solving specific social problems and improving the living conditions; enhancing access to information and services; providing support and care for people in disadvantage position; raising the social involvement of young people and overcoming the social isolation of the elderly. The programme is open for projects related to events and activities traditional for the com- munity such as cultural and local customs combined with voluntary initiatives for improving the social envi- ronment and resolving local problems.

The programme has become very popular shortly after it was announced. A total of 113 project applica- tions were submitted and assessed by the end of the first year of its operation. Tulip Foundation support- ed 33 projects implemented by civil organisations with a total amount of 125 000 BGN. TULIP FOUNDATION - ANNUAL REPORT 2005 REPORT - ANNUAL TULIP FOUNDATION Out of these 16 projects are realised in a small towns, 8 projects are implemented in villages, three projects are taking place in a big town and one is developed in Sofia. The grants per project vary from 1130 to 6000 BGN. The supported initiatives include establishment and development of centers for administra-  tive services; protected houses for people with mental disabilities; children’s day centers and daily facilities for children and youngsters with disabilities; three centers for social services and contacts; two centers for people with disabilities; three clubs for elderly people; two children’s playgrounds; two village museum expositions; student’s and information centers. The projects reached and changed the lives of more than 2000 people with disabilities; 50 children with disabilities; 400 elderly people; some 5000 children and young people in villages and small towns; the children living in three social institutions and the local communities in seven villages and towns. A con- siderable co-funding in finances, in-kind contributions and voluntary work totaling at 72600 BGN has been attracted. The co-funding provided by the implementing organisations is 43000 BGN, while partner organisations have provided some 15000 BGN. Municipalities and local mayor offices have contributed 19000 BGN. Local busi- nesses have supported the initiatives with some 4300 BGN. The local media have participated with almost 3000 BGN and the ministry of Culture has contributed 1800 BGN. The results of the programme proved that it is needed and timely.

Learning and Sharing Programme

The aim of the programme is to encourage the introduction and the implementation of new models of social work with specific target groups through capacity development of NGOs working in similar or same social fields. The programme focuses on enabling civil organisations to learn from each other’s experience and share the lessons learned during the model projects implementation. The role of Tulip Foundation is to provide opportunities for civil organisations to meet; share experience, achievements and problems; learn from each other; shape common visions; develop common platforms of action. The participants would have the opportunity to identify common problems, promote dialog and provide an up-to-date view on relatively new areas of social work and reflect contemporary methods and approaches applied in the EU countries. The programme envisages series of thematic working meetings for representatives of NGOs from around the country working in selected fields of social care, as well as representatives of Ministries and local au- thorities. TULIP FOUNDATION - ANNUAL REPORT 2005 REPORT - ANNUAL TULIP FOUNDATION The first working meeting “Protected Housing for People with Intellectual Difficulties” took place on 9- 10 December 2005 in Sofia. Representatives of sixteen Bulgarian NGOs that have protected housing or are  in the process of offering the services to the community as well as representatives of local authorities inter- ested in partnership with NGOs for opening protected housing took part in the meeting. The participants came from Pernik, Razlog, Sliven, Vidin, Targovishte, Gorna Orjahovitza, Russe, Dryanovo, Stara Zagora, Pa- zardjik, Kozlodui, Vratza, Samuil, Bansko and others.

The Project of the Year

The project of the year competition for the best social NGO Project of the year for 2005 was announced by Tulip Foundation in October 2005. The initiative was provoked by the big number of good projects im- plemented all over the country in the last few years. Each of these projects had been made possible by the hard work of the people who invested a lot of their time and dedication for the success of the projects. Civil organizations that have implemented a project aimed at improving the living conditions, possibili- ties and quality of life of certain groups or communities in disadvantaged position were welcome to partici- pate in the competition. Projects implemented in towns, cities and villages were welcome regardless of the project budget and source of funding, scale of operation, type of activity or beneficiaries. By the end of January 61 nominations for the Project of the Year were received in the office of Tulip Foundation. The nominated projects cover a huge variety of social activities and are targeted at positive change towards providing more opportunities and better quality of life for certain groups or communities in disadvantaged position. From the nominated projects 30 are implemented in different cities and towns of the country, 12 are taking place in Sofia and 8 are realised by local organisations in villages. Apart from Sofia the other towns with more than one nomination are Samokov, Russe, Targovishte, Plovdiv, Bourgass, Varna and Haskovo. The projects are nominated mainly by other local and national NGOs and partners; by the project team of the organization implementing the project and by the local authorities. There are nominations by partic- ipants in the projects, local businesses, professionals, volunteers and members of the community. We have performed the audit of the accompanying accounting balance of Tulip Foundation for the period from 1 January till 31 December 2005 and of the related report on the income and expenditure statements, report of the fiscal flows and re- port on the changes in the foundation’s capital for the above period. The foundation management bears the responsibility for the financial reports. Our responsibility cov- ers the audit opinion based on the audit conducted by us.

The audit was conducted in compliance with the requirements of the Internation- al Audit Standards. These standards require that the audit is planned and performed in a way that the auditors are convinced to a reasonable degree of certainty that the financial reports do not contain considerable inadequacies. The audit includes check- ing the evidence about the capital and its flows presented in the financial reports based on sample texts. The audit also includes evaluation of the applied accounting principles and the approximate evaluations conducted by the management as well as the overall presentation of the financial reports. We are convinced that the audit car- ried by KPMG provides a reasonable base for expressing an audit opinion.
